SUPPORT SERVICES AND EVALUATION SYSTEMS

Performance Assessment Evaluator Training

Performance Assessment Evaluator Training will be provided on Tuesday, September 19, 2006 for all new evaluators who have not been trained on the District's Performance Assessment systems. The training will be from 4 p.m. to 6 p.m. in the Human Resources EER Conference Room, Suite 175 Commerce Park. Fall On-line Open Enrollment

Naming Your Local Benefit Contact Representative (LBCR)

The Fall On-line Open Enrollment period is coming soon - Tuesday, October 10, 2006 - Thursday, November 9, 2006. All benefit eligible employees will be required to make on-line elections for the State Health Benefit Plan (SHBP) health insurance and all local benefits. Elections made during the 2006 Fall Open Enrollment will be effective from January 1, 2007 - December 31, 2007.

It’s time to name your Local Benefits Contact Representative (LBCR) to help facilitate preparations for the open enrollment. We must reiterate again that the LBCR should be someone who has a willingness and interest in fulfilling this responsibility - someone who will help both your staff and the Benefits Department successfully complete this very important process.

Once you have named your LBCR, we will forward more information to him/her soon about the 2006 Fall Open Enrollment, including dates for the upcoming LBCR Open Enrollment/HIPAA District Training.

Kindly provide the following by September 13, 2006:

Nonrenewal Timeline for SY 2006-2007

A copy of the Nonrenewal Timeline for SY 2006-2007 is attached so that you may anticipate important dates. Some principals have already received their required training. Principals who have not received their required training will attend the upcoming training sessions on either the September 25 (Areas 5 & 6) or October 18 (Areas 3 & 4) in-service dates.

Please note that in addition to the attached, principals will receive detailed instructions and a manual of all the supporting Nonrenewal documents at the above training session.

EMPLOYMENT AND EMPLOYEE RELATIONS DEPARTMENT

STAR Training for Administrators

Purpose

To invite all CCSD Principals and hiring officials to the STAR (STrategic Applicant Recruitment WinOcular) training.

Background

As you know, Human Resources has been using STAR for all of its application processes. Several training sessions have been arranged for employees. All NEW hiring officials must attend, as we will cover the procedures to post job vacancies, search for applicants, and begin the hiring process.

Principals and administrators are invited to this training as we feel that this session will be useful to all hiring officials. We ask that you use your judgment to invite the person in your school or department for whom it would be most beneficial.

The date/time options for training will be:

-Wednesday, September 13th, from 9:30 AM to 12:00 PM at Dodgen Middle School

-Wednesday, September 13th, from 12:30 PM to 3:00 PM at Dodgen Middle School

RE: Classified Committee Meetings

The Superintendent’s Office has announced that the Classified Committee will meet from 10:00 a.m.-12:00 p.m. on the following days for the 2006-2007 school year:

·  Tuesday, October 31, 2006

·  Tuesday, February 13, 2007

·  Tuesday, April 10, 2007

All meetings will be held in Student Center Theater on the campus of Southern Polytechnic State University.

Southern Poly has asked that participants park in the Main Student Parking Lot that is located across the street from the Student Center. Parking in any of the “Reserved” or “No Parking” areas will result in towing of automobiles.

Attached are the Classified Committee_Operational Guidelines. The guidelines require a new committee representative be appointed at the beginning of each school year. Please consider your Classified Employee of the Year candidate, if possible. A substitute should also be named in the event that the regular appointee is unable to attend any of the meetings. Correspondence regarding meeting times and locations for the meetings and answers to the questions presented to the committee will be forwarded to the representatives via email. Those without email will receive a hard copy via the District mail.

CLASSIFIED COMMITTEE

OPERATIONAL GUIDELINES

I. PURPOSE

The goal of the Classified Committee is to promote and maintain a collaborative effort and a cooperative spirit among employees in the school district. This purpose is fulfilled through the following functions:

·  Effective communication

·  Shared ideas

·  Problem/concern inquiry

·  Information delivery

II. REPRESENTATION

The Classified Committee is composed of employees as follows:

Each school Principal will appoint one person to represent all clerical, paraprofessional, custodial and food service assistant staff at that school.

