RECEIPT OF THIS ADDENDUM MUST BE ACKNOWLEDGED IN THE SPACE PROVIDED ON THE PROPOSAL SIGNATURE PAGE AND MUST BE SUBMITTED WITH THE RFP. This addendum consists of four (4) page(s).
TO:All Prospective Firms and All Others Concerned:
The following shall clarify portions of the specifications for the project noted above.
This addendum becomes part of the Contract Documents. All other conditions and requirements of the specifications will remain unchanged.
The specifications shall be clarified as follows:
- Questions Received:
- Are there any current drainage studies on the existing ditches and/or have it been determined what the minor and major storm capacities/rates are?
Answer: The Fulton Ditch should be designed for 250 cfs and the Brighton lateral for 45 cfs.
- If there is no existing drainage study for these ditches, will the city permit a design that has capacity equivalent to the existing structures; require the engineer to determine existing flows; or provide the engineer with design flows?
Answer: See 1.
- It was talked about at the Pre-Proposal meeting that this proposal should be succinct with a 20 page limit. If I limit the main proposal to 20 pages could I add brief resumes, past project information and other documents in an Appendix? This might add another 10 pages. Will this be acceptable?
Answer: Yes
- What is the width of the future road and sidewalk (?). This will give us a sense of possible issues with adjacent land owners who have improvements quite close to the ends of these structures.
Answer: 74 feet roadway width and total width to back of sidewalk of 88 feet.
- Who will be administering the environmental requirements and what level of environmental studies does the City anticipate?
Answer: Basic review of potential environmental concerns. Not a NEPA project.
- Has the City determined what ultimate typical roadway section they would like to apply to Baseline Road?
Answer: See 4.
- Is it the intent of the project for the length of the new structures (rebuilt or extended) to provide for the future width of the road?
Answer: Yes. See 4.
- Will this be a separateconstruction project, or will it be constructed with the roadway improvements?
Answer: It will be a separate project.
- Questions on Scope of Work:
- Is the City of Brighton Transportation Master Plan available on the website?
Answer: Yes.
- Does the consultant need to prepare all of or a portion of the Contract Documents?
Answer: No.
- Whatinvolvement in the Bid process does the consultant have?
Answer: None at this time.
- What are the owners name and number for the Fulton Ditch and the Brighton Lateral?

- My understanding is that the consultant will work with the ditch companies and impacted land owners to create legal descriptions for any necessary easement but the City will negotiate those easements?
Answer: Correct.
- Will it be necessary to modify existing structures to meet current codes?
Answer: The City’s assumption is that any structure that is “touched” will need to be upgraded to current codes.
- The Sept. 5, 2008 meeting mentioned to keep the flow in the ditch the same, what is the design flow or existing maximum flow in both ditches?
Answer: See 1.
- When or what time of year are the ditches/laterals shut down?
Answer: Generally from Mid October through the first of March.
- Are the existing box culverts/bridges sized for the required design storm? Or doesthe consultant need toevaluate the existing structures to verify flow capacity?
Answer: See 1.
- Questions for Section F: Fee Schedule:
- Isconstruction administration part of the scope?
Answer: As stated in the pre-proposal, this project ends with design completion.
- Arethe tasks listed to be considered additional work or part of the scope of work?
Answer: Part of the scope.
- Does the City want the consultant to estimate hours required for each of those tasks? Or is just submit and employeehourly fee schedule?
Answer: Submit hours for each task.
- Questions and Answers from Pre-proposal Conference:
- Is the City requiring land acquisition?
Answer: No, City will coordinate.
- Have the funds been appropriated for this project?
Answer: Yes
- When will construction be completed?
Answer: Possibly 2010
- Are there any as builts available?
Answer: No
- Will road closures be allowed?
Answer: Two weeks will be the limit for road closures. Possible detour routes will need to be considered.
- Time for RFP delivery
Answer: All time shall be Mountain Daylight Time.
- Any presentations to City Council by Award Firm?
Answer: None intended for this proposal.
- Additional Notes from pre-proposal conference:
This design project is needed to develop a conceptual report and final design for expanding the width and ensuring the long-term stability of the ditch crossings of the Fulton ditch and the Brighton Lateral ditch. The road profile of the road is not as critical as the necessary passage of ditch water and the width of the structure for future expansion. Maintaining the current profile of the roadway is assumed though minor changes in the best interest of the overall design are acceptable. Safety structures such as guardrails are included in the design requirement as well as all surveying and basic geotechnical.
