ORDINANCE 104C

METERED WATER AND SEWER UTILITY RATES & METHOD OF COLLECTING CHARGES

The City Council of the City of Wanamingo, Goodhue County, State of Minnesota ordains as follows:

Section 1: The monthly water and sewer rates for metered water and sewer utility service are hereby established:

Water per 1,000 Gallons Sewer per 1,000 Gallons Debt Service - Water

$ 1.25 $ 3.75 $30.00

Section 2: Charges:

A. A statement of charges shall be rendered monthly. If payment of charges is not received at City Hall or the local bank by the end of the business day of the 25th of each month, a penalty of 10% will be added to each charge on the statement. In addition, a penalty fee on unpaid penalties will be charged for each month the penalties are not paid.

B.  If the statement of charges is not paid and a period of sixty (60) days or two (2) months’ service pass, the City will send a certified notification of service disconnection pending non-compliance of payment in full by the date specified in the notification.

C.  Upon certified notification for non-compliance, whether signed for or not, the property owner will be responsible for full payment of the statement amount plus applicable disconnect and reconnect fees within five (5) business days of the date on the certified notification. Failure to pay all charges and fees will result in service disconnection.

D.  Disconnect/reconnect fees:

$35.00 - Disconnect fee to physically disconnect the services at a location.

$35.00 - Reconnect fee to physically reconnect the services at a location.

$15.00 - Administrative fee for disconnect and/or reconnect.

E.  All requests for service shut-offs will be charged applicable disconnect and/or reconnect fees, as well as, the monthly debt service rate.

F.  The State of Minnesota requires the City to charge a water user connection fee. The fee was charged one time per year. The fee will be charged at a monthly rate of .54 per month beginning with the July billing.

G.  All accounts with past due balances as of October 25th of each year, shall have these amounts certified to the Goodhue County Auditor/Treasurer’s Office for collection with the following year’s property taxes.

Section 3: The City’s recorded property owner for which the water and sewer service has been provided shall be responsible for the payment thereof.

Section 4: This Ordinance shall be in full force and effect from and after its publication as provided by law.

Section 5: All ordinances and parts of ordinances that conflict herewith are hereby repealed.
