CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff.UNRWA is funded almost entirely by voluntary contributions.

Consultancy – Foundations Manager, Amman, Jordan

BACKGROUND

It has created a Private Partnerships Division to assist in diversifying its income base amongst the private sector.With a total budget over $1.3 billion, UNRWA’s services encompass education, health care, social assistance and emergency relief.

The Foundations Managerwill sit within the Private Partnerships Division at UNRWA and directly report to the Chief of Private Partnerships, as well as work closely with national committees, fields and programme departments. The position would help UNRWA manage a diversified portfolio of private sector clients – foundations and corporations – for resource commitments valued at the $250,000 level and beyond.

Description of Duties and Responsibilities

Funding Strategy

  • Work with the Chief of Private Partnerships to establish funding goals and benchmarks for a portfolio of private sector partners, each with the capacity to support UNRWA’s work at the $250,000+ per annum level;
  • Develop a foundation outreach strategic plan to be presented to and agreed by the Chief of Private Partnerships, ensuring a consolidated strategy for foundation funding – with clear plans for execution, evaluation of objectives and creating and reaching direct targets;
  • Advise on global foundation engagement strategies to enable UNRWA to prepare and strategically position for opportunities and influence funder strategies where possible;
  • Monitor and analyze philanthropic and other corporate and foundation partnership trends so that market opportunities may be capitalized on, ensuring that the UNRWA’ partnership proposition remains compelling and competitive;

Prospect Identification

  • Provide comprehensive mapping of key global (U.S.and Europe and Middle East based) foundations and grant making organisations, their funding priorities and UNRWA’s eligibility and position to approach them;
  • Identify funding opportunities and assure timely top quality proposals submission;
  • Collaborate with UNRWA National Committees to assign regional prospects to National Committee teams;
  • Develop a US and EMEA-wide external network, building and maintaining relationships with potential donor organizations.

Cultivation and Stewardship

  • Design and implement creative and comprehensive outreach, solicitation and management strategies for partners within the portfolio, leading on partnership negotiations, proposal submissions, and pitches; and maintaining a database of partners with up to date information;
  • Develop clear, compelling presentations, proposals, and reports for partners and private sector audiences;
  • Establish a robust client servicing plan for each partner, including elaborating recognition strategies, site visits, identifying key performance indicators, and planning and reporting procedures to optimize income growth and donor satisfaction;
  • Ensure open and relevant communication is maintained between UNRWA , its private sector partners; fields and departments; particularly to obtain narrative and financial report information, and writing reports, updates etc. for key partners in a timely manner;
  • Support the involvement of the Chief of Private Partnerships and ERCD Director in high-level private sector partnership solicitations and relationship management with briefing materials, agendas, background research and appropriate follow-up;

Grant Management

  • Supervise the grant management and reporting process, including quality assurance on reporting, project delivery and monitoring and evaluation of donor funded projects.
  • Monitor deadlines and work closely with field offices and other UNRWA stakeholders to ensure reporting requirements are met on time.
  • Maintain accurate, detailed records in the grant management database.

minimum Qualifications and Experience

  • An advanced university degree in fundraising/marketing, business or public administration, communications or relevant field.
  • A minimum of five yearsof experience in securing complex, six-and seven-figure multiyear grants from major foundations across the world in the nonprofit sector or with UN organizations;
  • Broad knowledge of the principles and practices of foundation fundraising, preferably for an international organization, but also having worked within a major foundation/ grant making organization;
  • Technical skills in the complete fundraising cycle: e.g. market research, strategy development; budgeting; donor relationship management and monitoring;
  • ;
  • Understanding of international development issues, the situation of Palestinian refugees essential.
  • Excellent command of verbal and written English.

  • Excellent attention to detail, strong problem solving skills and ability to manage multiple complex tasks and maintain composure under demanding deadlines

DESIRABLE QUALIFICATIONS

Preferably existing relationships with top funders in the international development sector;

ADDITIONAL INFORMATION

The position directly reports to the Chief of the Private Partnerships Division in Amman.

CONDITIONS OF SERVICE

  • The duration of the consultancy is 12 months, based in Amman, with the possibility of an extension, and an expected start date of July 1, 2016.
  • Remuneration will be based on an annual P3 ICSC salary and depend on the qualifications of the successful applicant.
