Q.1 Do you agree that the company model proposed in paragraphs 2.3 – 2.15 will provide the company with sufficient freedom and flexibility to operate on a more efficient basis, but also include necessary checks and balances?
AGREE
It is important that the new company has operational independence and a separate legal identity so as to ensure swift and reactionary response, however we agree that it is essential that the company remains transparent and publically accountable.
Q.2 Do you have any comments on the proposed process for setting the Roads Investment Strategy?
AGREE
It is imperative that both the company and Government remain in direct and constant contact with key stakeholders at all stages of the development process, so as to ensure widespread contribution from the industry. Where necessary, justification and explanation must be given on key funding and investment decisions.
Q.3 Do you agree that the proposals described in paragraphs 2.16 – 2.29 will enable a strategic highways company and the UK highways supply chain to plan ahead and deliver more efficiently?

Q.4 Do you agree that the proposals set out in paragraphs 2.30 – 2.37 strike the right balance between autonomy and accountability of the new company?
AGREE
Whilst we agree that the SRN company must be accountable to Government in relation to expenditure, any spending controls put in place must prioritise flexibility and ensure that the company has the freedom to remain operationally independent and responsive.
Q.5 Do you agree that environmental protections will be appropriately integrated into the governance regime for the new company, as described in paragraphs 2.39 – 2.42?

Q.6 Do you agree that the proposals set out in paragraphs 2.43 – 2.46 will lead to the necessary cooperation with and accountability to local authorities, operational partners, road users and interest groups?

We cannot stress enough the importance of open, honest and effective communication between the new company and private interest groups and we hope to continue the good relationship sustained with the Highways Agency.
