1.Confirmation of Minutes

Confirmation of Minutes of the November Monthly Meeting of the Navan Electoral Area Committee held on 12th November, 2012 at 4.30pm in the Council Chamber, Navan Town Council, Townhall, Navan, Co Meath.

The Minutes of the November Monthly Meeting of the Navan Electoral Area Committee held on the 12th November 2012 at 4.30pm in the Council Chamber, Townhall, Watergate St, Navan, Co Meath, were adopted on the proposal of Cllr F. Deane, seconded by Cllr J. Reilly.

2.To consider matters in respect of Protocol Committee in relation to

Planning (in committee)

The Members considered matters in accordance with the Protocol Committee in relation to Planning (in committee).

David Caffrey informed the Members of the reasons for An Bord Pleanala’s decision to refuse the two applications for cinema in Navan.

The Members expressed their disappointment at the decision of An Bord Pleanala.

3.Correspondence & Matters raised by the Area Manager.

The A/Senior Executive Officer alerted the Members to correspondence received from the Local Electoral Area Committee with regards to the review they are undertaking in relation to local electoral areas.

The Members were advised that submissions can be made directly to the Local Electoral Area Committee no later than Friday 25 January, 2013.

4.That Meath County Council and Navan Town Council enter into an agreement pursuant to Section 85 of the Local Government Act 2011 as amended, whereby Navan Town Council agrees to acquire or secure rights over land, including by way of compulsory purchase order, in the administrative area of Meath County Council, to achieve objectives of its development plan in relation to the road known as RT8 and other services in the vicinity of LAP4.

The A/Senior Executive Officer advised the Members that the purpose of this proposal is for administrative reasons only and to avoid duplication of functions between both Meath County Council and Navan Town Council.

On the proposal of Cllr. F, Deane, seconded by Cllr. J. Reilly, it was agreed that Meath County Council and Navan Town Council enter into an agreement pursuant to Section 85 of the Local Government Act 2001 as amended, whereby Navan Town Council agrees to acquire or secure rights over land, including by way of compulsory purchase order, in the administrative area of Meath County Council, to achieve objectives of its development plan in relation to the road known as RT8 and other services in the vicinity of LAP4.

  • Are there any further developments on the arbitration case in relation to Kennedy Civic Space?

The arbitration case has been deferred until March

  • Is there any progress on the leasing of the kiosk on Kennedy Civic Space?

A number of submissions were received last week and these will be evaluated under 3 criteria. Planning permission may also be required.

  • Is there a contingency plan in place for clearing of footpaths if the weather is bad over Christmas?

A/ Area Engineer advised the Members that we have a plan in place should we get hit by bad weather. This includes gritting of footpaths in the town.

  • Parking on St. Finian’s Terrace is still a huge issue and the residents are getting very angry at the situation.

The Area Engineer will look into this and discuss again at the January meeting.

  • People are parking in the set down area outside Beaufort House

This is a matter for An Garda Siochana.

  • The Cathaoirleach made a presentation of a laptop and printer to members of Bohermeen Community Centre, following their recent win in a draw run by the Community & Enterprise Section.
