CLASS TITLE:LABOR, EMPLOYMENT AND TRAINING SPECIALIST SUPERVISOR - SES
ALLOCATION FACTOR(S)
This is work supervising Labor, Employment and Training Specialists or supervising a section responsible for providing technical assistance and program review to contractors who contract with state agencies to provide job training programs and employment placement for underemployed, unemployed and disadvantaged individuals; or for supervising a section which provides assistance and training to minority and disadvantaged contractors to enable their employment in contractual work with a state agency; or supervising a subsection in the Bureau of Labor Market Information. The primary duty of the employee(s) in the position(s) allocated to this class is to spend a major portion of the time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees or to effectively recommend such actions.

- Motivates employees to improve the quality and quantity of work performed.
- Plans work loads, work flows, deadlines, work objectives and time utilization with employees.
- Evaluates employees through establishing evaluation criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met.
- Trains employees in methods for performing an effective and efficient job.
- Communicates on a regular basis with employees both individually and in staff meetings.
- Supervises a section responsible for providing technical assistance and program review to contractors who contract with state agencies to provide job training programs and employment placement for underemployed, unemployed and disadvantaged individuals.
- Directs the work of employees to ensure best use of time and resources.
- Supervises a staff engaged in planning employment and training programs and managing program contracts.
- Supervises Manpower Program prime sponsor monitoring and evaluating activities.
- Supervises the preparation of manpower needs analysis which can provide local, regional and statewide labor market supply and demand information.
- Designs, organizes and evaluates training seminars for Manpower planners and members of Manpower advisory boards and councils.
- Participates in policy discussions and internal planning.
- Establishes the balance of state planning process to forecast long-range manpower trends.
- Supervises staff members who provide guidance, training and technical advice to minority and disadvantaged business contractors.
- Develops and implements procedures for prime contractors who utilize minority or disadvantaged sub-contractors in work let by a state agency.
- Plans and directs statewide programs of industry services to be provided by the local offices.
- Makes evaluations, prepares reports of work performance, and secures agency and employer cooperation in carrying out programs.
- Prepares and distributes procedural information on technical matters to local offices.
- Gives technical guidance and supervises activities of industry services representatives who are engaged in providing personnel management assistance to employers and other types of program work.
- Trains technical personnel engaged in industry services and evaluates their work performance through reports and conferences.
- Provides overall planning for all employment service manpower programs concerned with development and training of adults and youth toward increased work skills and/or gainful employment.
- Participates in the budget process.
- Performs related work as required.
