Constitution For the Rattler Invitational League

Updated for 2015


This is a money competition and is used a practise facility for the Rattlers Interleague team. Originally a friendly pool competition, this has now turned into a competitive league with a wealth of talent and strength, the rules are quite comprehensive and cover most issues that could arise. This year the use of extensions will be very limited, with fines & points deductions in effect, yellow and red cards will be issued to any player deemed not to be playing within the spirit of the League and the Game. 1. The League Will Be Called The Rattler Invitational League (RIL)

1.a. This league is based in the Camborne, Redruth and surrounding areas.

1.b. This league is designed to help promote and encourage pool to be played in the local area

1.c. The league is divided into two playing sections, divisional section and finals section:

Divisional section is where they're are 4 divisions (2014), where each player in the division plays each player twice.

Finals Section sees the conclusion of the divisional section and divides players into finals night and the plate comp.

1.d.The league is managed by a committee, The League Administrator, The League Coordinator, The League Treasurer & 3 Committee Members

1.e.It will be up to the league administrator to decide the amount of

players / fixtures / divisions per season.

1.f. The league will climax with its show piece finals night, All players will be photographed before playing in the finals night / plate with all results being published in the local papers and on social media outlets.

2. General Playing Rules & Results

2.a. This league adheres to the rules deemed WORLD RULES

2.b. Any issues that may arise when playing a match should be resolved between the players involved amicably. Any incident that cannot be resolved should be reported to the league administrator as soon as it happens.

2.c.To decide who breaks, the LAG system should be used, breaks should alternate there afterwards (in the event of a draw the player who won the lag will go first in the blackball shoot out)

2.d. Each player plays everyone in their division twice once home & once away although some games might be re arranged for Sponsorship Agreements

2.e.A match is deemed as 10 games long. All games must be played

2.f. All results should be either texted to league administrator or posted on the Facebook page within 24 hours of the match being played

2.g.Matches must be played in their allotted time slot. Although a match can be played a month early if both players agree. A request should also be sent in writing to the league administrator at least 5 days before the match is played with the reason why this match needsto be played early.

2.h. Points system

3 points for a win

1 point for a draw (in the event of a draw a blackball shoot out is to take place and 1 point awarded to the winner)

2.i.League position will be determined by the number of points, Ifplayers are equal on points the frame difference is used at the end of the season. If there are one or more players on the same points and frame difference then head to head results will be used to determine final places, if this is still not decisive a playoff match must be played (best of 11)

2.j.Cost of each match is shared between the two players i.e. £2.50 per player providing games are 50p each (this does not include the blackballshootout)*updated 1/12/14

2.k. It is NOW the home players responsibility to contact and arrange a match (this is not to say the away player cannot arrange the match). It is now expected that you arrange your match publically i.e. on Facebook so that in the event the game isn't played, the person who hasn't strived to fulfil the fixture can be known. *updated 1/12/14

2.l. If a player withdraws from the league, a replacement can take his place. Please note this is only applicable up to the end of the 3rd month of the competition, unless agreed with all parties involved

2.m.If more than one player drops out after the divisional draw takes place but before the league starts, a committee must decide whether a re-draw is needed.*updated 13/2/14

2.n.All players fee's must be paid before the league starts. Unless agreed with league administrator *updated 13/2/14

2.o.There will be a full disclosure of all RIL Finances to be posted on the RIL website one month before the competition ends

2.p.The shot clock is not used throughout the league stages but will be brought in for the plate and finals night

2.q.Pub standard balls should be used, although if available Pro Aramithballs are acceptable.

2.r.All panels or meetings convened, will have notes taken along with attendees to record for future reference.

2.s. Rules for the league can only be amended during the season if acommitteemeeting takes place regarding rules changes

2.t.ALL AND ANY INFORMATION ABOUT FIXTURES IN THE RIL MUST BE POSTED ON THE FACEBOOK PAGE. THIS SHOULD INCLUDE THE TIME, DATE & VENUES ETC

3.CANCELLING A MATCH.

3.a.It is the responsibility of the player who is cancelling the match to ensure he contacts his opponent. All cancellations are also to be brought to the attention of either the league administrator or league coordinator.

3.bYou can cancel a match up to an hour before the match starts, but the opponent must have acknowledged the cancellation.

3.c.You can only cancel a particular match once.

3.d.If a player does not show up at the agreed time and venue and does not contact their opponent, league administrator or the league coordinator then the player will be liable for a fine or a yellow card orhigher according to the disciplinary procedures.

3.e.As per rule "3.d." if a unsanctioned cancelled game is replayed then the player who failed to cancel the match will suffer a 2 frame penalty when the match is actually played (this will include paying for the games i.e. one pays for 3 games and the other for 7 games.)

3.f.It is not acceptable to cancel a match through posting on a cancellation post on Facebook, direct communication should be used i.e. phone call (this is not to say posting on Facebook is a bad idea so others can see if it is cancelled)

3.g.The administrator/coordinator will look in detail at every cancellation before making any decision regarding disciplinary procedures. i.e. Was it avoidable, family emergency etc. etc.

4. Players Conduct

4.a.No loud, abusive or profane language will be tolerated at this league. You are in the League to have a good time and to enjoy some friendly competition. If you experience a problem, Please report it to the league administrator or league coordinator.

4.b.Unsportsmanlike conduct toward the opposing player, is not allowed.

4.c.Coaching is deemed unsportsmanlike behaviour and is therefore not allowed.

4.c.Anyone involved in an incident that includes either physical abuse or the throwing of an item at the opponent will be dealt with according to the disciplinary procedures.

4.d.Anyone caught deliberately hitting a cue with excessive force against the table, wall, floor, etc., or recklessly swinging a cue will be dealt with according to the leagues disciplinary procedures.

