This is managerial work assisting a bureau chief in planning, organizing, and directing all major program areas in a bureau. The employee(s) in the position(s) allocated to this class exercise independent judgment in formulating or assisting in formulating policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

  • Assist the bureau chief in the management of the bureau.
  • Prepares and controls the budget for the bureau.
  • Establishes education and training requirements for employees within the bureau in coordination with the training staff.
  • Formulates goals, objectives, policies, and procedures of the bureau; directs, coordinates and controls the activities of each section; makes operational adjustments as needed to achieve agency goals and objectives; makes recommendations to the bureau chief on issues that involve departmental policy.
  • Confers with departmental staff and legislative staff on matters relating to proposed legislation.
  • Performs operational management functions associated with work flow.
  • Reviews and analyzes federal and state legislation and determines the effect on the administration of Florida laws.
  • Proposes legislation and rules that will enable the department to perform its administrative duties more efficiently and effectively.
  • Reviews and analyzes protests and represents the department in conferences, administrative hearings, and court cases.
  • Establishes evaluation criteria for employee performance and administers performance appraisals to subordinates.
  • Coordinates with other state agencies or bureaus to ensure uniformity of operation, conformity with established procedures, and the efficient and effective accomplishment of objectives.
  • Establishes operating procedures and internal controls over programs administered.
  • Serves as a liaison between the department and the Office of the Comptroller, State Treasurer, and banking institutions on deposits.
  • Performs related work as required.
