DRAFT SERVICE SPECIFICATION

AND ADITIONAL DOCUMENTATION

Please note that if you have downloaded documents from the RBKC website post the date of this Amendment Notice, the amendments set out in this Notice have already been incorporated into the documents you have downloaded.
In accordance with paragraph 1.1.12 of the Pre-Qualification Questionnaire (‘PQQ’), amendments have been made to the PQQ documentation (published on the Royal Borough of Kensington & Chelsea Website on 28 January 2009).

This Amendment Notice detail changes to A. The Pre-Qualification Questionnaire, B. The Draft Service Specification, and C. New Contract Documentation, as follows:

A.The Pre-Qualification Questionnaire

Amendment 1

The closing date for return of PQQs has been extended to:

12 noon, Friday 6th March 2009

This is accordingly amended in paragraphs 1.19, 1.5, and 1.9.2 in the PQQ documentation.

Amendment 2

Paragraph 1.2 is replaced with the following text:

“The general requirements for the service are set out in the Draft Service Specification. Further detailed requirements of the Service will be incorporated into the Draft Specification and issued to successful Providers at the Invitation to Tender Stage.”

Amendment 3

After paragraph 1.2, details of a proposed financial package are inserted as follows:

“1.2AHousing Management Financial Package

1.2A.1Providers are advised in advance that the Landlord of the St. Luke’s Road premises, Notting Hill Housing, are proposing to offer a housing management financial package to the successful Provider of this Service. Details are yet to be confirmed, but this is currently anticipated to consist of:

1.2A.1.1 a Housing Management Allowance of (circa £20 per unit pw);

1.2A.1.2a Voids Allowance to match the occupancy target set by the Council (circa 3%); and

1.2A.1.3a Day to Day Maintenance Allowance (circa £8 per unit pw) [as the successful Provider will be given the option of also delivering the day to day maintenance of the Service].”

Amendment 4

Paragraph 1.3.3 is amended; after the words ‘..Financial Standing & Capacity;’are inserted the words:

“And, the ability to meet Supporting People Accreditation standards.”

Amendment 5

Paragraph 1.3.4 is amended; the following requirements are deleted and will be assessed at Tender stage:

  • “Effective approaches to ensuring service user involvement;
  • Good support planning practice and enabling meaningful activities;
  • Effectively meets Service User’s cultural needs”

ALSO,after the words ‘..and the ability to provide reports as required;’ the following additional requirement is inserted:

  • “Housing management capability and experience”

Amendment 6

After paragraph 1.3, the following text is inserted:

“1.3ASupporting People Accreditation Standard

1.3A.1Providers must have West London Supporting People (‘WLSP’) or ROCC Consultancy Accreditation, or be able to meet WLSP Accreditation standards.

1.3A.2Section 2.6B sets out questions which relate to WLSP Accreditation standards which Accredited Providers may bypass.

1.3A.5Non Accredited Providers must answer all questions and will be assessed in the normal way.

1.3A.6Non Accredited Providers who are unsuccessful in this procurement exercise may still apply for WLSP Accreditation. The results of this assessment will not negatively impact upon any future application made by the respective Provider for West London Supporting People Accreditation.”

Amendment 7

Paragraph 1.4.5 is amended; after words ‘..safety, Financial Standing & Capacity’ are inserted the words:

“Supporting People Accreditation Standard”

Amendment 8

Paragraph 1.4.6 is amended; after the Financial Standing & Capacity Criterion and Standard is inserted:

Supporting People Accreditation Standard / Providers must have West London Supporting People (‘WLSP’) or ROCC Consultancy Accreditation, or be able to meet WLSP Accreditation standards.

Amendment 9

The closing date of the PQQ clarification period is extended to:

27th February 2009

This is accordingly amended in paragraphs 1.5 and 1.7.5 in the PQQ documentation.

Amendment 10

After paragraph 1.9.4, the following text is inserted:

“1.9.5The Council will rely on the CD-Rom copies of the PQQ submission as the basis for Evaluation. Providers must satisfy themselves that their PQQ Submission, and particularly the CD-Rom copies of their submission, is readable, completed correctly, and accurately reflects the Provider’s intentions.

