Conditions and rules for student admissions
at Tallinn University of Technology
The decree shall be established in accordance with point 10 of section 1 under §7.
Chapter 1
GENERAL PROVISIONS
§ 1.Task
The decree shall provide conditions and rules for student admissions to TUT bachelor’s, civil engineering (hereinafter: engineering), master’s and doctoral and applied higher education studies on the state-commissioned (hereinafter: SC) and non-state-commissioned (hereinafter: NSC) student places.
§ 2.SC study places
(1)Admission quota for SC student places for an academic year shall be approved by TUT Council on the basis of state commissioning.
(2)SC student places are filled at full load, excl. cases if the contract for state commissioning provides also for partial loads on SC student places.
§ 3NSC study places
(1)Admission quota for NSC student places in applied higher education, master’s and doctoral studies for an academic year shall be approved by TUT Council according to recommendations of the deans of faculties and the directors of TUT teaching institutions.
(2)Admission to a NSC student place is based on the contract of tuition fee payments formed between TUT and the student.
§ 4Repetitive study on the same higher education level
(1)Students who have spent at least half the nominal duration of the curriculum on a SC study place shall be rejected during a three-time nominal duration in bachelor’s and engineering curricula based study during a two-time nominal duration of that curriculum from the moment of enrolment, to restart studies on a SC student place on the same higher education level if not provided otherwise by the state commissioning contract.
(2)A candidate is required to submit relevant documents confirming two- or three-time nominal duration to the Admissions Committee during the admissions period.
(3)A candidate who has fulfilled less than half of the nominal duration of the curriculum is required to submit certified documents to the Admissions Committee during the admissions period.
(4)In terms of section 1 of the present paragraph applied higher education and bachelor’s study and diploma study and bachelor’s study shall not be regarded as the same higher education levels. Engineering study shall be regarded an equivalent higher education level.
§ 5.Recognition of foreign educational certification
(1)Admissions Committee shall take decisions concerning recognition of foreign educational certification, as a rule, according to evaluations by the Estonian Centre of European Network of National Information Centres on Academic Recognition and Mobility (hereinafter: Estonian ENIC/NARIC Centre).
§ 6.Instruction in Russian
(1)New students shall be admitted to programmes in Russian and to programmes that provide general and basic studies both in Estonian and Russian.
(2)TUT curricula that provide compulsory subjects in the general and basic study modules both in Estonian and Russian, at entering studies, as a rule, allow for taking compulsory subjects in general and basic study modules in Russian.
§ 7.Organization of admission
(1)The rector shall form three Admissions Committees:
1)bachelor’s, engineering and applied higher education studies admissions committee;
2)master’s study admissions committee;
3)doctoral study admissions committee.
(2)The rector shall form sub-committees for admission to bachelor’s, engineering, applied higher education and master’s studies and committees handling admission test replacements for state examinations.
(3)The dean shall form sub-committee(s) of the faculty/college for admission to master’s and doctoral studies.
(4)Dates for organization of admission shall be set forth in the admissions schedule. The admissions schedule shall be approved by the rector.
(5)Exceptional cases regarding to student admissions shall be settled by a relevant admissions committee.
(6)Issues regarding to admission of non-residents of Estonia shall be handled by TUT International Relations Office.
(7)The contracts of tuition fee payments by foreign students on programmes in English shall be prepared by the International Relations Office.
§ 8.Candidate’s application
(1)A candidate is required to apply at the admissions committee or in the electronic format through the Admissions Information System of Estonian Higher Education Institutions (hereinafter: SAIS).
(2)Master’s and doctoral study candidates can apply through SAIS. It is required to present the original of the educational certification and a copy in person to the Admissions Committee.
Chapter 2
ADMISSION TO BACHELOR’S, ENGINEERING AND APPLIED HIGHER EDUCATION STUDIES
§ 9.General requirements to candidates
(1)All candidates with secondary education or an equivalent qualification shall have an equal right to enter TUT. Two SC study places and one NSC place are available to a candidate.
