CLASS TITLE:ASSISTANT CHIEF OF PERSONNEL - DC - SES

ALLOCATION FACTOR(S)

This position performs managerial work assisting in planning and directing all phases of a diversified and comprehensive personnel program. The employee in the position allocated to this class exercises independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

  • Assists by supervising section heads responsible for the department's classification and pay program, employee relations program, performance appraisal program, benefits programs, recruitment and selection program, Affirmative Action/EEO program, payroll employee records and COPES programs.
  • Oversees the development and implementation of personnel policies and procedures for a statewide agency.
  • Interprets personnel rules, policies, and procedures for department management staff and field personnel staff and advises same regarding sensitive personnel problems.
  • Represents the department at personnel meetings, personnel rule hearings, PERC hearings, legislative committee meetings and other meetings of importance to the department.
  • Works closely with department legal staff on complex personnel cases which includes testimony before hearing officers when necessary.
  • Participates in the investigation of general personnel problems such as excessive turnover, recruitment and retention problems, low morale and similar matters; prepares reports for department and state personnel officials concerning personnel issues.
  • Makes recommendations to the agency head concerning approval or disapproval of requests for various personnel actions; prepares requests to outside agencies for the agency head's signature.
  • Monitors regional and institutional personnel programs for compliance with departmental personnel procedures and advises personnel administrators at those levels on implementing local procedures.
  • Identifies training needs of department personnel staff and conducts or ensures that staff conducts appropriate training.
  • Assists in planning and directing the department's recruitment and selection programs.
  • Assists in administering the department's classification and pay program.
  • Assists in planning and directing the department's Affirmative Action and Equal Employment Opportunity programs.
  • Assists in planning and directing the department's employee relations program including representing the department with the unions and in grievance hearings, and overseeing employee discipline and discharge.
  • Assists in planning and directing the department's payroll, insurance, attendance and leave, employee records, and performance appraisal programs.
  • Performs related work as required.
