/ The PMP has been used and found to be a working document that details the flow of the logical framework indicators to the global objective and goal of the programme
  1. What are the key outputs achievedby the experience?
/
  • A revised programme logical framework developed in line with the reviewed set of 16 key performance indicators
  • A Performance Monitoring Plan (PMP) / PMM produced with all indicators properly defined.
  • A set of result based data collection tools and reporting template for each programme component / subcomponent developed and in use for capturing primary data at the local level
  • A revised result framework developed in line with the IFAD RIMS indicators, 16 key indicators, UN-MDG and the transformation agenda of the Federal Government of Nigeria

  1. What are the 4-5 most important key outcomes achieved ?
/ Monitoring of Community Projects and its related activities enhanced
A User-friendly set of data collection template produced to facilitate comparative data collection, aggregation and analysis across board for each Programme.
Better Quality and more credible data generated at the PEU and Community / Beneficiary levels. Protocol for data quality assessment developed brought about reporting results of intervention based on improved indicator data quality that can be trusted for decision making/reporting
A more comprehensive, uniform and consistent reporting format and systems produced to support the production of better quality reports and the communication platform in view of disseminate information to implementers and stakeholders on programme performance.
The M & E system reviewed to adequately and appropriately capture results to meet the information needs of management, funding partners and other stakeholders. As a result of the successful application of the PMP model in the M & E system of CBNRMP-ND, the system was adjudged the best practice amongst all IFAD Programmes in Nigeria and recommended for adoption by all other programmes.
  1. What is innovative about the experience you want to present?
/ The application of the PMP largely addresses the inherent challenges of under-reporting as usually observed during our programme past supervision missions.
The PMP Data Quality Assessment protocol developed has brought about reporting results of intervention based on improved indicator data quality that can be trusted for decision making/reporting.
The PMP programme management protocol developed results in a fair overall assessment of funding performance viz a viz programme performance based on achievement in four main areas viz: activity target achievement, financial management, key document management and programme coordination.
16 – Key indicators developed out of numerous number of indicators primarily to track results in conformity with the IFAD RIMS, UN-MDG and the transformation agenda of the Federal Government of Nigeria.

/
  • Use of the PMP Data collection tools and reporting template which are basically result based enhances programme visibility as success stories emerge
  • Use of inadequate and inappropriate data acquisition; transmission and reporting tools results in under reporting of achievements.
  • A weak M & E system does not promote result based management for sustainable development
  • The PMP has been used and found to be a working document that details the flow of the logical framework indicators to the global objectives and goal of the programme.
  • The PMP has appropriately defined and harmonized all indicators to be able to meet up with the numerous reporting requirements and information needs of IFAD and other programme stakeholders including management for decision making.