(2)Candidates to enrolment at TUT shall be divided into competition groups formed on the basis of the instruction language for curricula/main fields.
(3)Enrolment to SC and NSC study places of bachelor’s and engineering studies is based on two specified state examination results:
1)In bachelor’s and engineering studies, excl. public administration, at least 33 points;
2)In the programme of public administration at the Faculty of Social Sciences on SC places – at least 60 and on NSC places - at least 50 points.
§ 10Competition
(1)Competition to bachelor’s and engineering full-time study shall be based on the results of two state examinations of the Republic of Estonia (hereinafter: state examinations), an additional prerequisite in the public administration programme of the Faculty of Social Sciences is an oral interview. The terms of competition for each curriculum are provided in Appendix 1 of the present decree.
(2)Competition to applied higher education programmes shall be based on the grades of secondary education certification. The terms of competition for each curriculum are provided in Appendix 1 of the present decree.
(3)Prerequisites for candidates to programmes in English are: the result of the Year 12 English examination - at least 60 % of the maximum result or valid TOEFL test score higher than 500 (computer test - 173, iBT 61), IELTS test score at least 5 or TUT English test - 51% of the maximum result. TUT English test for foreign students shall be coordinated by TUT International Relations Office.
(4)Competition to NSC distance learning places shall be based on the grades of secondary education certification. Competition to SC distance learning places, excl. applied higher education study, shall be based on two state examinations. Faculties shall be eligible to administer admissions tests to distance learning candidates.
(5)Admissions test results in mathematics and mother tongue administered at TUT shall be equivalent tostate examination results. Competition to candidates with secondary education certification or an equivalent qualification received abroad shall be based on the results of the admissions test of mathematics and language of instruction or on the basis of state examination results required for admission, excl. law, business administration and international relations programmes on NSC study places.
§ 11.Admission of candidates with Russian-language secondary education to Estonian competition groups
(1)A person with Russian-language secondary education certification who has not passed the state examination in Estonian shall be eligible to enter TUT full-time studies and distance learning on SC places in Estonian provided his/her result of advanced level Estonian certification is at least 60 points/C level orif the result of his/her state examination of Estonian or another language on the state examination certification or the result of Estonian on the intermediate level examination certification is:
1)at least 80 points/Blevel;
2)at least 60 points/B level, to be eligible for admission to TUT Virumaa College and Tallinn College.
(2)Point 2 of section 1 under the present paragraph shall ensure that named persons be provided additional courses of Estonian in the first term.
§ 12.Documents
(1)Candidates are required to submit the following documents:
1)application;
2)original(s) and cop(y/ies) of educational certification and state examination certification;
3)passport orID card;
4)evaluation and recommendation from Estonian ENIC/NARIC Centre for candidates with secondary education certification received abroad.
(2)Applicants through SAIS shall not require to submit documents provided in section 1 of the present paragraph if the terms required for admission are fulfilled and the results are available in relevant registers.
§ 13Admission
(1)Admission shall be conducted according to candidates’ performance ranking in competition groups.
(2) Competition group ranking shall be based on the sum of points required for admission to the curriculum/main field (hereinafter: competition points).
§ 14Supplementary competition points
(1) Supplementary competition points shall be added:
1) to bachelor’s study candidate secondary school leavers awarded a gold or silver medal (excl. fields of natural and exact sciences and technology/engineering on a non-competition basis) - 2 points, to applied higher education candidates – 1 point;
2) to SC place candidates of the School of Economics and Business Administration who scored at least 60 points at the state examination of mathematics – 1 point.
(2) Admissions Committee shall have the right to add supplementary points to SC place candidates to full-time studies on the basis of previous study results:
1)gymnasium leaver candidates to the fields of engineering or natural sciences, provided they have received grades 4 and 5in relevant free choice subjects at the gymnasium and who shall be issued a written reference by the academic board of the gymnasium– 1 point;
2)to vocational school leaver candidates to bachelor’s and engineering studies and who wishto continue studies at TUT in the same or closely related field pursued at the vocational school – 1 point; to candidates to applied higher education in a closely related field – 0.5 points;
3)TUT Technology School leavers – up to 1 point;
4)to best participants of special discipline competitions accepted by the Admissions Commmittee according to faculty recommendations – up to 3 points;
5)to applied higher education candidates whose results at the state examinations of mathematics or physics or chemistry are at least 60% of the maximum – 1 point.
