ROLE PURPOSE:
The Snr Manager for Programs and Partnerships is responsible for supporting the implementation of all programming in country, including both developmentand emergency preparedness and response work and is the national lead for Program Partnerships. The post holder will also act as the liaison officer for Save the Children International (SCI) with the Indonesian Government at national level.
The post holder shares the accountability to build the most positive and affirming work environment possible and ensure that the management, staffing and culture of the organisation are suitably aligned with the mission, evolving goals and strategic ambitions in the Membership Accountability Framework.
The post holder is a member of the Extended Management Team (EMT), may be invited to lead or participate in cross functional groups and will participate in EMT meetings as planned.
The post holder will also contribute to the standards as noted in the Prospect Member Framework as follows:
  • Support on-going development and emergency programming of the existing portfolio in Indonesia in order to achieve ambitious breakthroughs for children.
  • Contribute to the development & management of high performing field office teams.
  • Contributing to the development of strong partnerships.
  • Contribute to effective advocacy for children and collaborate with other departments to implement advocacy initiatives that support the theory of change.
  • Contribute to ensuring strong governance, leadership and management of the organisation.
  • Contribute to ensuring financial sustainability and growth orientation in the funding portfolio.

Role Dimension: Save the Children works in 9 provinces through its local implementing partner YayasanSayangi Tunas Cilikwith current expenditure of approximately twelve million USD each year.
Save the Children in Indonesia is changing for the better. We've begun to support a national organisation that aims to be a strong, local, and self-sustaining voice for children in Indonesia namely YayasanSayangi Tunas Cilik. To this end, the Yayasan has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next wave of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorised by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.
KEY AREAS OF ACCOUNTABILITY:
As a member of the Extended Management Team, contribute to:
  • The overall management of Indonesia National Office
  • The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity and innovation; and enables our staff to deliver outstanding results for children
  • Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including National Office financial management, communications, advocacy, and human resources.
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
  • Support field offices compliance with all Save the Children Quality Framework Standards and Standard Operating Procedures.
  • Share good practices and lessons learned from across the country with key programs and operations staff.
As national lead on program partnerships
  • Work closely with PDQ team to input into the partnership strategy and act as focal point for the coordination of activities linked to the implementation of the partnership strategy.
  • Establish and lead a National Partnership Working Group (NPWG) with representatives from each implementation area and the PDQ, Finance and Awards team. Ensure NPWG report quarterly to the Extended Indonesia Leadership Team (EILT) on progress against objectives.
  • Ensure there are adequate systems and processes for managing implementing partners both at national level and at field/area level and lead on the development of processes where they are inadequate.
  • Develop annual and oversee implementation of annual partnerships plan to enable achievement of the partnership strategy objectives
  • Work closely with the Awards and PDQ team and take the lead for the PI Department on ensuring adequate assessment, transparent selection methods and capacity building of implementing partners, in line with SC Partnership Principles and in close collaboration with Awards, Finance and the Field/Area Office implementation teams.
  • Directly manage cross area/project partner relationships where a partner is working to implement in more than one SC designated area, and ensure good coordination between external implementing partners and area and field offices.
  • Work with program managers and the NPWG to ensure adequate feedback mechanisms and organisation capacity building plans are in place for partners.
As the SCI liaison officer to the Indonesian Government:
  • Be the overall lead within SCI for managing strategic relationships with the Indonesian government
  • Receive and respond to government enquiries to SCI at national level, particularly related to MOUs, reports, visits, work/entry/importation permit, branding, and meeting requests.
  • Responsible for drafting the annual SCI report to the government and correspondences for various permits/approval on behalf of SCI.
  • Represent SCI in face to face meetings with key government stakeholders including the regular presentation of programs as required.
  • Ensure SCI country representative signs off required reports and letters for ministries as needed.
  • Work closely with the YayasanSayangi Tunas Cilik Organisation Secretary Indonesia to ensure proper coordination tomeet government requirements across the two entities of the Yayasan and SCI.
Support the implementation of high quality programing:
  • Support the Director of Program Implementation and work with Area/Field Managers as delegated to ensure that all programs progress in accordance with awards agreements, are completed within time and on budget.
  • Provide temporary cover for key program management gaps as needed for short periods, usually up to one month, to ensure program delivery remains on track.
  • Serve as budget holder for programs as required; in particular for national initiatives, coordinate and support budget holders as agreedfor individual projects and grants.
  • Work closely with the Advocacy and Program Design and Quality Departments to ensure that field learnings and evidence from program implementation is used to inform national advocacy and that national advocacy initiatives are supported by field teams.
  • Conduct field visits to Field and Area Offices as agreed with Director of PI and Area Managers to support the delivery of high quality programming in line with the objectives of the country strategy, thematic and area strategies and the Quality Framework. Provide feedback and on site capacity building to program staff during visits as needed and document findings in trip reports.
  • Help establish, maintain, and improve active and regular working relationships with: host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
  • Represent Save the Children at a senior level, actively networking to promote SC perspectives and building relationships that help facilitate the success of our projects.
Actively involved in the design and reporting of high quality programs:
  • As delegated by the Director of Program Implementation, participate in the program proposal process supporting the conceptualizing and designof cost effective, innovative and high quality programs to serve the most marginalised children in coordination with the Program Development and Quality, Awards and Finance Departments.
  • Responsible for integrating Child Safeguarding into program work as per foreseen design (including proper risk assessments of program activities with mitigation measures) to ensure a safe environment for children.
  • Involved in the preparation, review and/or sign off of timely and high quality progress reports, program reports, and donor reports as agreed and documented with line manager. Contribute to the development of Country Annual Plans and Country Annual Reports.
Humanitarian Response Management;
  • Support the Humanitarian team to strengthen the Indonesia CO organisational readiness to respond to emergencies in line with global SCI emergency goals and benchmarks, including contributing to the humanitarian capacity building plan.
  • Support (either remotely or through direct deployment) humanitarian responses that are appropriate, timely and at scale, consistent with established benchmarks, plans and organizational policies, and in close cooperation with the humanitarian and incoming surge teams.
  • Support the Directors of PI/PDQ and the Humanitarian team to ensure that all CO staff across departments and sub offices are familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for emergency responses.
Brand and Reputation:
  • Contribute to ensuring all project staff are aware of and actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners
  • Ensure effective communications and collaboration with Save the Children members and donors.
  • Working with Fundraising, Marketing and Communications Department as well as Advocacy and Campaigns Department to contribute to raising the profile of Save the Children Indonesia through provision of program inputs.
Cross Functional Working Groups and KPIs
  • The Post holder may be assigned to lead one of the cross functional working groups in addition to the National Partnership Working Group. He/she may also be requested to participate in cross functional working groups as and when required and to contribute to Global KPIs and those agreed with ILT.
Capacity building
  • Support PI team in enhancing capacity in project management, partnership management and reporting.
  • Coordinate with other departments for capacity building efforts of staff and partners for area/field offices.

QUALIFICATIONS AND EXPERIENCE
  • Recommended a minimum of 5 years management experience in an NGO environment, including 3 years of field operations experience running either emergency or development programs.
  • Strong experience of managing partnerships, in particular implementing partners and developing capacity building plans with partners.
  • Batchelor’s degree in development or other social sciences
  • Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others
  • Good understanding of at least 2 of the sectoral programs and a working knowledge of the program priorities of the SCI Indonesia Office
  • Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyze information, evaluate options and to think and plan strategically
  • An in-depth understanding of national and international development issues in particular in relation to children
  • Strong skills and proven experience in change management processes
  • Excellent interpersonal, communication and presentation skills
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Advanced fluency in both English and Indonesian is essential
