MINUTES OF THE CLITHEROE TOWN COUNCIL ANNUAL PUBLIC MEETING
HELD AT THE TOWN HALL, CLITHEROE ON THURSDAY 31 MAY 2007

1 INTRODUCTION
The Town Mayor, Councillor David Berryman, welcomed those present.
2 AGENDA
The Town Mayor, Councillor David Berryman, reported that matters could be raised by members of the public at the meeting under Item 4 on the Agenda, ‘Question Time’.
3 MINUTES
The Minutes of the last Annual Public Meeting held on 18 May 2006 were approved and signed by the Chair.
4 QUESTION TIME
Parking Problems
Vicinity of Clitheroe Royal Grammar School Sixth Form Centre
A resident from Pimlico Road presented a petition signed by 66 residents from Pimlico Road, Alleys Green, Spring Meadow, Causeway Croft and Fox Street, requesting that the responsible Authorities, including the Town Council, help to alleviate the problem that local residents are experiencing with students who attend the Sixth Form Centre parking their cars irresponsibly outside their homes, turning Pimlico Road into a race track and depositing litter in their gardens.
She pointed out that many, when approached, are rude and say that they cannot afford to pay the £40 each year to park on their own car park or on the North Street Pay/Display.
Resolved:
(1) That arrangements be made for the Town Council to discuss the matter at their next meeting on 11 June 2007;
(2) That, in the meantime, the Town Clerk be requested to obtain the observations of Ribble Valley Borough Council, and to write to the Headteacher at Clitheroe Royal Grammar School requesting that steps be taken within the school to help resolve the problem.
Planning Application 3/2007/0407
Installation of Ground Mounted Wind Turbine between
Edisford Changing Rooms/Roefield Site And Ribblesdale Pool
A resident from Edisford Road, asked why the Town Council had not consulted local residents on the above application before forwarding their observations to Ribble Valley Borough Council, following consideration at a meeting on
14 May 2007.
Members of the Town Council outlined why they had raised no objections, and pointed out that the final decision will be made by Ribble Valley Borough Council.
Parking Problems on Pendle Road
A local resident drew attention to the problems caused by people double parking on Pendle Road on Clitheroe FC home match days.
Resolved: That arrangements be made for the matter to be included on the agenda for the next Town Council meeting on 11 June 2007.
Friends of Clitheroe Festival
A representative of the Friends of Clitheroe Festival expressed disappointment at the lack of bunting in the town during the recent Festival held over the weekend of 19/20 May 2007.
She also drew attention to the amount of litter in the vicinity of the Skate Park.
The Town Mayor explained that the bunting, which had been throughout the town for some time until recently, had been taken down as it had been felt it was not necessary. However, it is an expensive item to replace, which he understood is funded through the local Chamber of Trade.
With regard to the other matter, Ribble Valley Borough Council is looking to tidy up the Skate Park area.
5 RIBBLE FILM CLUB
‘CLITHEROE CHILDREN’S FILM FESTIVAL 2007’
A copy of a letter received from Bruce Dowles raising awareness of the above event to be held on the weekend 30 November / 2 December 2007 and requesting the Town Council’s support, but not financial support, as all the necessary funding is in place, was circulated at the meeting.
6 PROVISION OF DOG WASTE BINS IN CLITHEROE
The Town Mayor reported that Ribble Valley Borough Council had agreed to provide four additional dog waste bins in Clitheroe, but he was not sure of their precise location.
Members suggested that the Town Council may be able to consider funding the cost of providing extra bins possibly attracting local companies’ sponsorship, if representations were received.
RESOLVED: That arrangements be made for the matter to be discussed at the next Town Council meeting on 11 June 2007.
