Colonel Jeanne Smith Hooper is a native of Abingdon, Virginia. In 1986, Colonel Hooper graduated from Virginia Tech where she received a Bachelor of Arts Degree in Math with an Education option and was commissioned an Ordnance Officer. In 1990, she earned a Master of Arts Degree in Management from WebsterUniversity.

Upon successful completion of the Ordnance Officer Basic Course at Aberdeen Proving Ground, Maryland and Airborne School at Fort Benning, Georgia, she was assigned as the Executive Officer in Delta Company, 782d Maintenance Battalion, 82d Airborne Division, Fort Bragg, North Carolina, subsequently serving as the Shop Officer. Upon completion of the Ordnance Officer Advanced Course, Colonel Hooper was assigned to the 3d Infantry Division, Kitzingen, Germany, where she served in the Division Support Command as a Maintenance Manager and Class IX Officer, and Commander, Echo Company, 703d Main Support Battalion.

Returning to the United States in 1993, she was assigned to Division Artillery, 1st Infantry Division, Fort Riley, Kansas as the Brigade S4. Colonel Hooper was reassigned to Fort Hood, Texas serving as the Chief of Maintenance, III Corps G4 and later as the Materiel Management Officer, 1st Cavalry Division. In 1998, she was assigned to Aberdeen Proving Ground, Maryland as Inspector General for the OrdnanceCenter and School. In 1999, Colonel Hooper attended Command and GeneralStaff College and upon graduation was reassigned to Fort Hood, Texas. She served as the Executive Officer and Support Operations Officer for the 544th Maintenance Battalion, 64th Corps Support Group,13th Corps Support Command. In 2002, Colonel Hooper became the Division Support Command Executive Officer in the 4th Infantry Division. She deployed in support of Operation Iraqi Freedom from March 2003 to March 2004 with the 4th Infantry Division Support Command. Colonel Hooper commanded the 47th Forward Support Battalion and deployed for a second tour in support of Operation Iraqi Freedom. Upon completion of battalion command, Colonel Hooper was assigned as the Assistant Chief of Staff, G4 for 1st Armored Division in Wiesbaden, Germany. She deployed for a third tour with the 1st Armored Division in support of Operation Iraqi Freedom. In September 2009 Colonel Hooper assumed duties as the TACOM Life Cycle Management Command Chief of Staff.

Colonel Hooper’s military awards and decorations include the Legion of Merit, Bronzed Star (with two oak leaf clusters), Meritorious Service Medal (with four oak leaf clusters), Army Commendation Medal (with one oak leaf cluster), Army Achievement Medal (with one oak leaf cluster), National Defense Service Medal (with one star), Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, and Army Parachutist Badge.
