This document was prepared by the Secretariat for the Summit Process to provide information onFundación Manantiales.

It contains the basic data and a list of supporting documentation submitted by this civil society organization (CSO) pursuant to the Guidelines for the Participation of Civil Society Organizations in OAS Activities.”

  1. Background

Fundación Manantiales was founded in Buenos Aires, Argentina, in 1993. It is an independent, nongovernmental organization dedicated to drug addiction research, prevention, and assistance.

Fundación Manantiales’ objective is to treat addicts in Argentina, Brazil, and Uruguay. In those countries it currently has 12 centers and provides therapy for approximately 300 people.

In Montevideo, Uruguay, the Foundation was awarded the “Mérito Oriental” prize for its social and scientific work on drug addiction.

Recently, Fundación Manantiales signed an agreement with the United Nations International Drug Control Programme (UNDCP)and with Brazil’s “Servicio Social de la Industria” (SESI) to implement a drug use and addiction prevention program in accordance with international standards.

Fundación Manantiales submitted its application on April 4, 2003.

  1. Primary areas of activity and their relationship to OAS activities

Fundación Manantiales is an entity dedicated to prevention, rehabilitation, and the reintegration of young addicts into society. It specializes in the diagnosis and treatment of such pathologies as drug addiction, alcoholism, bulimia, and anorexia. It also specializes in depression, anxiety disorders, behavioral disorders, and anti-social personality traits.

The Foundation’s objectives are:

  • To develop awareness programs and information on the drug addiction scourge.
  • To provide professional community therapy (hospitalization), day community therapy, half-day community therapy, and ambulatory care.
  • To develop and establish, free of charge, groups for parents to assist them in evaluating and combating drug addiction problems in their children. To develop information programs for the population on the drugs problem and to seek healthier lifestyles through participation and leadership roles.
  1. CSO contributions that could be of interest to the OAS

Fundación Manantiales considers that by participating in OAS activities it could contribute in the following areas:

  • Workshops and talks in primary and secondary school settings with a view to providing tools for addressing addiction issues.
  • Coordination of specialized forums with the participation and cooperation of different countries to promote public awareness of the risks associated with drug use.
  • Promoting cooperation and exchanges of information on policies and practical measures for prevention of addiction, and the treatment and rehabilitation of drug addicts.
  • Awarding grants for the treatment of low-income individuals who need assistance to overcome drug abuse.
  1. OAS work areas to which the CSO can provide support

Fundación Manantiales will share its experience and support the work done by the OAS, especially that of the Inter-American Drug Abuse Control Commission and the Governmental Experts Group, in the following fields:

  • Putting forward proposals and recommendations for combating mass drug use.
  • Supporting bilateral and multilateral cooperation in addressing the different social factors associated with the drugs problem.
  • Stimulating information sharing on policies and actions related to addiction prevention, rehabilitation, and research, in accordance with the circumstances of member states of Fundación Manantiales.
  • Conducting campaigns, forums, workshops, briefings, or educational talks to promote awareness in the community of drug abuse risks and problems.

Fundación Manantiales has also expressed interest in supporting the projects and policies devised and implemented by the Inter-American Council for Integral Development (CIDI).
