2. JOB PURPOSE
Huam Jai Asasamak Association (HJA) is a Non-Profit Association (NPA) in Lao PDR; establish to create opportunities for Lao youth in strengthening their capacity to develop their own communities through volunteer action, so that a measurable impact upon poverty and inequality can be achieved within the Lao PDR. It focuses on creating equal opportunities for rural and urban youth.
We are looking for a competent Programme coordinator to undertake a variety of administrative and program management tasks. You will be involved in planning, organising and carrying out program activities as well as other operational duties.
We look for an organise person who is detailed orientated, comfortable working in a diverse multicultural work environment and willing to develop the team, programs, the human resources, and participate in the resource mobilisation. The coordinator should be able to facilitate the effective management of all programs according to our standards.
POSITION SUMMARY:
The Programme Coordinator will be responsible for the overall coordination, design, delivery, and monitoring of the HJA programmes. S/he reports directly to the President, Board of Directors and will be based in Huam Jai Asasamak Association (HJA) office with travels to the other provinces and beyond.
PRIMARY FUNCTION:
To plan, develop, implement, and coordinate related programme activities in support of the young people having greater opportunity to employment and earn income for their families in the communities. Core activities will focus on a) HJA Volunteer Intern Programme (VIP), b) The Volunteer Alumni Program (VAP) and the HJA Volunteer Peer Educator (VPE) and an effective volunteer network. This includes working with other programme staff to implement partnership building and working together with Lao Youth Union.
3. KEY RESULT AREA
STRATEGIC PROGRAMME DEVELOPMENT AND VOLUNTEER SUPPORT:
·  To use the four-year strategic plan as agreed upon by the Board achieve its aims, and to annually review and update this strategic plan.
·  To lead the effective implementation of this strategic plan, including:
·  To implement Volunteer Intern Program, Volunteer Alumni Program and the Volunteer Peer Educators Program, in Lao
·  To develop the training component of HJA activities to benefit the youth.
PROGRAMME ACTIVITIES AND PROJECT FUNDING:
·  Develop detailed annual budget and work-plan for HJA programme activities, including the projects activities with partners and tracks expenditures against transactions.
·  Design, coordinate, and implement HJA programme activities, including youth leadership trainings and meetings/workshops, while assuming responsibility for operational and logistic requirements.
·  Identify and address program participant capacity development needs through appropriate assessments and planning.
·  Act as a moderator/facilitator or speaker on-site and off-site activities, trainings and workshops, as needed.
·  Develop and implement monitoring and evaluation methods and/or tools to determine the outcomes and impact of HJA programme activities to guide future programme content.
·  To participate in the preparations of high-quality grant proposals and requests for continued program funding.
·  Ensure that HJA has funding needed to implement its activity plan by developing and implementing an agreed funding strategy.
·  Monitor and document HJA’s performance against agreed objectives, and to report this performance to the Board and others as required.
·  Implement policies and procedures required for good institutional project management.
·  Provide timely accountabilities to all stakeholders with supportive evidence of the achievements or challenges by ensuring timely and accurate reporting to grantors / donors and to the Board on program activities, including the preparation of narrative progress and financial reports.
PROGRAMME PLANNING AND PARTNERSHIP DEVELOPMENT:
·  Ensures that all key partners and stakeholders are kept aware of HJA’s plans and activities
·  Strengthen HJA’s capacity as an effective NPA, by establishing appropriate links with government and other organisations.
·  Raise HJA’s profile as a Volunteer organisation, both in-country and abroad.
·  Identify potential partner organisations, maintaining, collaborating and developing the focal contacts for HJA in a database.
·  Participate in program scheduling by choosing the right person to participate in the program activities for all categories of workers like the interns, national and international volunteers.
OPERATIONAL AND PEOPLE MANAGEMENT:
·  Liaise office management staff with the Board to ensure smooth relations between Management and the Board of Directors.
·  Work with the support team to effectively deliver programme goals and objectives.
·  Supervise and evaluate assigned administrative and programme staff.
·  Manage activities and contracts involving consultants, volunteers, vendors and sub-contractors.
·  Ensure that key resource persons with necessary skills and capabilities needed to achieve its aims and staff have clear responsibilities and roles and have appropriate training, supported and well treated.
·  Ensures effective governance of financial and non-financial resources is put in place within HJA, and are maintained and applied.
·  Monitor operating expenditures, maintain activities within budgetary guidelines, and ensure compliance with grant requirements.
·  Build staff team and manages internal and external conflicts that may affect operations.
COMMUNICATIONS AND NETWORKING:
·  Develop and foster communications and partnerships with national, regional, and international program partners to promote awareness of program priorities.
·  Represent HJA at national, regional, and international meetings, conferences, and related events, as appropriate.
·  Develop communication materials with HJA staff for media and other outlets including HJA report, brochure and social media platforms.
·  Maintain networking relationship with Lao NPA Network, iNGO Network and other relevant organizations.
·  Serves as the public relations officer of HJA.
COORDINATE WITH LAO YOUTH UNION (LYU):
·  Work with HJA team and LYU representatives to plan, design and prepare project activities as signed in the Letter of Intent (LoI) or Memorandum of Understanding (MoU).
·  Work with HJA team & LYU to implement a series of programs activities involving the two institutions.
·  To monitor and support HJA & LYU team to implement youth projects successfully.
·  To build joint projects with LYU
COORDINATE WITH MINISTRY OF HOME AFFAIRS (MoHA):
·  Ensure that reports are submitted on time with reference to MoHA reporting protocol.
·  Participate and attend meeting and workshops initiated by MoHA.
·  Inform and share necessary information and meeting outcomes from MoHA activities to the rest of the team.
·  Do consultation, follow-up on Memorandum of Association with MoHA and any other stakeholder for a timely implementation of program activities.
OTHER requirements:
·  Good educational background preferably Social Works and Social Administration, Business Administration, Development Studies
·  Good command of English and Lao (Written, Spoken and Reading)
·  Previous experience in youth work is an added advantage.
