CALL TO ORDER: Mayor Holmes.

PRESENT: Council: Ryan Holmes, Larry VanDeWalker, Stuart Ohr, Jeremiah Flotterud, and Eric Dierks

City Administrator: Michael Boulton & Deputy City Clerk: Karen Masters

ABSENT: None

ALSO PRESENT: Alicia Hunt-Welch – Zumbrota News Record, Terri Lenz - Kenyon Leader, Monty Schaefer, Brandon Theobald - WHKS, Andy Zelinskas - WHKS, and Goodhue County Deputy Mike Ayres.

ADOPT AGENDA: Dierks motioned to adopt the agenda, seconded by Ohr. Passed 5-0-0.

CONSENT AGENDA: VanDeWalker motioned, seconded by Flotterud. Passed 5-0-0.

PRESENTERS:

A) Monty Schaefer reported on:

1) Grader and Pay Loader prepared for winter season including new cutting edges and greasing completed

2) Christmas lights put up on Main Street light poles

3) Medical Center outdoor lights replaced - all five now working

4) Salt/Sand mix delivered by County - pile was full to start season

5) Main Street benches and garbage cans put away for winter season

6) Working on repairs to nature trail tree identification signs that were damaged by vandalism last winter

7) Built and installed a new screen door at the Riverside Park Screened Shelter

8) Leaf Collecting wagon and Street Sweeper cleaned up and stored for the winter

9) Looking at pricing for a wood chipper for future purchase - $3,000-$6,000

10) Plowed Snow on 12/11/2016 & Salt/Sanded roads twice

B) Brandon Theobald - WHKS spoke on:

1) Presentation on the recently completed Wanamingo Pavement Management Plan

2) The documents are tools meant for planning and budgeting purposes, not the actual year by year plan

3) All roads and alleys were rated 1-10 utilizing the Paser Rating

4) WHKS worked with City Staff to assess street conditions and identify other infrastructure needs

5) Based on rating a 10-year Plan was put together with a total cost of $1,550,000

6) Crack Sealing of $371,000, Mill/Overlay of $545,000, and Non-Essential Gravel Roads of $634,000

7) Estimated costs did not include other infrastructure needs such as sanitary sewer, water, and storm water upgrades

8) 1st of phase of Mill/Overlay was discussed as possibly occurring in 2017

9) 1st Phase includes finishing the second asphalt lift in the Emerald Valley Sub-Division (5th Street, 3rd Street, & Ruby Court) for rough estimate of $100,000, repairing 5th Street road waves caused by settling for a rough estimate of $25,000, and lowering the manhole on Nelson Drive for a rough estimate of $5,000

10) Council instructed WHKS to start working on feasibility study for January to include Phase 1 items listed above, with those possibly effected by assessment to be invited for an informal meeting

NEW BUSINESS:

RESOLUTION:

Public Hearing - Mayor Holmes opened the 2017 Budget & Levy Public Hearing at 7:58PM. Administrator Boulton gave a run through of the Preliminary/Proposed 2017 Budget along with providing a written Memo. No Public Comments Offered. Mayor Holmes closed the public hearing at 8:11PM.

16-061 = Adopting Final 2017 Budget: Dierks moved to approve, Seconded by Flotterud. Passed 5-0-0.

16-062 = Certifying Final Tax Levy for 2017: VanDeWalker moved to approve, Seconded by Dierks. Passed 5-0-0.

16-063 = Approving Fire Department Budget & Township Budget Contract Allocation Formula for 2017: Flotterud moved to approve, Seconded by Dierks. Passed 5-0-0.

16-064 = Approving Licenses (Cigarette & Liquor) for 2017: Ohr moved to approve, Seconded by VanDeWalker/ Passed 5-0-0.

16-065 = Adopting 2017 1st Quarter Maintenance Work Plan: VanDeWalker moved to approve, Seconded by Ohr. Passed 5-0-0.

16-066 = Approving Smith Schafer Engagement Letter for 2016 Audit: Dierks moved to approve, Seconded by Ohr. Passed 5-0-0.

16-067 = Approving Building Inspection Agreement Extension with Goodhue County: VanDeWalker moved to approve, Seconded by Flotterud. Passed 5-0-0.

16-068 = Adopting the Goodhue County All-Hazard Mitigation Plan: Flotterud moved to approve, Seconded by Dierks. Passed 5-0-0.

Ordinance #176 - 2017 Fee Schedule – 1st Reading – Administrator Boulton went over the recommended changes from 2016 Fee Schedule for the proposed 2017 fee schedule including increasing the garbage Fee from $13.00/month to $13.50/month, and the Recycling Fee from $1.75/month to $2.75/month.

OLD BUSINESS:

A memo was provided by Administrator Boulton regarding the November discussion on the solar garden energy purchasing proposal by Solar Stone. An additional proposal was provided by Innovative Power Systems since the November meeting. The Council discussed the potential savings, the length of the proposed agreement, possible technology changes over 25 years, and green energy connotations. Consensus of the Council were concerns for the 25 year duration of the proposed agreement, concerns that proposed savings would not work out, and not being sold on the 'green energy' sales pitch for this specific project. The Council instructed the Administrator to let SolarStone and Innovative Power Systems know that the City is not interested in the proposals.

Council Member VanDeWalker inquired as to the status of the City of Wanamingo/Kenyon joint letter and similar resolutions to the Zumbrota/Mazeppa School Board on the bussing issue. The City of Kenyon passed their resolution last week. Administrator Boulton has been working with Kenyon Administrator Vahlsing to coordinate the letters and timing of delivery. Council Member VanDeWalker also inquired about the proposed entrance sign. The money for the sign/anchoring is in the place. The final design for the sign will be completed during the winter. The final sign design and placement will be brought to the Council before placed. City maintenance staff have been volunteered to install the sign in the spring.
