AEL Professional Development Center

This initiative provides funding to deliver multi-faceted professional development support to serve AEL grant recipients and their connected service providers, Local Workforce Development Boards, community and faith-based organizations providing AEL services, and other organizations that support AEL services.

The PD Center provides a comprehensive statewide support system for that includes, but is not limited to:

1)data-driven, research-based professional development support and training to local providers on behalf of the Agency;

2)recruitment and data management of professional development contract trainers using an online searchable contract trainer database;

3)development of curricula and multi-media course content to be delivered via on-demand and/or hybrid formats;

4)the management of professional development courses on an agency-provided learning management system;

5)recruitment, registration, logistics, documentation, and management for Professional Development events facilitated by the PD Center and/or the Agency;

6)statewide purchases of professional development services, materials and other professional development items as designated by the Agency; and

7)statewide and local needs analyses and research aimed to improve local performance, promulgate innovation and strengthen service quality to students and staff.

Learning Management System

This initiative provides funding to manage AEL professional development registration, documentation, and in-house training materials while at the same time providing a platform for on-demand courseware and virtual interactive training. The LMS is a cloud-based, full-featured, off-the-shelf secure system with course registration and management for in-person, hybrid, and online training events. Funds also support access to a cloud-based course library and interactive resources, a web conferencing integrated add-in, and training fees to sufficiently accommodate the necessary instructors, administrators, and software content to provide a full array of professional development services across Texas.

This initiative provides funding to provide professional development to tutors, instructors, program administrative staff, and trainers of non-profit adult literacy organizations in Texas. Professional development services include training on literacy volunteer management, which may include volunteer recruitment, training, placement, monitoring, and retention; low literacy instruction/tutoring for either native English or non-native English speakers; developing collaborative partnerships that benefit students with Adult Education and Literacy grant recipients, including data sharing relationships; and other areas based on the results of the needs assessment and input from the committee.

Workforce Integration Initiative

(Texas Adult Education and Literacy (AEL) –Workforce Development Integration)

This initiative provides funding to Local Workforce Development Boards (Boards) to increase engagement opportunities between Boards and AEL grant recipients and their providers. Boards use the strengths, weaknesses, opportunities and threats analysis and solution strategies developed during the 2015 regional workforce and adult education integration initiative meetings to lead policy and procedural enhancement efforts, that incorporate integration of AEL objectives into Board strategic initiatives, employer engagement and contractor procedures.

Anticipated outcomes include increased: access by workforce customer to AEL services; enrollment of AEL customers into Board services; and stronger alignment of AEL services to the businesses.

Distance Learning Curriculum

Distance Learning Mentor Initiative

This initiative provides funding to implement consortia to build capacity, expand, and/or improve performance of AEL distance learning initiatives throughout Texas. Consortia take advantage of the economy of scale by creating a larger network of resources and encourages relationships so that organizations are not working in isolation, but instead identifying common needs, goals, and resolutions.

Mentor sites serve as single point of contact to AEL on DL initiatives; support mentee pilots; develop a distance learning curricula and blended learning models and establish and maintain a resource platform for AEL providers who are new to DL in Texas.

Assessmentand Standards Project

This initiative provides funding toupdate the Texas Adult Education Standards and Benchmarks for ABE/ASE and ESL Learners last undated in 2007. The project revisesthe Adult Basic and Adult Secondary Education and English Language Acquisition levels of the standards and benchmarks and aligns them with the Texas College & Career Readiness Standards (CCRS), the Texas Certificate of High School Equivalencytest, and the Texas Success Initiative Assessment (TSIA) with inputs from other relevant standards criteria.
To ensure AEL standards align with WIOA assessment requirements, the project also providesguidance to support modifications to the Texas Adult Education and Literacy assessment procedures related to WIOA performance and accountability changes as determined after the release of WIOA regulations.

Leadership Excellence Academy

This initiative provides funding to build leadership capacity within the Adult Education and Literacy (AEL) local grantee management. The Leadership Excellence Academy is a two year professional development commitment for attendees, and Texas has participated in this initiative since 2015. This quality program-improvement effort results in a nationally recognized credential:Certified Manager of Program Improvement.The initiative is a partnership between the University of Tennessee and the National Adult Education Professional Development Consortium(NAEPDC).

The Commission allocated funds for at least one member from each AEL grant recipients to participate. This initiative addresses WIOA required State Leadership Activity.

Student Support Call Center

This initiative provides funding to implement a call center to support adult education and literacy students in distance learning classes. The focus is tutor support for GED mathematics preparation. In addition to phone support, call center staff utilize online tutoring software to provide visual support to students as they work through questions.

Public Library AEL Expansion

This initiative provides funding to increase alignment of the AEL system with 550 public libraries across the state by hosting AEL events and classes, providing access to employment and educational resources, supporting recruitment, and providing public access to the Internet to facilitate distance learning and to search and apply for jobs. In their role as technology anchors in their communities, libraries are also key partners in addressing the digital divide and digital literacy efforts.

Funding supports library liaison staff, and/or program support to provide training and technical assistance to public library staff statewide to develop or expand library engagement with local AEL programs based on best practices of AEL/library engagement in the state.

One-Star AEL Collaboration

This initiative provides funding to support local program recruitment, retention, and integration efforts through connections to both the Texas Connector data system and the VISTA (Volunteers In Service To America) program.

The Texas Connector data system supports a reduction in student participation barriers by identifying connections for providers to support services, transportation information, and other valuable student support information. Texas Connector allows AEL service providers the ability to identify residents that lack a high school diploma down to a one-block level within their service provision area. AEL student support staff locate services to help an individual with specific support needs and provide direct transportation options to those locations.

VISTA engagements provide expert volunteers to selected local programs and deliver coordinator-level support to the program. Carefully selected VISTA volunteers support AEL program capacity through efforts such as the use of Texas Connector and support in student recruitment and outreach efforts within the community. VISTA coordinators provide a deliberate focus on the capacity building and training of volunteers, provide support in data analysis, and assist in overall program evaluation.

Funding supports a Texas Connector two-year user subscription for 60 connections, including on-site regional orientation trainings, importing and updating TWC offices and partners, and ongoing weekly training webinars. Additionally, funds support 12 VISTA members for six pilot host sites over two years.

Career Pathway Navigator Initiative

This initiative provides funding to support Career Pathway Navigator positions in each AEL grant recipient. Career Pathway Navigator contribute significantly to the engagement of Local Workforce Development Boards and community and technical colleges, and identify local employers in high-demand occupations. AEL programs with career pathway navigators have proven to be successful in customer support through duties that include workforce case management in conjunction with college and career advising and the reduction of barriers to customer success.

Texas Adult Completion and Skills Initiative

This initiative provides funding to implement interagency collaborations and proven practices to develop or expand coordinated education and workforce training projects for high school dropouts.

Funds developed a replicable model to identify and assess recent high school dropouts (25 years of age or younger consistent with student eligibility provisions of §42.003, Texas Education Code) and guide and refer these students to a program of study that coordinates a high school credit recovery or adult education services integrated with college technical training in high-demand career pathways. Funding builds upon past state investments and further coordinates with other state funding to support students’ completion of a secondary education and technical training, as appropriate.

This initiative provides funding to implement the expansion of employer-based Adult Education and Literacy (AEL) sites. AEL funds support classes, planning time with the employer subject matter experts, AEL staff, Boards and community college partners. In addition, funds support job-task analysis, development of contextualized curriculum and assessment, student recruitment, assessment and instruction, and a case manager/transitions specialist who supports students during the project and through any technical training that follows.
