MONTHLY BOARD MEETING

Citizens Present: Mary Walker, Kevin Henrikson, Jean Arnce, Ashley Stobb, Sam Marwitz, John Welke, Tom Tennyson

Chairman Schroeder called the regular monthly board meeting to order with the Pledge of Allegiance at 6:41 pm.

Clark moved, seconded by Jon to approve the Agenda. Motion carried.

Roll Call: William Schroeder, Jon Conway, Clark Cupery Delmont Molden, Kris Conway.

Open Meeting Law compliance check: Meeting agenda was posted in three locations in the township and Fort BP on October 29, 2015, and the meeting notice was published in the Portage Register Government Meeting Column.

Clark moved, seconded by Jon, to approve the October 5, 2015 Town Board Meeting Minutes as printed. Motion carried.

Clark moved, seconded by Jon, to accept the Treasurer’s Report as prepared. Motion carried.

Old Business

a)  Plan Commission – Sam Marwitz rezoning request presented to the Town Board

Clark Cupery moved, seconded by Jon Conway to deny Sam Marwitz Rezoning request for property located on N9704 County Road CX, Portage, WI 53901 as submitted to rezone 5 acres to RR-1. Motion carried.

Roll Call Vote: Clark no, Jon no, Bill no.

b)  Town Levy for 2016 will stay the same at $139,687.00, approved at the Special Meeting of Electors Meeting tonight preceding this meeting.

c)  Bill and Clark attended the October 14th Columbia County Highway Township meeting. The Reviewed Town’s Passer ratings report. Report will need to be modified to remove the 300’ gravel driveway on Bach Road, once report corrected Bill will sign. Township owns 317 feet on Monthey toward County EE, which will need repair in 2016. Bill is now a member of the County TRIP Committee, next meeting will be November 15th. Township will not be applying for TRIP Funds this year.

New Business

a)  Clark move, seconded by Jon to approve Gardiner Appraisal Service, LLS Assessment Contract. Motion carried.

b)  Clark moved, seconded by Jon to select Option F of the Implements of Husbandry Law via Act 377 requiring no Township resolution or ordinance, with state enforcement. Motion carried.

c)  Clark moved, seconded by Jon to approve an Operator License for Kirsten Cooney’s. Motion carried.

Citizen Input -

a)  Bill will be looking into the culvert hump/bump on Dixon Road.

b)  Discussed numerous truckloads of gravel going to the Enbridge property related to the new maintenance building being constructed.

Communications

a)  Enbridge paid $6.402.38 for the culvert replacement cost. Enbridge has agreed to fix the roads from their building projects in the Spring of 2016.

b)  New Inter Municipal Fire Agreement will be the same as last year, but since the township owns 50% of the jaws-of-life the Town will no longer be charged $50/hour for use of this equipment in the future. Fire administrative fees will be increasing. If a fire call is cancelled and trucks did not leave the station they will only charge out for ¼ of the $310 hourly rate. Volunteer Firefighters hourly pay was increased from $10 to $12 per hour. The four townships will be meeting to review the agreement.

c)  Timber cutting notification was received for John Wilke property.

d)  Received a rezoning request, Plan Commission will be meeting on November 9th to review the application.

e)  Columbia County Zoning will be meeting November 3rd to review the Kluge rezoning.

f)  SHE Letter – Portage Canal WI River to Fox River City of Portage Rehabilitation Project will be conducting a Phase II canal study. Phase 3 and 4 will go all the way to the Fox River. Bill expressed concern regarding the removal of the contaminated soil to insure that it is not dumped in the old land fill site located in Fort Winnebago.

g)  Received an aerial photograph of a property on Dixon Road regarding junk/junk vehicles on the property. Bill will be contacting Columbia County Zoning Department. Clerk will contact Columbia County Health and Human Services.

h)  Divine Hospital acquired the Schultz property and would like to keep the property in the Town of Fort Winnebago.

i)  Currently there is no meeting scheduled with the City to discuss their proposed annexation.

j)  Baseline Chief Inspector Poll worker Training will be held on November 18th.

k)  Town has 4 outstanding building permits.

l)  Have received tax certified letters for MATC and Portage School District.

m)  Jon attended the Adams Columbia County Cooperative Advisory Committee Meeting on October 27th, discussed the cost of service study.

n)  Received the City of Portage News Letter.

Clark moved, seconded by Jon, to pay the monthly bills as listed. Motion carried.
