THE ANSON COUNTY BOARD OF COMMISSIONERS convened for their regular monthly meeting on Tuesday, April 1, 2008 beginning at 6:00 P.M. in Courtroom #1 located in the Anson County Courthouse.

Chairman Baucom called the meeting to Order, welcoming those present. Reverend Paul McClure of Hopewell United Methodist Church delivered the Invocation.

Approval of the Agenda by Commissioners: Chairman Baucom called for a moment of silence to pay respect to Larry Crandell, Director of Social Services who passed away last week. County Manager Lucas added under Administrative Matters as item 5c Insurance Broker recommendation. Chairman Baucom noted that item 6b the appointment to the Joint Community Advisory Committee had been pulled from the Agenda. Motion by Commissioner Woodburn, seconded by Commissioner Spencer, to approve the Agenda as presented with the addition and deletion. Motion carried unanimously.

Appearances:

Phoebe Medlin, Library Director, invited Board members to attend the special activities going on at the library during the month. Ms. Medlin noted National Library Week would be April 13-20 and shared a list of the special activities with Board members. Ms. Medlin gave thanks to County Manager Lucas for his assistance in obtaining author Chip Bailey, Mecklenburg County Sheriff, for Tuesday April 15th. Ms. Medlin announced a special event scheduled for 11:00 A.M. Friday April 18th when the State of North Carolina, the Friends of the Library Group and the Sandhills Regional Library System will turn over the keys to the new bookmobile to Anson County. Ms. Medlin just returned from the National Public Library Convention in Minnesota where they featured our bookmobile. Ms. Medlin stated that we were in competition with Wake County and Anson County won and therefore got to attend the conference. Ms. Medlin shared that she had gotten five to ten thousand dollars worth of books donated to the bookmobile and most are signed by the author. Ms. Medlin shared that Books on Tape gave them $1,000 worth of audio tapes for the bookmobile. Ms. Medlin thanked Board members for all the support they’ve given the library. Chairman Baucom referred to the Proclamation contained in the Consent Agenda and read portions thereof for those present. Ms. Medlin shared that over one-third of their circulation is through the bookmobile and they circulated over 25,000 books last year.

Public Addresses to the Board: Betty Gholston, Scotland County Commissioner and candidate for the State Senate, introduced herself to Board members. Ms. Gholston announced that she has been a member of the Scotland County Board of Commissioners for almost seven years and prior to that she served twelve years on the board of education and twelve years as a Council member for the Town of Wagram. Ms. Gholston stated that one of her platforms was for local and state government to work together. Ms. Gholston thanked the Board for allowing her to speak.

Consent Agenda: Chairman Baucom referred to the Proclamations found under Consent and called attention to the items by reading a portion of the proclamations. Commissioner Sims asked if there would soon be regulations to prevent plastic bottles and jugs from going into the landfill with Mr. Greene answering Senate Bill 1492. Commissioner Sims commented that we need to start thinking soon about how to recycle. Chairman Baucom then read a portion of the Anson County Government Employee Appreciation Week Proclamation proclaiming the week of April 6-12, 2008 as Anson County Government Employee Appreciation week. In reading a portion of the National Telecommunicators Week Proclamation declaring the week of April 13-19 as National Telecommunicators Week Chairman Baucom shared that she had visited the 911 center and feels this must be the most stressful environment. Chairman Baucom then read a portion of the Proclamations for National Library Week and Public Health Month. Motion by Vice Chair Streater, seconded by Commissioner Spencer, to approve the Consent Agenda as presented. Motion carried unanimously.

Proclamation – 2008 Spring Litter Sweep: Accept the Proclamation issued by Governor Easley and sent from the Department of Transportation naming April 19-May 3, 2008 Litter Sweep time in North Carolina.

SPRING LITTER SWEEP 2008

PROCLAMATION

WHEREAS, the North Carolina Department of Transportation organizes an annual spring statewide roadside cleanup to ensure clean and beautiful roads in North Carolina; and

WHEREAS, the Spring 2008 "LITTER SWEEP" roadside cleanup will take place April 19 – May 3, 2008, and encourages local governments and communities, civic and professional groups, businesses, churches, schools, families, and individual citizens to participate in the Department of Transportation cleanup by sponsoring and organizing local roadside cleanups; and

WHEREAS, Adopt-A-Highway volunteers, Department of Transportation employees, Department of Correction inmates and community service workers, local government agencies, community leaders, civic and community organizations, businesses, churches, schools, and environmentally concerned citizens conduct annual local cleanups during "LITTER SWEEP" and may receive certificates of appreciation for their participation; and

WHEREAS, the great natural beauty of our State and a clean environment are sources of great pride for all North Carolinians, attracting tourists and aiding in recruiting new industries; and

WHEREAS, the cleanup will increase awareness of the need for cleaner roadsides, emphasize the importance of not littering, and encourage recycling of solid wastes; and
