CLASS TITLE:TELECOMMUNICATIONS SPECIALIST II

ALLOCATION FACTOR(S)

This is work in the control and/or operational maintenance of communications network(s) and includes the resolution of telecommunications problems not resolved using standard operating procedures.

EXAMPLES OF WORK PERFORMED:

  • Receives reports of trouble related to the telecommunications equipment.
  • Uses electronic testing equipment to maintain high quality diagnostic capability in order to solve telecommunications problems.
  • Maintains liaison with the telephone companies used throughout the communication network with regard to proper operation, installation, and maintenance of lines, data phone equipment and associated terminals.
  • Maintains liaison with communication component vendors for proper operation and maintenance of equipment.
  • Repairs and/or installs telecommunications components.
  • Maintains current knowledge of telecommunications systems (hardware and software), modifications and improvements.
  • Assists in training lower level Telecommunication Specialists in the use of testing equipment and standard operating procedures.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of telecommunications principles, equipment, procedures and terminology.
  • Knowledge of data processing equipment, terminology and procedures.
  • Skill in the use of telecommunications test equipment.
  • Ability to diagnose and resolve telecommunication problems.
  • Ability to analyze technical problems and do abstract problem solving.
  • Ability to receive and carry out work assignments in a timely manner.
  • Ability to communicate technical data processing information effectively.
  • Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS

  • A high school diploma or its equivalent and three years of experience in telecommunications, data processing (excluding data entry), electronics or engineering, one year of which must have been in telecommunications; or
  • A bachelor's degree from an accredited college or university with a major in one of the computer sciences, management information systems or electronic engineering.
  • College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required non-telecommunications experience provided such education includes two courses in one of the areas described above.
  • Vocational/technical training in one of the areas described above can substitute at the rate of 720 classroom hours for the year of required non-telecommunications experience.
  • Completion of a vendor supplied program of study of four or more weeks in telecommunications can substitute for one year of the required experience.