(3) To enable supplementary points to be accounted, as provided in section 2 of the present paragraph, the candidate shall submit an application and original of certification to the Admissions Committee during the first week of the admissions period.
§ 15.Non-competion based admissions
(1)Provided all generalconditions of competition are fulfilled, admissions on a non-competion basis shall be applicable:
1)in the fields of natural and exact sciences, technology/engineeringfields, excl. gene technology, if candidates are secondary/gymnasium leavers granted a gold or silver medal;
2)to candidates applying to curricula of the School of Economics and Business administration and gene technology if they have received at least 92% of maximum competition points
3)to the curricula of logistics and business information technology if the applicant has received at least 90% of maximum competition points;
4)to the curricula of civil engineering and landscape architecture if the candidate has received at least 85% of maximum competition points;
5)if the candidate has received at least 75% of maximum competition points, excl. curricula of the Faculty of Social Sciences, applied higher education and those provided in points 2-4 in the present paragraph;
6) participants in international competitions for 10-12 secondary school form students in mathematics, physics, chemistry, informatics, biology or those participating in specific field competitions;
7) candidates awarded the first five places on national competitions for 10-12 secondary school form students in mathematics, physics, chemistry, informatics, biology or those participating in specific field competitions.
(2)Admissions Committee shall have the right to provide admission to NSC places toup to 10 (ten) outstanding sportsmen upon recommendation of TUT Sports Centre, whereas their tuition fee is composed of a term’s registration fee.
(3)Admissions Committee shall have the right to provide admission to up to 5 (five) disabled persons or gymnasium leavers from children’s home or safe house, whereas the tuition fee of the named is composed of a term’s registration fee, whereas candidates with higher performance results shall be preferred.
(4)On conditions provided in points 6-7 of sections 1 and 3 of the present paragraph, the candidate is required to submit an application and the original of education certification to the Admissions Committee during the first admissions week. On conditions provided in section 2, the candidate is required to submit an application to TUT Sports Centre.
§ 16.Enrolment notification and registration to courses
(1)Persons enrolled to SC study places according to the resolution of the Admissions Committee shall be sent electronic notifications through SAIS, containing the dates of registration to courses.
(2)Matriculation is applicable only to persons named in section 1 of the present paragraph who will register to courses by the due date indicated in the notification. Study places of persons not registered to courses by the due date shall be filled with candidates with lower ranking on the first round.
(3)Candidates to NSC places, excl. candidates to international programmes with term’s or academic year’s tuition fee, shall be forwarded a notification of a term’s registration fee payment at the formation of the contract concerning tuition fee payments. Matriculation is applicable and an electronic notification concerning admission shall be sent only to those candidates whose payment of the term’s registration fee has accrued by the due date. If required, TUT may request issuing the copy of the payment order to the Admissions Committee. In cases of non-entry or study place renunciation the paid tuition fee shall not be reimbursed.
(4) Candidates to programmes in English from outside the European Union shall pay their term’s and academic year’s tuition fee prior to matriculation.
Chapter 3
ADMISSION TO MASTER’S STUDIES
§ 17. General requirements for candidates
(1)Candidates eligible to master’s studies are required to have a bachelor’s degree received at the completion of an accredited curriculum or a higher education or an equivalent qualification acquired on the basis of an accredited applied higher education curriculum. Candidate selection is determined on the basis of Appendix 2 of the present rules prescribing the conditions for competition.
(2)If a candidate does not fulfil the conditions for competition prescribed in Appendix 2, he/she is required to submit a proper application form for assessment of previous learning outcomes or seek for subjects to be passed prior to admission according to the decree of TUT Council ”Conditions and rules for assessment of previous learning outcomes and experiental experience”.
