- Interpretation
All languages were available except for Estonian and Maltese. Croatian was only available on 10 October AM.
- Reduction of paper files distributed at ENVI meetings
The Chairman announced that in order to reduce paper waste, ENVI Committee meeting documents would from now on be distributed to Members and interpreters only. All other visitors were asked to read the papers on internet or to print the most relevant documents themselves. This measure would allow reducing paper consumption by 50%.

Decision:
1. Decided, that authorisation for an ENVI opinion should be sought (by letter to the President of the European Parliament).
2. Decided that the ECR Group should nominate the rapporteur for opinion; agreed that this item was suitable for discussion on Thursday afternoons.

C. DECISIONS ON OTHER ISSUESC.1. European Parliament elections 2014 - impact on planning of legislative procedures
Decision
1. The coordinators took note of the likely date of the European elections (5-8 June 2014, tbc) and of the potential implications for the timing of legislative files.
2. The coordinators instructed the chair to write to Commissioner Dalli, inviting him to submit the legislative proposal on tobacco products as a matter of urgency. [ER]
C.2. Release of ENVI meeting from the reserve: 17 December 2012, 15.00 - 18.30
Decision
1. The Coordinators confirmed that the December ENVI meeting be held also on Monday, 17 December 2012 from 15.00 - 18.30 hrs, in addition to the half-day of Tuesday 18 December 9.00 - 12.30 hrs
2. The Coordinators took note that an extraordinary committee meeting would be organised on 12 Nov 2012 between 15.00-18.30 (room JAN 4Q2) for a hearing of the representatives of the Commission, Presidency and experts on the ETS/auctioning revision.
C.3. Confirmation of ENVI hearings 2013

The coordinators agreed on the following topic and date for an ENVI hearing in 2013 (i.e. hearing during a committee meeting)
- hearing on the revision of the Tobacco Products Directive to be held in early 2013, on the understanding that the Commission proposal would be presented in late 2012 (December?) [Indicative date of hearing: 25-26 February, tbc; up to 8 reimbursed experts].
C.4. Nomination of experts for hearing on tobacco products

The coordinators took note of two suggestions from the EPP Group and invited the other groups to submit their proposals in good time before the next coordinators' meeting, with a view to taking a final decision on 6 November 2012.
C.5. Event with national parliaments 2013 - decision on topic

Decision
Coordinators decided that
-next year's event with the national Parliaments, to be held on 26 March 2013, should address the topic "Equal and effective application of EU environmental law - why is it not happening?"
-the focus of the debate would be on the following policy areas:
Focus on water and waste legislation as well as on nature protection legislation
-the exchanges of views should be based on existing data to be obtained from the European Commission and the EEA; each round of discussions should be opened by presentations by the European Commission (if possible the Commissioner) and by the EEA (if possible the Executive Director)
The secretariat was instructed to request data on the application of the above areas of environment law from the Commission and the EEA and to submit a first draft outline of the event which would be open to further comments and suggestions by the political groups.
C.6. Motion for a resolution on the safe disposal of asbestos, by Sergio Paolo Francesco Silvestris (Rule 120)

The papers of the meeting included a Motion for a resolution pursuant to Rule 120 of the Rules of Procedure on the safe disposal of asbestos, tabled by MEP Mr Sergio Paolo Francesco Silvestris (EPP, IT).

Coordinators
-decided that in accordance with Rule 120(2) the Committee shall not follow up the Motion which aims to promote a disposal product called 'Pre-Box';
-instructed the Chairman to inform the author of their decision and invited him to consider the tabling of relevant amendments to the draft opinion of Ms Wils.
C.7. Motion for a resolution on SME sand cosmetics tests on animals by Cristiana Muscardini, Niccolò Rinaldi, Oreste Rossi, Jörg Leichtfried, (Rule 120)

Agreed that an oral question on the above issue be put in committee. Invited Ms McAvan to submit the text of that question, taking account of the additional issues raised by other political groups.

The Coordinators heard the Chairman who updated them on the current state of play in relation to this file and agreed that the rapporteur, in consultation with the shadow rapporteurs, should resume his work on the file with a view to submitting the report for a vote in committee.
