CLASS TITLE:ENVIRONMENTAL SPECIALIST III

ALLOCATION FACTOR(S)

This is independent professional environmental work coordinating, consulting or assisting in the management of a statewide, division or district program; coordinating or assisting in the development of environmental program policy and/or rule making; or performing other comparable environmental work, including data entry and analysis, training, laboratory work, ecosystem management, program/project budget preparation, report writing or preparation of correspondence.

EXAMPLES OF WORK PERFORMED:

  • Develops proposed rules for water policy and water quality standards.
  • Develops and maintains a statewide public water system inventory.
  • Prepares policies regarding the dredge and fill program and advises district offices regarding implementation.
  • Evaluates hydrogeological impact of projects and activities.
  • Evaluates environmental impact of contaminants impacting the quality of drinking water.
  • Coordinates statewide data collection for federal reports.
  • Serves as technical advisor to management or assists a statewide program manager in developing rules and regulations regarding environmental issues.
  • Coordinates work plans and monitors programs for a segment of a major statewide program.
  • Serves as expert technical witness in legal and administrative actions.
  • Coordinates activities with field offices to process variances and other relief mechanisms.
  • Prepares policies regarding specific environmental programs and advises district offices regarding their implementation.
  • Serves as liaison with other state and federal agencies regarding work plan commitments.
  • Prepares recommendations regarding rehabilitation of hazardous waste sites.
  • Manages all aspects of a program relating to an estuarine or marine sanctuary.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences.
  • Knowledge of data collection and analysis principles and procedures.
  • Ability to collect, evaluate, analyze and interpret scientific or technical data.
  • Ability to prepare technical reports.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.

MINIMUM QUALIFICATIONS

  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering and three years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering; or
  • A master's degree from an accredited college or university in one of the physical or natural sciences or engineering and two years of professional experience as described above; or
  • A doctorate from an accredited college or university in one of the physical or natural sciences or engineering; or
  • Two years of experience as an Environmental Specialist I or higher with the State of Florida.
  • Professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering can substitute on a year-for-year basis for the required college education.
