MINUTES

of the meeting of 12 and 13 September 2000

BRUSSELS

The meeting opened at 3.05 p.m. on Tuesday, 12 September 2000 with Mr Gargani, chairman, in the chair.

1.Adoption of draft agenda PE 286.708

The draft agenda was adopted.

2.Approval of minutes of meetings of:

5-6 June 2000PE 286.691

21-22 June 2000PE 286.697

12-13 July 2000PE 286.699

The minutes were approved.

3.Chairman's announcements

The chairman welcomed Mr Stavros Xarchakos (PPE-DE), a new member replacing MrMarinos, who had joined another committee.

4.Education, training, young people: mobility of teachers and students in the Community PE 286.695

The rapporteur commented on the amendments tabled.

The following spoke: Perry, Fraisse, Martens, Sanders-ten Holte, and Gutiérrez Cortines.

5.Exchange of views with Mrs Tasca, President-in-Office of the Council of Culture Ministers PE 289.592

The chairman welcomed Mrs Tasca, the French Minister of Culture and President-in-Office of the Council of Culture Ministers. Mrs Tasca set out the priorities of the French Presidency, which would seek to protect cultural diversity.

The following made comments and put questions to the Council President: O'Toole, Graça Moura, Fatuzzo, Vander Taelen, Hieronymi, Echerer, Gutiérrez Cortines, AparicioSánchez, and the chairman. Mrs Tasca answered the questions.

6.2001 budget: Section III

The draftsman commented on the amendments and suggested some oral alterations.

The following spoke: Pack, Ruffolo, Perry, Echerer, Fraisse, Aparicio Sánchez, Mauro, and a Commission representative.

The meeting adjourned at 5.45 p.m. and resumed the next day at 9.10 a.m.

7.Coordinators' proposals

The groups were invited to submit proposals by 15 September 2000 with a view to selecting experts to attend the hearing on 23 November 2000 on the theme of ‘Getting the European Union closer to citizens’.

8.Draft calendar of committee meetings in 2001

The chairman said that the coordinators were proposing that the calendar of committee meetings in 2001 be approved as it stood. The meeting scheduled for 18 and 19December would not, however, take place.

9.Exchange of views with Mr Van der Pas, Director-General, Directorate-General for Education and Culture (Commission)

Mr Van der Pas, Director-General responsible for culture and education, reported on the current key areas of Commission activity, for example implementation of the Socrates and town twinning programmes. The Commission would be issuing a number of communications (for instance on illegal trade in art treasures and information policy).

The following put questions to Mr Van der Pas: Pack, O'Toole, Hieronymi, SanderstenHolte, Fatuzzo, and the chairman. Mr Van der Pas answered the questions.

The result of the vote on the amendments was as follows:

The following amendments were adopted: 8261, 8280, 8289, 8304, 8290, 8305, 8295, 8263, 8287 (with oral changes), 8264, 8265, 8266, 8267, 8268, 8281, 8270, 8271, 8272, 8273, 8274, 8275, 8276, 8277, 8282, 8315, 8250, 8251, 8291, 8292, 8301, 8252, 8253, 8296, 8255, 8256, 8257, 8258, 8279 (with oral changes), 8293, 8283, 8303, and 8260.

The following amendments fell or were rejected: 8286, 8317, 8284, 8306, 8285, 8297, 8298, 8323, 8302, 8307, 8308, 8309, 8310, 8311, 8312, 8313, 8299, 8314, 8324, 8300, 8319, 8322, 8321, 8254, 8320, 8318, 8316, 8294, and 8288.

Thus amended, the opinion was adopted.

11.Education, training, young people: mobility of teachers and students in the Community PE 286.965

The result of the vote was as follows:

The following were adopted: Amendments 1, 2, 3, 4, 5, 10, 11, 12, 13, 15 to 49, 51, 52, 53, 59, 61, 62, 65, 66, 67, 68, 69, and 70, and Amendments 4, 16, and 18 by the Employment Committee.

The following fell or were withdrawn or rejected: Amendments 6 to 9, 14, 50, 54, 55, 56, 57, 58, 60, and 63, and Amendments 1 to 3, 5 to 15, 17, 19, 20, and 21 by the Employment Committee.

Thus amended, the report was adopted.

Mr Fatuzzo spoke.

12.Visit to the Hanover Expo (26-28 June 2000)

Mr Perry reported on the visit of the committee delegation to the Hanover Expo. The following spoke: Pack, Prets, O'Toole, and Gröner. The European Union display at the Expo was praised, although the members did ask whether it had been right to spend EUR11 m.

13.Community aid to south-eastern Europe (Amendment of Regulation (EEC) No3906/89): European Agency for Reconstruction (T06848) PE 285.655

The chairman explained why he was drawing up a standard opinion instead of delivering an opinion in the form of a letter to the Foreign Affairs Committee, as had originally been decided. He also commented on the substance of the Commission proposal.

Mrs Pack called for a statement to be recorded in the minutes that the effect that the committee had never formally been asked for its opinion, because the secretariat had not submitted any such proposal or request, and that she intended to make an official complaint.

Mrs Echerer and Mr Aparicio Sánchez spoke.

The deadline for tabling amendments would be 12 noon on Thursday, 14September2000.

14.Export and return of cultural goods and objects (implementation of Regulation(EEC) No 3911/92 and Directive 93/7/EEC)

The rapporteur commented on the Commission document. He observed that illegal trade in cultural objects was first and foremost a cultural matter and proposed that the committee write to request the Member of the Commission concerned to produce a communication on the subject. The chairman agreed to draft the letter.

The following spoke: Manisco, The Earl of Stockton, Gutiérrez Cortines and two Commission representatives.

15.Commission telecommunications package: ‘Information Society’ DG

The chairman said that the telecoms package had been announced in the House the previous Friday and referred to the committees. The Culture Committee was not one of the committees asked for their opinions.

Mrs Hieronymi and Mrs O’Toole considered this way of proceeding absolutely unacceptable.

A Commission representative outlined the content of the proposals.
