2. Minutes of the meeting held on 17 September 2009

3. Matters arising

AGL updated members on progress on the Joint Improvement Team procurement guidance, which is due for publication early next year, and attempts to persuade SWIA or Audit Scotland to look in detail at previous procurement processes.

AGL also reported on developments in relation to the Public Service Reform Bill, where CCPS is promoting that the new social care regulator should take a whole systems approach; it is now likely that the Government will introduce and amendment to the Bill requiring local authorities to take account of inspection reports and gradings from the regulator. She also noted that a query had arisen as to whether the new regulator would have the power to inspect care provider organizations, corporately, as well as their services, and that this was in the process of being clarified.

4. CCPS membership update

Since the last meeting in September, Mainstay Trust have left membership for financial reasons, and Renfrewshire Association for Mental Health have joined. The membership therefore remains stable at 64.

5. CCPS representation on working groups/committees: update

Since the last meeting in September, CCPS has been asked to provide representatives for five new external working groups: Scottish Government Complex Care/Delayed Discharge Working Group (Jane Gray, Ark HA); Scottish Government Child at the Centre group (Anne Houston, Children 1st); Housing Support Statistics group (Kate Clark, Glasgow Simon Community); Scottish Privacy Forum (Kirsten Gooday, CCPS); and Third Sector Employability Forum (Sam Anderson, SAMH). In addition, the following representatives have changed: Sharon Ward (Ark HA) replaces Karen Kerr (Margaret Blackwood HA) on the Housing Support Outcomes Steering Group, and Blanche Nicholson (Hansel Alliance) replaces Lesley Milligan (Margaret Blackwood HA) on the South Ayrshire Adult Protection Committee.

6. AOCB

Martin Crewe asked about the provider optimism survey conducted in November, and AGL confirmed that this would be published shortly [NB the report can be found on the CCPS website at http://www.ccpscotland.org/news/stories/results-of-first-ccps-provider-optimism-survey-released]

NH reported on a meeting he had attended with John Swinney and other third sector representatives.

Martin Cawley asked about developments in the Edinburgh re-tender, and AGL updated members on the appointment of external auditors to evaluate the tender process.

Scottish Social Services Council

New SSSC Chief Executive Anna Fowlie outlined her plans for the organisation, and took questions from members.

Single Outcome Agreements

Kirsten Gooday highlighted the main findings from CCPS’ analysis of the most recent tranche of Single Outcome Agreements, and invited comments on how CCPS might progress the localism agenda. Future Trends in Public Spending

Rory Mair, Chief Executive of COSLA, outlined current thinking around the scale of future cuts in public spending, and how CCPS might work with COSLA to ensure that these do not disproportionately affect social care budgets.
