PUBLIC NOTICE

TXU Electric, (“TXU”, “Company”), in accordance with the rules of the Public Utility Commission of Texas, hereby gives notice of the Company’s intent to obtain a Certificate of Convenience and Necessity to construct a 138 kV transmission line in and near Round Rock as described below. Persons with questions about this project should contact Mr. John Turner, TXU Electric & Gas Round Rock Manager at (512) 244-5801. Persons who wish to intervene in the proceeding or comment upon action sought, should contact the Public Utility Commission of Texas, at P.O. Box 13326, Austin, Texas 78711-3326, or call the Public Utility Commission’s Office of Consumer Affairs at (512) 936-7120. Hearing and speech impaired individuals with text telephones (TTY) may contact the Commission at (512) 936-7136. The deadline for intervention in the proceeding is December 5, 1999, and a letter requesting intervention should be received by the Commission by that date.

In addition, a copy of the map of the project may be reviewed at the TXU Electric & Gas office located at 203 West Main Street in Round Rock, Texas, and a copy of the map may be obtained from Mr. John Turner by calling (512) 244-5801.

The project proposed under this certification request involves the construction of a new 138 kV transmission line from an existing transmission line that generally parallels FM 685 to the proposed Round Rock Southeast Substation. The proposed transmission line will be located in Travis and Williamson Counties.

PROPOSED TRANSMISSION LINE ROUTE

The proposed transmission line will begin at an existing double circuit transmission line located on the east side of FM 685, approximately 50 feet south of the intersection of Wilke Lane and FM 685. From this point, the transmission line will extend in a westerly direction for approximately 8600 feet along the south side of Wilke Lane to an angle point. From the angle point, the transmission line will then follow the curvature of the proposed State Highway 45 (Louis Henna Boulevard) along the south side in a westerly direction for approximately 2500 feet to an angle point. From the angle point, the transmission line will cross over the right-of-way of the proposed State Highway 45 in a northwesterly direction for approximately 800 feet to the north side of the proposed State Highway 45 to an angle point. This crossing will occur in the vicinity of the existing intersection of High Country and Louis Henna Boulevard. From the angle point, the transmission line will follow along the north side of the proposed State Highway 45 in a westerly direction for approximately 3500 feet to an angle point. The transmission line will then follow the curvature of the proposed State Highway 45 along the north side in a westerly direction for approximately 1600 feet to an angle point. From this angle point, the transmission line will follow the north side of the proposed State Highway 45 in a westerly direction for approximately 2000 feet to an angle point. In this segment, the transmission line will cross over Double Creek Road, near the intersection of Double Creek Road and Louis Henna Boulevard. From the angle point, the transmission line will cross over the right-of-way of the proposed State Highway 45 in a southwesterly direction for approximately 800 feet to an angle point. From this angle point, the transmission line will cross back over the right-of-way of the proposed State Highway 45 in a northwesterly direction for approximately 800 feet to an angle point. From this angle point, the transmission line will follow the north side of the proposed State Highway 45 in a westerly direction for approximately 4000 feet to an angle point. In this segment, the transmission line will cross over Greenlawn Parkway, near the intersection of Greenlawn Parkway and Louis Henna Boulevard. From the angle point, the transmission line will turn in a southerly direction for approximately 1150 feet to the proposed Round Rock Southeast Substation. The estimated cost of this project is $8,899,700.

ALTERNATE TRANSMISSION LINE ROUTE

An alternate route for the transmission line begins at an existing double circuit transmission line located on the east side of FM 685 at a point approximately 600 feet south of the intersection of Panther Loop and FM 685. The transmission line will proceed in a westerly direction along a property line for approximately 2400 feet. The transmission line continues in the same westerly direction for approximately 5500 feet across open pasture to an angle point. From this angle point, the transmission line will turn in a west southwesterly direction and follow a property line for approximately 4300 feet to an angle point, where it will continue along the same path as the proposed transmission line route to the proposed Round Rock Substation.
