CLASS TITLE:PURCHASING AGENT III

This is work purchasing a wide variety of specialized and/ or unusual commodities and services including implementing technical or contractual policies and procedures.

EXAMPLES OF WORK PERFORMED:

  • Assists in solving routine problems and brings unusual problems and administrative matters to the supervisors attention.
  • Assists in the planning of work procedures.
  • Maintains vendor contracts/price quotations and issues purchase orders.
  • Confers with department heads to determine unusual commodity needs in terms of quality, quantity, and type of equipment.
  • Maintains vendor mailing lists of eligible vendors and solicits bid proposals from these companies.
  • Prepares complex specifications, legal advertisements, formal bid invitations, contracts, and correspondence regarding purchasing matters of a highly technical or scientific nature.
  • Screens requisitions, purchase orders, bids/contracts, and reports for accuracy and conformance with agency policies and regulations.
  • Purchases a variety of highly technical and scientific equipment and materials.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the principles and practices of purchasing.
  • Ability to apply rules, regulations, policies and procedures relating to the purchasing process.
  • Ability to plan, organize and coordinate work activities.
  • Ability to write bid specifications and bid invitations.
  • Ability to write legal advertisements.
  • Ability to utilize problem-solving techniques.
  • Ability to maintain purchasing records.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university with four courses in business and two years of professional purchasing or procurement experience which involved competitive bidding; or
  • Possession of a Certified Purchasing Manager certificate and one year of experience as described above; or
  • A master's degree from an accredited college or university in business and one year of experience as described above.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
