CLASS TITLE:SOCIAL SERVICES COUNSELOR - SES

ALLOCATION FACTOR(S)

This is consultative and administrative clinical social work providing guidance and counseling to clients and/or their families having specialized needs resulting from mental, emotional, medical or behavioral problems.

EXAMPLES OF WORK PERFORMED:

  • Provides statewide maternity and family planning consultation in the public health area.
  • Develops guidelines and procedures for providing social services to families in maternity health and family planning programs.
  • Provides consultation to regional and local health department staffs relative to social services and the coordination of departmental social services.
  • Evaluates patients' usage of family planning programs through field visits.
  • Develops a specialized alcoholic program providing clinical social services activities for treatment of alcoholics.
  • Surveys the need for hospitalization of alcoholics within a region and formulates the institutional alcoholic rehabilitation program.
  • Develops and delivers the appropriate treatment services to the emotionally disturbed.
  • Ensures that subordinates follow through on all phases of diagnosis, treatment and rehabilitation of patients.
  • Participates in unit and ward activities and meetings to coordinate, review and recommend policy and procedures.
  • Handles a selective case load of casework services.
  • Participates in staff development and training programs for social workers and other hospital staff.
  • Interviews patients, clients, and relatives regarding admission procedures, hospital activities and release plans.
  • Assesses individual needs of youth confined to training schools or halfway houses.
  • Prepares performance contracts identifying goals and long and short term objectives for resolution of identified problems necessary for the successful reentry and reintegration of youth into their home community.
  • Provides social and behavioral expertise in the development of treatment plans and management of social services for patients and/or families with psychosocial needs resulting from complex medical problems.
  • Consults with doctors, nurses and other professionals in public and private programs regarding emotional and behavioral problems encountered in the treatment process.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of counseling techniques and practices.
  • Knowledge of the principles and practices of social work, nursing, education or counseling.
  • Knowledge of methods of compiling, organizing and analyzing data.
  • Ability to develop treatment or rehabilitation programs.
  • Ability to develop guidelines and procedures for the delivery of social services.
  • Ability to develop and present staff development and training programs.

MINIMUM QUALIFICATIONS

  • Florida Statute 985 requires any person employed in this class at the Department of Juvenile Justice must:
  • 1. Be at least 19 years of age.
  • 2. Be a high school graduate or its equivalent as determined by the commission.
  • 3. Not have been convicted of any felony or a misdemeanor involving perjury or a false statement, or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person who, after September 30, 1999, pleads guilty or nolo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication. Notwithstanding this subparagraph, any person who pleads nolo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason.
  • 4. Abide by all the provisions of s. 985.01(2) regarding fingerprinting and background investigations and other screening requirements for personnel.
  • 5. Execute and submit to the department an affidavit-of-application form, adopted by the department, attesting to his or her compliance with subparagraphs 1. through 4. The affidavit must be executed under oath and constitutes an official statement under s. 837.06. The affidavit must include conspicuous language that the intentional false execution of the affidavit constitutes a misdemeanor of the second degree. The employing agency shall retain the affidavit.