1.9.6In the event of discrepancies between the CD-Rom copies of the PQQ submitted, or a malfunction of those CD-Rom copies, the Council may reject the PQQ, or at its own discretion choose to accept the hard copy version of the PQQ submission as the basis for Tender Evaluation.”

Amendment 11

In the PQQ, before section 2.1, is inserted the following text:

*PLEASE NOTE THAT ANSWERS TO THIS QUESTIONNAIRE WILL ALSO BE SHARED WITH THE LANDLORD, NOTTING HILL HOUSING, FOR EVALUATION PURPOSES.”

Amendment 12

The structure of the PQQ has been re-organised. Please note significantly the following amendments and additions:

a)An additional section of questions setting out the Supporting People Accreditation Standard requirements (which includes numerous questions from both the foundational and substantive criteria sections) has been inserted and replaces the former section 2.6;

b)The former section 2.6 (‘Technical Experience, Expertise & Capability’) has now become section 2.7;

c)The following questions on Environmental Policies have been deleted:

2.6.3A description of any environmental policy and procedures implemented by the Company.

2.6.4Details of any practical measures undertaken by the Company in the last three years to improve the environment, reduce consumption of fuel or other natural resources or reduce pollution were provided.

d)An additional section of questions setting out the Housing Management Capability and Experience requirements has been inserted and form questions 2.7.15 to 2.7.18 of the new section 2.7 (‘Technical Experience, Expertise & Capability’). The text inserted is as follows:

“Housing Management Capability and Experience

It is essential to the success of the service that housing management is of an excellent standard. The support provider is required to provide the housing management services to the tenants on behalf of the landlord, Notting Hill Housing, and to comply with the landlord’s requirements. A draft copy of the management contract to be signed with Notting Hill Housing is included as part of the PQQ pack. It is the applicant’s responsibility to ensure they understand the contract they will need to enter into with Notting Hill Housing.

Amendment 13

The Section 4 Checklist of documents to be returned is updated with the new revised question numbers.

B.The Draft Service Specification

Please note that the following text from the front cover of the Draft Service Specification has been deleted:

Amendment 15

Further detailed requirements of the Service will be incorporated into the Service Specification before being formally issued to successful providers at Tender stage. Providers are given advance notice that the revisions will include, but not be limited to, provision for the following:

1. “PROPERTY MATTERS

Landlord Issues

As part of this Contract, the Council would like the potential service provider to provide an integrated support and housing management.

In the event that the Service Provider is not the owner of the property the Service Provider shall have a signed management agreement with the landlord where the Service Provider also provides housing management services. The agreement shall detail the functions to be undertaken by the Service Provider and the landlord. The Service Provider shall at all times comply with the terms of the agreement.

Notwithstanding the Council having no locus in this agreement, failure of the Service Provider to comply with the management agreement even after discussion and/or mediation will be deemed to be a default under this contract.

If the Service Provider receives a notice terminating the management agreement it should forthwith inform the Authorised Officer.

In addition if the Service Provider of an accommodation-based service occupies part of the project as its service base the Service Provider shall have a signed tenancy/licence covering such accommodation. The Service Provider is fully responsible for meeting the cost of such accommodation.

If so required the Service Provider shall sign a joint working protocol and shall comply with its requirements at all times. The joint working protocol is a tripartite agreement between, the landlord, the Service Provider and the Council covering issues between the various stakeholders.”;

AND

2. “Policies and Processes

Where the service is delivered in an accommodation-based service, Service Providers will have in place appropriate policies and procedures for ensuring that any community safety concerns relating to the delivery of the service are managed robustly, pro-actively and in partnership with the local community.

The Service Provider will have in place the following guidelines for managing community safety issues:-

Facilitation of appropriate regular community liaison meetings or residents associations;

License/tenancy agreements will also cover the behaviour of Service Users in the external vicinity of the project;

Risk assessment of community safety issues; and

Implementation of internal Acceptable Behaviour Agreements (ABAs) for those Service Users engaging in inappropriate street activity in the vicinity of the Service.”
