CAP REGULATION 39-3

Personnel – General
AWARD OF CAP MEDALS, RIBBONS, AND CERTIFICATES
CAPR 39-3, dated 22 Feb 2010 is supplemented as follows:
SECTION I – AWARD NOMINATION PROCEDURES
53. Added. Awards will be presented in a timely manner and not kept for mass presentation at the wing conference. Optimally, awards should be presented immediately upon authorized approval and when receipt of the accompanying certificate or award is received.
a. Added. The NCWG Awards Review Board will accept only correctly completed CAPF120(e) documents recommending members for awards, unless another format is specified by CAPR 39-3. For example the Cadet of the Year is nominated on CAPF58. See CAPR 39-3 Paragraph 10 for procedures for recommending decorations or awards. Only recommendations indicated as approved by the chairperson of the review board will be forwarded to the Wing Commander.
b. Added. Commanders will ensure that the narrative portion of recommendations reflect appropriate justification as specified in the criteria listed for each award before the recommendation is E-mailed to the next approval authority.
c. Added. Commanders will ensure that all items on the e-form contain correct and complete data, including previous awards, level of the award (service at Squadron, Wing, Region or National) and inclusive dates for each prior award.
d. Added. Commanders will ensure that recommendations are E-mailed through appropriate channels to the NCWG Awards Review Board, ATTN: NCWG/DP. The wing command staff is not to be copied on submissions of award recommendations.
e. Added. The Chain of Command will be followed in the submission of the award nominations. Unit Commanders/Awards Boards will have the selection narrowed to 1 nomination in each category and will submit their nominations to the Group Commanders not later than 45 days before the NC Wing Conference. The Group Commanders/Awards Boards will have the selection narrowed to 1 nomination in each category and will submit their nomination to the Wing Personnel Officer by 30 days before the NC Wing Conference. The Wing Personnel Officer will log the nominations with NC Wing Action numbers and forward the nominations in each category to the Wing Awards Review Board. The Wing Awards Review Board will recommend/not recommend approval and forward to the Wing Personnel Officer. The Wing Personnel Officer will forward the recommended nomination to the NC Wing Commander for approval and forwarding.
f. Added. In the event the Wing Conference is moved to a distinctly different time frame, the Wing Commander reserves the right to specify due dates accordingly.
g. Added. The Wing Personnel officer will provide each originator a response that the recommendation was received and the wing action log number assigned to the recommendation. If a recommendation is returned to the originator, for any reason, all
followup queries will be sent to the Wing Personnel Officer and will reference the wing action log number assigned to the original request.
h. Added. The deadline for submission of recommendations, through channels to NC Wing HQ, for awards to be presented at the Annual NC Wing Conference, including all “Of the Year” awards is 30 days prior to the Wing Conference. The Wing Personnel Officer will announce the specific deadline annually through channels. No recommendations will be accepted after this date.
i. Added. The sequential timing deadlines for submission of nominations, unless otherwise specified by the Wing DP, are:
1. Added. Units to Groups – no later than 45 days before the Wing Conference
2. Added. Groups to Wing DP – no later than 30 days before the NC Wing Conference
3. Added. Wing to Region – no later than 15 February (following year)
4. Added. Region to NHQ – no later than 15 March (following year)
5. Added. NHQ Selection Board to National Commander/National Executive Director – 15 April (following year). To ensure all nominations are forwarded to the highest qualifying level, Commanders will ensure the CAPF 58’s/120’s, CAPF 58’s and/or letters of nominations are addressed as follows:
If the nomination is to go to Wing, Region and National for consideration at all 3 levels, the 58’s/120 should be addressed:

54. Added. According to CAPR 39-3, the Cadet of the Year Award is selected in a different manner than other of the Year Awards. Paragraph 24. b. and 24 c. require that a 7 member Wing Selection Board be established for the selection of this award.
a. Added. The NC Wing Personnel Officer will appoint 7 members to the Wing Selection Board which will consist of the following:
- Director of Cadet Programs who will serve as Chairman
- 3 current members of the Awards Review Board
- Wing Liaison Officer or NCO
- 2 additional members
- Note – of the above board members, 2 must be females
b. Added. Unit Commanders/Awards Boards will have the selection narrowed to 1 Cadet of theYear nomination and will submit their nominations to the Group Commanders not later than 45 days before the NC Wing Conference. The Group Commanders/Awards Boards will have the selection narrowed to 1 Cadet of the Year nomination and will submit their nomination to the Wing Selection Board no later than 30 days before the NC Wing Conference.. The Wing Selection Board will have the selection narrowed to 1 Cadet of the Year nomination and submit their recommended nomination to the Wing Personnel Officer no later than 20 days before the NC Wing Conference. The Wing Personnel Officer will log the awards with a NC Wing Action numbers and forward the nomination to the Wing Commander for approval and forwarding.
c. Added. In the event the Wing Conference is moved to a distinctly different time frame, the Wing Commander reserves the right to specify due dates accordingly.
55. Added. A reference guide to the CAP annual awards program is provided in Attachment 1. This is for reference only. In the event of conflict between the reference guide and the base regulation, the requirements of the base regulation will prevail.
