COLEBROOKDALE TOWNSHIP PLANNING COMMISSION

MEETING MINUTES OF JANUARY 19, 2017

The regularly scheduled meeting of the Colebrookdale Township Planning Commission was held on the above date at the Township Building. Chairman Ralph Vitelli called the meeting to order at 7:00 p.m. with all present joining in the pledge to the flag.

Members present: Chairman Ralph Vitelli, Secretary Abigail Burger, Emma Gustafson, and Craig Edgerton. Also present were Township Manager Cindy Conrad, Solicitor Jeffrey Karver and Township Engineer John Sartor. Vice-Chairman William Spade, Gretchen Lea and Jeremy Madaras were absent. CEO Paul Labe was excused from the meeting.

REORGANIZATION APPOINTMENTS

Chairman Vitelli turned the meeting over to Solicitor Karver to conduct the election of the Planning Commission Officers.

Solicitor Karver announced that Ralph Vitelli, William Spade and Abigail Burger currently hold the respective positions of Chairman, Vice-Chairman and Secretary. He asked the Members if they had any objection to these Planning Commission Members continuing in these positions. There were no objections and there was a motion by Member Emma Gustafson, seconded by Member Craig Edgerton to reappoint Ralph Vitelli as Chairman, William Spade as Vice-Chairman and Abigail Burger as Secretary of the Colebrookdale Township Planning Commission. Motion carried. Solicitor Karver turned the meeting over to Chairman Vitelli.

End of Reorganization meeting.

MINUTES

There was a motion by Abigail Burger, seconded by Emma Gustafson to approve the minutes of the Planning Commission meeting of December 15, 2016. Motion carried.

PUBLIC PARTICIPATION

No one addressed the Planning Commission at this time.

OLD BUSINESS

There was nothing to discuss at this time.

NEW BUSINESS

JC Environmental Inc. – 1243 County Line Road – Property Plan

December 30, 2016 the Township received from All County & Associates a request for a waiver of land development for a proposed project on the property.

January 17, 2017 the Township received a drawn plan from All County & Associates.

Stephen Tabakelis, Project Manager with All County & Associates explained to the Members that the project entails the demolishing of an existing barn and construction of a new 80’ x 100’ light industrial steel frame building entirely within the footprint of the barn. Two other small sheds will be demolished There is limited usable area due to wetlands. A stormwater management plan will be submitted for approval. The plan meets Township Zoning Ordinance requirements.

Mr. Tabakelis stated the building would house a business that manufactures municipal parts and supplies and a warehouse area. There is an existing residential house on the property and will be used for office space on the first floor and storage on the second floor. The buildings will connect to public sewer. The parking area and driveway will be gravel and the entrance widened. There are twelve proposed parking spaces.

The applicant requests a waiver of land development submission due to the minor nature of the project.

The Planning Commission discussed the proposed plan and waiver request with Engineer Sartor and Solicitor Karver. Manager Conrad said an escrow is required for reviews. On a motion by Abigail Burger, seconded by Emma Gustafson, the JC Environmental Inc. 1243 County Line Road Property Plan is recommended for conditional approval by the Board of Commissioners, with the condition that a stormwater management plan is submitted, review comments are followed and a $5000 escrow is submitted. There was no other public comment. Motion carried.

CORRESPONDENCE

The 2016 Annual Planning Commission Report was given to the Planning Commission Members for their review. There were no comments.

ADJOURNMENT

There being no further business, the Planning Commission meeting adjourned at 7:35 p.m. on a motion by Craig Edgerton, seconded by Abigail Burger. Motion carried.
