Introduction

This report presents the findings of the Contextual Safeguarding Audit of [INSERT LOCAL AUTHORITY] response to peer-on-peer abuse. This report outlines:

  • How the audit was undertaken
  • Detailed thematic findings of the audit process
  • Recommendations for future development of practice across [INSERT LOCAL AUTHORITY]

Methodology

Based on in-depth case file analysis into incidents of peer-on-peer abuse, the [INSERT LOCAL AUTHORITY] recognises that abuse within young people’s relationships and peer groups is informed by the nature of the contexts in which that abuse occurs. As young people begin to form relationships independently of parental supervision and beyond the family home, contexts such as peer groups, schools and neighbourhoods, become increasingly influential at setting social norms.

As a result we have audited the response of [INSERT LOCAL AUTHORITY] to peer-on-peer abuse with reference to its work with individual young people in addition to the social contexts that inform their behaviours and beliefs:

Using observations, qualitative analysis of local documents, and meetings with practitioners, we have applied this approach when considering the strengths and challenges presented by current:

  • Intervention and assessment
  • Local strategic documents and protocols
  • Leadership and governance
  • Multi-agency working
  • Training

A full list of meetings and observations involved in the audit is available in Appendix A.