Division Heads will appoint one representative from each of the following departments:

·  Curriculum and Instruction

·  Financial Services

·  Fleet Maintenance

·  General Administration

·  Human Resources

·  Maintenance

·  Operations Administration

·  School Administration (Chief Academic Officer and Area Assistant Superintendents)

·  Special Student Services

Division Heads will appoint representatives from the following departments:

·  Seven Bus Drivers (one from each supervisor’s area)

·  Three Food Service Managers (one from each level)

III. APPOINTMENT PROCEDURES

Appointment of employees to the Classified Committee shall be done annually. Each Principal and Division Head shall make appointments from their classified staff. These appointments shall be made no later than October 1st of each school year. The names of the individuals who are appointed shall then be reported to Human Resources.

Representation should be rotated within the schools and divisions to permit broad representation. Therefore, no person shall serve on the Committee for more than one year.

IV. PROCESS FOR RESOLVING ISSUES

The guidelines for employees submitting questions and receiving responses are as follows:

·  A form for submitting questions through the Committee shall be made readily available to employees by the Classified Committee representatives, Principals and Division Heads. (See attached)

·  Employees shall submit questions to the Classified Committee representatives. Representatives may review the questions to determine if the questions are of a localized nature.

·  The Principal or Division Head should address localized questions. If the localized questions are not resolved, they should be pursued through regular administrative channels.

·  General questions should be presented at the Classified Committee meetings held three times per school year.

V. RESPONSIBILITIES OF THE CLASSIFIED COMMITTEE REPRESENTATIVES

Committee representatives are expected to:

·  Present issues in a professional manner that promotes the stated purpose of the Classified Committee.

·  Attend meetings regularly or assure alternate attendance when necessary.

·  Provide timely feedback (written and/or verbal reports) on Classified Committee activities to all classified staff members in their organization.

·  Maintain Classified Committee documentation for the representative’s group.

·  Explain to employees the procedures for submitting questions through the Classified Committee

·  Manage the question and answer process according to stated guidelines.

VI. STRUCTURE

The structure of the Classified Committee shall consist of the Committee of the Whole including all representatives. The Superintendent’s designee shall conduct the meetings. Central office Division Heads will attend the Classified Committee meetings as needed.

VII. MEETINGS

The Classified Committee shall meet each school year on days to be determined during the following months:

·  March

·  May

Meetings shall be scheduled annually based upon days that will be in minimum conflict with general operations of the school district.

October 27, 2006 / Employees “at risk” for nonrenewal and/or in need of improvement identified, usually via first PAI observation by an administrator evaluator (AP, AA, or Principal).
November 21, 2006 / Principal places certified employee(s) in need of remediation on a Professional Development Plan, and sends signed copy of beginning PDP to Human Resources
(See “Nonrenewal Checklist for Principals” for steps to take during PDP).
December 21, 2006 / Principal personally completes at least one PAI observation near the beginning of the PDP period, with post-conference.
January 26, 2007 / Principal personally completes at least a second PAI observation near the end of the PDP period, with post-conference.
February 2, 2007 / Nonrenewal Proposals due to Area Assistant Superintendent; Area Assistant forwards to Human Resources.
February 12-16, 2007 / Area Assistant Superintendent, Human Resources, Attorney, and Principals meet to review Nonrenewal Proposals.
February 20-23, 2007 / Principal informs employee(s) of nonrenewal recommendation in a meeting and follows up with “Nonrenewal Recommendation Summary” letter to employee(s).
February 26-March 16, 2007 / Human Resources and Principal meet with employee(s) recommended for nonrenewal; employee(s) given option to resign in lieu of proposed nonrenewal.
March 22, 2007 / Chief Human Resources Officer presents recommended nonrenewals to the Board of Education for formal approval. Letters sent to certified employees whose contracts will not be renewed.
March 27, 2007 / Human Resources sends out contracts to employees renewed for SY 2007-2008.
March 31, 2007 / Period of report for annual evaluation closes. Report ratings should be consistent with nonrenewal recommendation.
