The Putnam County Board of Commissioners met in regular session on April 18, 2016 at 9:00 a.m. at the Putnam County Courthouse. David Berry opened the meeting and the pledge to the flag was given.
E-911 BUILDING PROJECT AT EOC SITE
Dave Costin, Director E-911 and Joni Young, Health Department Administrator, presented the Commissioners with the agreement for the storage building to be built by EMA and the Health Department. The building is being funded by the Preparedness Grant and after 10% down, the construction will commence.
Donald Walton made a motion to approve the agreement and Rick Woodall seconded the motion. The motion carried.
UPDATE ON 911 SOFTWARE PROJECT
Dave Costin said that May 16, 2016 will be the day for transition to the new software at 911 and should be complete by July 2016.
SHERIFF
Sheriff Scott Stockton presented the Commissioners with a contract with Relias Learning.
The contract is for $2,500.00 site setup and $3,773.03, for a total of $6,273.03 that will be funded from the commissary fund and no taxpayer money will be spent.
David Berry made a motion to approve the request and Donald Walton seconded the motion. The motion carried.
HIGHWAY
Mike Ricketts, Highway Supervisor, said that they are ditching and laying pipes on 1000 S, and they have a grader in Floyd Township.
Chris from Palmer Trucks was present to answer questions about the trucks that were ordered and supposed to be delivered by now.
Mike asked why the truck had not even been built yet and why we should purchase another truck from them. Chris answered that the quality of the truck is the main reason we should purchase from them again and that the truck is completed at only one place.
The delivery date was discussed. It should have been February or March of 2016 and now we should have the truck by May 2016.
UNFINISHED BUSINESS
Jim Ensley presented an amendment to the Putnam County Employee Policy Manual- under the county credit card section, it will remove ‘Purchases from the internet’ from the ‘ineligible uses’ list to the ‘eligible uses’.
He also spoke with the Commissioners about setting Materiality limits. Basically, setting limits when money or non-cash items are missing.
The Commissioners asked Jim to write the ordinance with a $500 limit for cash and $2,000 for non-cash items. Jim will write the ordinance and bring back to the next meeting.
BUILDING INSPECTORS
Mayor Bill Dory informed the Commissioners that the city has hired a building inspector, Mr. Patrick Thibodeau.
Rick Woodall said that he would like the Putnam County Planning Department to have 2 full-time employees- Bret Wagner, Director and Jessica Jones, Office Manager. He would like for the County to increase Bret Wagner’s salary by $10,000.00 and have him do the inspections, with no part of the permit fees going to his salary. He would like to wait 2 weeks to make sure all things are in order before making this official.

Claims paid on 4-7-16 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.
Claims paid on 4-14-16 were approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.
Claims paid on 4-18-16 were approved on a motion made by Rick Woodall and seconded by Donald Walton. The motion carried.
MINUTES
Minutes from the meeting on 4-7-16 were approved on a motion made by Rick Woodall and seconded by David Berry. The motion carried.
PAYROLL
Payroll from 4-15-16 was approved on a motion made by Donald Walton and seconded by Rick Woodall. The motion carried.
