MEETING MINUTES

Monday, March 27, 2017

The Board of Director's meeting of the Redings Mill Fire Protection District was called to order at 5:03pm, Monday March 27th, 2017, by Chairman, Tom Meadows. Also in attendance were Director’s Bruce Anderson, Larry Bilke, and David Wunderlin, Chief Steve Coats, Deputy Chief Michael White, Assistant Chief Ron Metcalf, Sr. Engineer James Hill, Engineer’s Lakin Volmer and Grant Woods

The minutes from February 27th, 2017, were distributed. David Wunderlin moved to approve the meeting minutes, Larry Bilke seconded, and the motion carried 4-0.

Deputy Chief White Finance and Budget Report:

February 2017 Profit and Loss Statement

Property Tax income for February is $24,035.93 which is $12,114.07 or 33.5% under budget.

Property Tax income for Jan-February is $905,017.85 which is $9629.15 or 1.1% under budget.

Property Tax income for March is $19,550.50 which is $335.50 or 1.7% over budget.

Property Tax income for January-March is $924,568.35 which is $9,293.65 or 1% under budget.

Total Income for Jan-March is $975,314.11 which is $8,521.15 or 0.9% under budget.

Items of Note

The bill for the election was $2872.14. We had $4000.00 budgeted.

Payment for Engine 65 was made March 15 in the amount of $38,692.69. Capital Reserve Funds were transferred into the Operating Budget for this payment.

Payment for the water rescue gear was transferred from the Capital Reserve Funds into the Operating Budget in the amount of $5679.60

We discussed our auto and liability policy with the insurance agent from VFIS. We made the following changes that we felt were in the districts interest:

Changed the property, portable equipment, and auto collision deductible from $500 to $1000.

Changed the auto comprehensive deductible from $250 to $500

Changed the general liability umbrella from $3,000,000 per occurrence/$6,000,000 to $5,000,000/$10,000,000

By raising the deductibles we lowered the premium in order to allow for the additional liability insurance.

Deputy Chief Michael White Report:

Residency Program

We currently have 3 of 8 positions filled with residents occupying Stations 4 and 6. All Residents have fulfilled their required hours for February.

Volunteer Recruitment

Volunteer recruitment by marketing to MSSU students their online school newspaper will take place this spring. There are currently 7 applications for volunteer firefighters now and will be completing interviews the 2nd week of April.

Volunteers on Staff

Volunteer numbers are currently at 9. Devon Maschger received his Hazmat Awareness and Operations Certification. He received his Firefighter II Certification but must retake the Firefighter I course. We are working with him to complete that. Tyler Beaver has retested for his Firefighter I and II certification and is awaiting results.

Volunteer Retention

Tanner Warner and Levi Stone were released on March 23 due to lack of participation. Warner had been with the fire district for a little over a year and Stone for six months.

Volunteer Scholars Program

We will be offering additional scholarships for two years to new volunteers with our recruitment

efforts that will begin after the election, with hopes that we fill the 6 open positions. We are offering $2500 per semester for four semesters to new applicants with a two year volunteer commitment. The grant funds must be spent by August of 2019 and we have about $60,000 available.

Non Traditional Volunteer Programs

We had very few structure fires for Fire Corp to assist with over the winter.

Fire Corp did support the breakfast on March 25th well. We are going to try to involve them in some Firewise Assessments later in the year.

Emergency Management

Work continues on the Swift Water Rescue project. An effort to place mile markers along Shoal Creek is being established by our staff. This project would assist with locating lost victims along the creek as several miles of creek run through the district.

Community Programs

A breakfast was held on March 25th, $400.00 was raised for the Fire Fighter Charities Program.

Assistant Chief Metcalf Report:

582.55 Total Hours spent training in February

6 courses completed on Target Safety by 6 members for 6 hours of online training

34 Training opportunities throughout the month were offered

4.2 Hours – Monthly Average for Volunteer

36 Hours – Monthly Average for Career Staff

22.4 Hours – Monthly Average Total

(ISO requires 16 Hours a Month)

Training

Training plan is on schedule and receiving positive feedback from the crews. The 2nd volunteer task book will be released in March. Residents are starting back into driver training.

Training of the Swift Water Rescue team is ongoing, a state certification class will take place in April.

Fire Chief Steven Coats Report:

A Response Date chart was shown. There have been 223 total calls YTD for 2017.

Coats updated the board on the status of the Election Committee. He reported that they had raised $1,400 in funding and the money paid for advertising of the tax levy increase

Coats also noted the public forum attendance had been light and that support for the levy had been mentioned by those attending.

In February it was noted that some issues with the well at Station 5 had come up. This situation continues to be monitored.

Items for Purchase

A request was made by Coats to replace a 2004 Chevrolet Administrative Vehicle. The vehicle in question has 212,000 miles. The request was to purchase a 2017 Chevrolet ½ Ton Crew Cab 4x4 Pickup provided by Putnam Chevrolet in the amount of $29,960.00.

Motion was made by Bruce Anderson to purchase the vehicle

In addition to the vehicle request, an equipment list was provided for purchase in relation to the vehicle. Coats requested the equipment be purchase in the amount of $4,864.00.