(3)Graduates from the old bachelor’s curricular system (4+2) shall be eligible to apply for NSC places in the new master’s curricular system (3+2), if not provided otherwise in the state-commissioning contract.
(4)Admission to master’s study shall rely on curricula-based competition groups. Candidates may apply for two SC places and one NSC place.
(5)Foreign citizen candidates to programmes in English are required to present a valid TOEFL test score not less than 500 (173 computer based, 61 iBT) or IELTS test score not less than 5 orTUT English test - 51% of the maximum result. TUT English test shall be coordinated by TUT International Relations Office.
(6)Previous learning outcomes and experiental experience in master’s programme admission shall be assessed according to the decree of TUT Council ”Conditions and rules for assessment of previous learning outcomes and experiental experience”.
§ 18.Documents
(1) Documents required from the candidates:
1) application;
2) original and copy of education certification and academic transcript;
3)passport or ID card;
4)in cases provided in section 2 of paragraph 17, if previous learning outcomes prescribed for candidates are not fulfilled, a certificate from the curricular committee as proof of previous learning outcomes or subjects required to be passed prior to admission, as well as a certificate of passes in the named subjects.
(2)ENIC/NARIC Centre assessments and recommendations may be requested by a faculty sub-committee in cases of foreign educational certification.
§ 19.Conditions of competition
(1)Conditions of competition shall be prescribed by curricula in Appendix 2 of the present decree.
(2)If the conditions of competition for programmes in English prescribe an admissions test, TUT International Relations Office shall coordinate the named for non-residents of Estonia. Admissions tests can be taken by foreign candidates within a year upon agreement with the corresponding faculty also through Skype, e-mail or telephone.
§ 20.Admission
(1)Admissions Committee shall adopt a decision concerning a candidate’s admission on the basis of the ranking list of performance results.
(2)CUM LAUDE graduates of the previous study level who have fulfilled the requirements in Appendix 2 shall be granted a maximum of competition points and shall be admitted on a non-competion basis, excl. candidates to programmes of the School of Economics and Business Administration, the Faculties of Social Sciences and Science.
§ 21. Admissions notification and registration to courses
(1)Persons provided admission to SC places according to the decision of the Admissions Committee, shall be sent an electronic notification through SAIS that contains the dates of registration to the courses.
(2)Matriculation shall be applicable only to persons provided in section 1 of the present paragraph who have registered to the courses by the due date indicated on the notification. Study places of persons not registered to a programme by the due date shall be filled by persons with lower ranking on the first round.
(3)Candidates to NSC places, excl. candidates to international programmes with a term’s and academic year’s tuition fee,shall be forwarded a notification of a term’s registration fee payment at the formation of the contract concerning tuition fee payments. Matriculation is applicable and an electronic notification concerning admission shall be sent only to those candidates whose payment of the term’s registration fee has accrued by the due date. (4)Foreign candidates to programmes in English shall be notified of admission to a student place by TUT International Relations Office, thereafter forwarding candidate’s documents to the Office of Academic Affairs.
(5)Candidates to programmes in English on a term’s and academic year’s tuition fee payments shall pay their term’s and academic year’s tuition fee prior to matriculation.
Chapter 4
ADMISSION TO DOCTORAL STUDIES
§ 22. General requirements for candidates
(1)Candidates to doctoral studies are required to have a master’s degree or an equivalent qualification. Eligible candidatesto doctoral studies include also persons who entered a university on the territory of the Soviet Union before 1991 and who have completed at least a five-year higher education in the field of natural and exact sciences, engineering, production or civil engineering.
(2)Eligibility of candidates who entered a university on the territory of the Soviet Union before 1991 and have completed a five-year programme in the field different from that provided in the second sentence in section 1 of the present paragraph, shall be determined by the relevant faculty sub-committee, thereby assessing competences acquired from experiental experience and continuing education.
