CLASS TITLE:UNEMPLOYMENT COMPENSATION PROGRAM SPECIALIST

This is professional work coordinating all phases of a statewide unemployment compensation program.

EXAMPLES OF WORK PERFORMED:

  • Plans and directs a statewide program relating to interstate claimstaking by a local office.
  • Plans and directs a statewide program of special claim functions as required by state and federal law or regulations.
  • Prepares and distributes procedural information on selected technical matters to local offices.
  • Trains technical personnel engaged in specialized work and evaluates their work performance through reports and conferences.
  • Continuously reviews selected unemployment compensation functions to measure effectiveness; develops a system for team and self evaluation.
  • Cooperates with other state level staff members in activities involving selected claimstaking activities.
  • Develops training materials and provides training in specialized areas of local office operation.
  • Participates in validation studies to ensure that selected claims activities are accurately reported and that they meet state and federal standards.
  • Performs related work as required.

  • Knowledge of unemployment compensation law, regulations, policies and procedures.
  • Knowledge of unemployment compensation claimstaking functions.
  • Knowledge of the principles and techniques of effective communication.
  • Ability to collect, evaluate and analyze data relating to unemployment compensation programs.
  • Ability to review unemployment compensation functions to measure effectiveness.
  • Ability to develop training materials and train others.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university and three years of professional experience in an unemployment security program.
  • Professional or nonprofessional experience in an employment security program can substitute on a year-for-year basis for the required college education.
