We are seeking to recruit a Technical Officer within the Technical Body Support Unit of the ESP (ETSI Standardisation Projects) Competence Centre in the ETSI Secretariat.

The Technical Body Support (TBS) Unit provides direct support for the majority of the Technical Bodies in ETSI. It also provides support related to broader issues affecting the ETSI technical community, providing liaison with key external bodies (e.g. the European Commission, the European Conference of Post & Telecommunications Administrations (CEPT), the International Telecommunications Union (ITU)), partner standards bodies (CEN & CENELEC) and market organisations (TETRA Association, DECT Forum, Broadband Forum)).

The Technical Officer will be the primary point of contact to a number of ETSI Technical Bodies. The global mission is to understand the objectives of ETSI Members, assist the Technical Body Chairman to plan and manage their project(s), recommend appropriate ETSI Secretariat services and ensure that they are provided in line with the project’s needs. In addition the Technical Officer will be assigned a specific technical area: he will develop his technical, regulatory and market expertise in order to assist ETSI Members to develop and implement their work programme. The post requires a self-motivated individual withstrong communication skills, able to learn and apply knowledge in a wide range of fields with a minimum of supervision.

ROLE PURPOSE: Support the ETSI Standardization Projects to which he/she is assigned; develop and promote work in ETSI in the technical areas to which he/she is assigned
KEY RESPONSIBILITIES AND ACTIVITIES

1.Support each Technical Body (TB) to which he/she is assigned /
  • Supervise the operation of the TB under the ETSI Directives, monitor progress of work programme, provide guidance, assistance and information where necessary
  • Take necessary actions to develop and maintain his expertise in the relevant technical areas, and associated regulatory and market affairs. Propose new areas of work to Technical Bodies and VP ESP as appropriate
  • Monitor activities of other groups, including bodies inside ETSI (e.g. General Assembly, Board, OCG) and outside ETSI (e.g. European Commission, Fora and Consortia, Trade Associations)) which are relevant to the work of their TB, and advise the TB of activities that may be undertaken
  • Ensure that TB deliverables are fit for purpose, in line with ETSI Directives and decisions of the TB
  • Share knowledge with colleagues

2.Act as permanent representative of the TB in the Secretariat /
  • Act as the point of reference for all Secretariat activities in the area covered by the TB
  • Ensure that the TB decisions, actions, approval of new work items and deliverables are properly recorded and communicated.Advise Secretariat colleagues of follow-up action that needs to be taken. Initiate monitor and report on Secretariat activities relevant to the TB (e.g. STF, External relations, Standards Enabling Services). Review the follow-up actions to ensure that they follow the decisions of the TB and are in line with the ETSI Directives
  • Ensure accuracy of ETSI databases and web sites concerning the TB

3.Develop and promote work in ETSI in the technical areas to which he/she is assigned as “Caretaker” /
  • Take necessary actions to develop and maintain his expertise in the relevant technical areas, and associated regulatory and market affairs. Propose new areas of work to Technical Bodies and VP ESP as appropriate
  • Provide assistance and advice to current and prospective ETSI members, and other bona fide meeting participants to help them achieve their objectives within ETSI
  • Act as ETSI “accountmanager” with the external organisations to which he/she is assigned
  • Promote the technical activities of ETSI in the areas covered

4.Work as an effective team member /
  • Inform colleagues by regular presentations and written briefings of the activities of the TB
  • Act as back up for colleagues in the event of absence or temporary overload

PROFILE SPECIFICATION
Essential job profile related education, experience and skills
  • University degree or equivalent in Electronic or Telecommunications Engineering
  • Balance of skills and experience including:
a)Knowledge/experience of telecommunications engineering
b)Knowledge/experience of legal and regulatory issues affecting telecommunications standardisation
c)Knowledge/experience of formal and informal standardisation processes in Europe and globally
  • Experience of representing an organisation in an International context
  • Team player with organisational skills and the ability to work autonomously when required
  • Self-motivated, positive attitude, with willingness and ability to learn
  • Excellent oral and written communication in English
  • Ability to participate in an international technical meetings/working groups
  • Good presentational skills
  • Ability to communicate in another European language is desirable
  • Some experience with project management
  • Ability to organize and prioritize his/her work with the objective of providing the ETSI Technical Organisation with a service meeting the high standards it has come to expect of the ETSI Secretariat staff

GENERAL INFORMATION
ON CONDITIONS OF EMPLOYMENT FOR ETSI SECRETARIAT STAFF

1.SALARY

Salaries will be fixed in accordance with relevant experience and qualifications.

For information the annual gross salarywill range from50000€ to 75000€.

2.DURATION OF THE CONTRACT

Candidates to be recruited will be offered a permanent position.

3.PLACE OF WORK

The post will be based in Sophia Antipolis near Nice, France. Freedom to travel world-wide will be required.

4.LANGUAGE

The working language at ETSI is English. Knowledge of French and German is appreciated.

5.TRAVEL AND REMOVAL EXPENDITURES

ETSI will reimburse travel and removal costs for the new employee and his/her family for their relocation. The same costs will be reimbursed at the end of the contract, when the employee returns to his/her country.

6.EDUCATION ALLOWANCE

Staff members who are not French nationals are eligible for an education allowance (ranging from 1 680 to 7 500 Euros) for each dependent, school-age child, which is subject to French tax and social security charges.

7.PENSIONS

The employee will be affiliated to the French pension organization.

8.SOCIAL SECURITY AND INCOME TAX

Gross salary and all allowances are subject to social security contributions, including pension contributions, deducted at source, in accordance with French law.

In addition to the French social security system, ETSI subscribes to a complementary insurance scheme. The cost of this subscription is shared by ETSI and the employee, with the employee contribution deducted from monthly salaries.

French regulations will be applied for income tax which will be paid directly by the employee.

These amounts are only estimations. They vary with the changes in French law.

9.ANNUAL LEAVE

Staff members are entitled to annual leave with full pay, at the rate of 2.5 working days for each month employed by ETSI.

Staff members not recruited locally are entitled to reimbursement of travel expenses for “home leave” of their family and themselves to return to their original residence. This allowance is also subject to social security contribution and income tax.

10.ALL OTHER MATTERS ARE REGULATED BY FRENCH LAW

As an employer, ETSI is subject to French labour law (“code du travail”) and in particular the national labour agreement (“convention collective of research offices, and consulting companies”).