4.e.Anyone caught hitting or causing any damage to any pub, table, wall floor will be dealt with according to the leagues disciplinary procedures.

4.f.Abusive behaviour towards the ANY committee member will not be tolerated.

5.Disciplinary Procedures for the league

5.a.If a player is deemed to break the rules of the league, a warning maybe issued along with £5 fine or 1 point deduction if that is deemed insufficient a yellow card and a point deduction of up to 3 points can be issued.*this was update 1/12/14

5.b.If a player continues to break the rules a red card can be issued and the player will be evicted from the league. All of their points and results will be removed. (Exception to this rule if the player has played half of their fixtures, the administrator will decide whether to keep thefirst half results).*this was update 1/12/14

5.c.If an incident takes place and affects the leagues standing or leagues reputation an incident panel will be convened,

5.d.If an appeal or incident panel is convened and there are grounds for such action, a red card can be issued along with a ban from the league.

5.e.If a fixture is not completed in the allotted time slot the league administrator will convene an incident panel to determine which player is at fault,

After the conclusion of the meeting the following can happen:

Option 1

The player not at fault will be awarded with a 10-0 win but only 1 point. The player who deemed to cause the fixture not to be played will be issued a £5 fine, a warning and a 10-0 loss and a 2 point deduction.

Option 2

The player who deemed to cause the fixture not to be played will be issued a £5 fine and a warning and up to a 2point deduction.

The match is rearranged in front of the committee(at the incident meeting) the player who was deemed at fault for not arranging the original match will suffer a 2 frame penalty when the match is actually played (this will include paying for the games i.e. one pays for 3 games and the other for 7 games.

If both players fail to make a reasonable attempt to play the match both will be issued a warning, £5 fine and given 7 days to play the match if the match isn’t played within 7 day the league administrator will determine which player (if not both) is at fault and issue a red card.

If a player continues not to arrange his matches the warning will turn into a yellow card and the fine will double.*this was update 1/12/14

5.f.If a fixture has been given an agreed extension afixture date must be given to the league administrator within 48 hours of the extension being granted.

5.g.If you wish to appeal any decision made by the league, please appeal in writing to the league administrator within 5 days of incident. The league coordinator will then convene a panel. The incident will be discussed and appropriate action will be taken (any players involved may be called upon to attend)

5.h. Any appeal that maybe unsuccessful may incur further disciplinary procedures

5.i.If any player is issued a red card or withdrawals for conduct that player will not be allowed to enter the league again until a £15 fine is paid. If a player pulls out of the competition prematurely a £15 fine must be played before he is allowed to enter again. *this was update 1/12/14

5.j.All players fines for conduct or rule infringements must be paid in full before the end of the month they are issued.

6.Committee roles and responsibilities

6.aThe league will be run by a committee, which will consist of League Administrator, League Coordinator, League Treasurer & two league committee members

6.b. The committee’s job is to insure the smooth running of the league and ensuring it remains current, whilst applying changes to the league where they see relevant

6.c.Any suggestions for the league should be put in writing to the league administrator 6 weeks before the league commences for consideration.

6.d.The league administrator may use his discretion to ensure smooth running of the league

6.e.The league administrator & coordinator if in agreement may grant an extension to any player for a specific period of time due to reasons beyond their control. I.e. a death in the family, an injury preventing them playing pool etc.

(A specific period of time is to be no longer than 30 days)

6.f.The League Coordinator will listen to all appeals and will convenean appeals panel of 3 or more members of the league who are not directly involved,

6.g. The league administrator & coordinator will continuously endeavour to secure sponsorship to increase the prize fund

6.I. If either of the League Coordinator or Administrator wish to retire from there position it is up to the administrator / coordinator to fill the vacant position

6.j.The committee positions are not elected but are invited. If any committee members do not fulfil their duties the LEAGUE ADMINISTRATOR can propose a vote of no confidence (and will only need one other committee member to second it) to vote out any committee member.
7. FINALS NIGHT & PLATE COMPETITION

7.aThis year the top 4 players in each divisional group will qualify for finals night. Due to having 5 divisions this year there will be a “fifth place playoff” also to qualify for 4 remaining spots.The 5 players in 5th position in each group will play a round robin playoff to decide the 4 spots.The losing 5th player will go into the plate and will receive a bye in the first round.

7.b. Format for finals night this year will the standard league format. (Best of 10 frames and a blackball shootout if the scores are tied after 10 frames)

7.c.Everyone who does not qualify for finals night will qualify for the RIL plate.

7.d.Format for the plate

1st round =best of 5

2nd round =best of 5

Quarter Final =best of 7

Semi Final =best of 9

Plate Final =best of 11

7.e.Finals night this year will be drawn out, although players will not be drawnagainst players of their own divisional groups in the first round.

(Exception to this will be the top 8 players will receive a bye)

7.g.The Plate Comp will be a straight draw, out of a hat.

(Exception to this will be the losing player from the 5th place round robin will receive a bye)

7.h.After the draw for the last 32/16 is made a straight knockout is in effect.

7.i.All prize money will be awarded at Finals Night

7.j. The finals night & plate will be an open table night no paying for games

7.k.The league administrator will be on hand to officiate any issues that arise atFinals Night / Plate Comp

7.l.Plate Comp should be played before the Finals Night

7.m. Players reaching the last 8 at finals night will be first choice for seeding for the following year’s competition

7.n.If any Perpetual trophy handed out at Finals night to be returned 1 month before the end of the following year’s competition for cleaning and engraving.

7.o.Dress code for finals night and the plate is smart/casual, Everyone will be photographed at both competitions and the photos will be used to promote the league.
