Provide a numbered list of every deliverable identified in the contract and summarize the contract’s overall relationship to student achievement.

Awarded through an RFP process, this vendor will provide a mathematics and reading assessment for 2017-2018 called STAR 360. This assessment system offers a computer adaptive test, reporting system, teacher resources, the ability to group students for intervention, and the ability for teachers to create their own assessments. Educators use this system as a screener to identify skill gaps and inform their classroom groupings and then progress monitor for improvement as part of the Multi-tiered System of Supports approach. The vendor will provide:

1.  STAR Early Literacy to assess the development of skills in the five essential components of reading (phonemic awareness, phonics, fluency, vocabulary, and comprehension) for students in kindergarten through grade 1.

2.  STAR Reading assesses comprehension skills of independent readers in grades 1-12.

3.  STAR Math assesses the math calculation and problem-solving skills of students in grades 1-12.

4.  STAR Reading Spanish assesses the Spanish-language reading skills students in grades 1-5.

5.  STAR Custom which allows educators to create their own assessments that measure student performance on a single skill or a set of closely related skills. Assessments can be administered online or on paper.

Every contract should include explicit language requiring vendor accountability, i.e. required program evaluation or the submission of a final report summarizing progress against each itemized deliverable.

STAR 360 is a web-based assessment system that will be used by schools to inform teachers of student skill and knowledge mastery and deficits for the purpose of modifying instruction and promoting student-centered learning. The ongoing availability and use of the product will indicate that the vendor has met this requirement.

Reports are available through the STAR system. The Office of Research, Planning and Accountability (RPA) monitors test administration and completion as part of the Multi-tiered System of Supports.
