5.1.1Variation of SNOMED CT Affiliate License Agreement

  • Consider the FHIR issues including:
  • Open ended nature of FHIR - the development architecture as a standard is different to normal standards body processes and systems. FHIR has people building new material (at connectathons amongst other places) and incorporate successful elements dynamically. Use cases change at every connectathon.
  • Agreed maintenance and quality process - everything is distributed and federated - there is no centralized standardization and maintenance process - this includes vocabulary content. The STU releases are points in time at which codes could be confirmed but will not fit the architecture processes.
  • International release use in value set resources, maps, and other resources and licensing requirements are not seen as a problem.
  • Sets would have concept ID and description from SNOMED CT excluding relationships becomes problematic. If you use the meaningless identifier in a stable way but there are no relationships it is not seen that there are benefits to using SNOMED CT. SNOMED CT value comes from the ability to define the meaning clearly and to compute that meaning and relationships.

Action from last call: think about the notion of a set of formally controlled content and how that could operate in the FHIR environment. HTA next call.
