The Members were advised of the provisions of Part 15 of the LG Act 2001 and the code of conduct for Members, Officials and non-elected Council committee members regarding declarable interests of themselves and of any connected person as set out in the Ethical Framework Document included with the Agenda Documentation.

Item 1.0 Confirmation of Minutes of March 2014 Meeting

Item 3 To Receive a Report and Recommend to the Full Council the Taking inCharge of Woodgrange Estate, Painestown, Drogheda South

Cllr Dillon Gallagher welcomed Mark Harrington from Planning Dept who outlined the process that had been entered into by way of public submission which had completed on 5th April last with no submissions received, The Members agreed the following:

The Members recommended to the full Council the taking in charge of Woodgrange Estate, Painestown, Drogheda on the proposal of Cllr Jimmy Cudden seconded by Cllr Anne Dillon Gallagher.

Item 4.0 To receive a Report on Take-in-Charge Estates from Planning Department

Mark Harrington outlined the details of his report to the Members and answered any questions raised on foot of same and undertook to submit the updated Report for the Members information as follows:

This Report and the Report on Unauthorised Development already circulated were noted by the Members .

Item 5 To receive a Report on the EU (Household Food Waste and Bio-Waste) Regulations 2013 from Environment Dept.

Cllr Dillon Gallagher welcomed Larry Whelan from Environment Dept who outlined for the Members interest the background to these new regulations being rolled-out on a phased basis across the County.

The main points in his presentation were as follows:

·  Seeks to promote the segregation and recovery of household waste and imposes obligations on both Waste Collectiors and Households

·  Roll-out of the programme on a phased basis between 2013/2016 with Ashbourne ,Laytown, Bettystown ,Mornington from 1st July 2014.

·  Awareness campaigns have been arranged with Collectors individually and the Public by way of Information Day on 6th may in Scoil Naiomh Iosa.

·  Recruitment of two Brown Bin advisors to call to schools and households to advise of the service

·  15,000 leaflets being distributed across the locations by CRE

·  Advertisements to be placed with the local newspapers and LMFM Radio.

·  Meath.ie Web-Site to be used to publicise the roll-out programme.

Cathaoirleach Dillon-Gallagher thanked Larry for his informative presentation and the Members welcomed the introduction of these regulations to the East Coast from July 2014 and noted the presentation with any queries arising responded to satisfactorily.

Item 6 To receive a Report on the 2014 Roadworks Programme.

A written Report was circulated to the Members on the proposed road works programme for 2014 and update on NTA Funded Schemes as follows:

Cathaoirleach Dillon-Gallagher thanked Jim Colwell for the updated proposals under the road-works programme for Slane Area in 2014 and the members noted the current position from the previous Meeting

Item 7.To receive a Report on matters raised at the March Meeting

The Report on the issues raised at the March Area Meeting was circulated at the Meeting .The Members discussed the Report with any matters raised satisfactorily responded to by the officials present including mandating the Area Administrator to respond to the request received from Ledwidge Museum Committee as agreed at the March Meeting in line with supporting their request for 25% subvention under their application for funding under the Museum Scheme.

The Report was noted by the Members.

Item 8. Matters raised with the permission of the Cathaoirleach

The Members had no issues to raise under this heading.

Item 9.0 Correspondence /Issues raised

Eugene Farrelly informed the Members of the following correspondence received for information:

1.  Request from Stamullen Cycle Club to run their annual cycle race on 11th to 13th April.

2.  Request from Sandyachting Ireland for their event on Sunday 13th April on Bettystown Beach.

3.  Six Casual Trading Licences were allocated for Beach Traders over the summer months .

4.  Cystic Fibrosis fun-run 10k arranged for 27th April next in the environs of Duleek to Plattin..

5.  Brian Boru procession applied for through Duleek main-street on 4th May 2014.

Item 10.0 To discuss matters in accordance with the recommendations of the Protocol Committee

The Members were advised that no matters arise other than the Report on Planning Enforcement Cases as circulated with the Agenda.

Item 11.0 Date for May Meeting : Wednesday 21st May 2014 -11am

The business of the Meeting having been completed Cathaoirleach Dillon-Gallagher thanked all for their contributions to same. It was agreed that the Members would mark the last meeting of the present committee with a lunch following the May Meeting .
