A BYLAW TO AMENDTHEMAYOR AND COUNCIL CODE OF ETHICS

SECTION 106, Northern Municipalities Act 2010

The Council of the Northern Village of Green Lake in the Province of Saskatchewan enacts as follows:

1.That the Council for the Northern Village of Green Lake amend Bylaw 07/2008 being a Bylaw to Adopt a Council Code of Ethics by removing Schedule “A” and replacing with Appendix “A”

2.The code, according to the document attached hereto and marked Appendix "A" and which forms part of this bylaw, shall be the Code of Ethics of the Mayor and Council of the Northern Village of Green Lake.

3. The Appendix shall be provided to each newly elected member for review and signature at the first meeting of council following a general election or in the case of a bi-election at the first meeting of council after the election where the newly elected member is in attendance.

4.This bylaw shall come into force and take effect upon third and final reading.

APPENDIX A

AS A VILLAGE COUNCIL MEMBER:

  1. I WILL be motivated primarily by an earnest desire to serve my community and the people of my community in the best way.
  1. I WILL earnestly try to interpret the needs and attitudes of the entire community majority and minority and do my best to translate them into the municipal program of the village.
  1. I WILL endeavour to attend all Council meetings and to participate to the fullest.
  1. I WILL recognize that the expenditure of village funds is a public trust, and I will endeavour to see that all such funds shall be expended efficiently, economically and in the best interest of the village. I nor any member of my immediate family shall benefit personally from decisions on the expending of village funds.
  1. I WILL not use the village office or any part of the village program, property or assets for my own personal advantage, the advantage of any member of my immediate family or for the advantage of my friends.
  1. I WILL not accept gifts monetary or otherwise, valued at over $200.00 dollars which maybe construed to influence a business decision(s) of council now or in the future.
  1. I WILL disclose and remove myself from any meeting where any conflict or potential conflict of interest involving me, my family or personal acquaintances may influence the outcome of council’s decision or result in personal, immediate family or friend benefiting from a decision of council.
  1. I WILL recognize that authority rests with the council in legal session and not with individual members of the council and that all valid decisions must be made by Bylaw or resolution passed by a quorum of Council.
  1. I WILL do everything possible to maintain the integrity, confidence and dignity of the office of Council Member/Mayor.
  1. I WILL listen to what other council members and other individuals or groups may have to say before making final decisions.
  1. I WILL endeavour to avoid rancour and bitterness, to observe proper decorum and behaviour, to encourage full and open discussions in all matters with my fellow members of the council, to treat them with respect and consideration, and not to withhold or conceal from them any information or matter in which they should be concerned.
  1. I WILL make no disparaging remarks, in or out of the council meeting, about other members of the council or their opinions, but I reserve the right to make honest and respectful criticism.
  1. I WILL abide by majority decisions of the council once they are made, and I will accept and support them so long as I remain a member of the council, but at the time I seek re-election to the council, I shall be free to repeat and support the minority opinion that I upheld when the decision was made.
  1. I WILL not discuss the confidential business of the council in my home, on the street or in my office, the place for such discussion being the council meeting or a committee meeting thereof.
  1. I WILL not abide by instances of harassment or discrimination that may exist in council operations or the village workplace
  1. I WILL endeavour to keep informed on all local, provincial and national government developments of significance.
