Proposals: Please provide 5 copies to the above physical address in care of Tom Holt along with an electronic copy to his corresponding email address.

The district reserves the right to select or reject any or all proposals. The district reserves the right to conduct negotiations with vendors and to accept revisions of proposals. During this negotiation period, the district will not disclose any information derived from proposals submitted, or from discussions with other vendors. Once the selection is made, the solicitation file and the proposals contained therein are in the public record to the extent provided by law.

Project Information

International Falls Public Schools is seeking proposals for construction management services as described below for removal/replacement of the slab and piping within the ice area of Bronco Arena (1501 11th Street, International Falls, MN) during the months of April through October of 2018. The second project for consideration is an air exchange system(s) for the arena and locker rooms.

A 1.75 million dollar bond was approved in November for Bronco Arena and the slab is the major project in the plan. Air exchange is a secondary project.

Construction Management as Agent - Scope of Services:

The scope of the service will include the following:

1.  Assist in managing the overall planning and processes for projects described in request.

2.  Government entity approvals, process and assistance

3.  Develop detailed cost estimates for all phases and control during design.

4.  Track costs against budgets on a timely basis.

5.  Value engineering / Systems Analysis

6.  Assist and manage team meetings with the Owner, Architect and Engineer.

7.  Prepare a detailed project schedule, including sites and phasing. Preparation of bid divisions proposed for construction of each project phase

8.  Provide regular schedule updates.

9.  Coordinate Safety program for project

10.  Provide services to the school that include project advertising, securing bids, bid results analysis, recommendations on awards of contracts and ensuring the district has all needed permits for projects. All scopes of work to be competitively bid out.

11.  Provide comprehensive construction phase administration which would include on-site supervision, project management, and inspection of work, review of shop drawings, preparation of change orders and contractor payment estimates, final inspections and submission of project completion reports.

12.  Management and coordination of final start-up, testing and occupancy. Ensure district has all manuals and completed blueprints in hard and electric formats.

13.  Perform CM services as detailed in the AIA family of contracts. The CM will not be allowed to self-perform any work besides misc. labor for safety, clean-up and temporary conditions & barricades.

Submitting Proposal and Qualifications:

In submitting a proposal, the firm should include at a minimum:

1.  Firm profile

a.  List company name and address.

b.  Number of years your company has provided professional construction management services.

c.  Comprehensive list of services provided by your company.

d.  If a corporation:

i.  Date of incorporation

ii. State of incorporation

iii.  Chief executive’s name and title

e.  If not incorporated:

i.  Type of legal entity and date of organization

ii. Ownership/management structure

iii.  Leadership team – names and titles

2.  Professional qualifications

a.  Number of people employed by your organization.

b.  List the construction management personnel that will service this project and their positional role within your organization.

c.  Provide qualifications of each person involved in the project; their related experience in this type of project; and the role they will have in this project.

3.  Project Experience

a.  List your firm’s years providing construction management services

b.  List your firm’s construction management experience for ice arena projects. Please include the following:

i.  Projects - Project/Type - Location - Size (square footage and cost)

ii. Owner contact information

4.  Compensation

a.  Please provide your proposed fees for each of the following project scopes including:

i.  Percentage fee or lump sum for preconstruction services.

ii. Percentage fee to be charged for the construction project, which will be calculated on the final construction cost, exclusive of fees charged by Architect or Engineer or other soft costs. Detail what is included in your fee/overhead and profit.

iii.  Site services (management and site supervision) will be determined and negotiated with the Owner once final scope and schedule is determined.

5.  Other Provide additional information and/or services you would find relevant or useful on these projects.
