City Council Regular Meeting

CALL TO ORDER: Mayor Holmes.

PRESENT: Council: Ryan Holmes, Larry VanDeWalker, Jennifer Berquam, Jamie Majerus, and Todd Kyllo

City Administrator: Michael Boulton & Deputy City Clerk: Jean Rugg

ABSENT: None

ALSO PRESENT: Alicia Hunt-Welch – Zumbrota News Record, Monty Schaefer, and Brad Kennedy.

ADOPT AGENDA: VanDeWalker motioned to adopt the agenda, seconded by Kyllo. Passed 5-0-0.

CONSENT AGENDA: Majerus motioned, seconded by Berquam to consent. Passed 5-0-0.

PRESENTERS:

A)  Monty Schaefer & Brad Kennedy reported on:

  1. Filled potholes with cold mix on warmer days
  2. Trimmed Trees around town that were hanging well into the street, including the West side of the 300 Block on Main Street
  3. Purchased and installed a carbon monoxide detector in the Community Center – mainly for use of overnight scouting events
  4. Aluminum cans for recycling wagon taken to Red Wing
  5. Streets have been swept two times
  6. Skid Loader, Loader, Dump truck, and mowers (blades sharpened) oil changed and serviced
  7. Faded Stop signs replaced on Beverly and 3rd Street Intersection
  8. Future Sign(s) should be considered – yield and stop signs – at Beverly Street /Nelson Drive, West Ave/3rd Street W, West Ave/4th Street W, and 3rd Ave/9th Street. City should also budget for faded Street Sign and Main Street No Parking Sign replacement in 2016
  9. Took Down EDA Cenex Addition “Lots For Sale” signs – most of the lots have been sold along with sign posts rotting out
  10. Brad Kennedy completed his Pool Operator License and is now a Certified Pool Operator

NEW BUSINESS:

RESOLUTION:

15-020 = Approving Consent to Assignment of Contract for Private Development Between the City of Wanamingo, Maple Island Inc., and Wells Fargo Bank, National Association: VanDeWalker moved to approve, Seconded by Majerus. Passed 5-0-0.

15-021 = Approving New Hires for the Wanamingo Fire Department: Berquam moved to approve, Seconded by Majerus. Passed 5-0-0.

15-022 = Amending the Terms of a Loan to Byron Nesseth and Authorizing the Execution and Delivery of Documents Related Thereto: Kyllo moved to approve, Seconded by VanDeWalker. Passed 5-0-0.

15-023 = Authorizing Sewer Plant Blower House Roof Replacement and Repairs to the Bar Screen/Sampler Building Roof to Be Completed Utilizing Low Quote: Berquam moved to approve, Seconded by Kyllo. Administrator Boulton went through an explanation of the project information that was also submitted to the Council through a Memo at the meeting. Passed 5-0-0.

15-024 = Approving City Hall Technology Upgrades Utilizing Best Value: Majerus moved to approve, seconded by VanDeWalker. Administrator Boulton went through and explanation of the proposed project information that was also submitted to the Council through a Memo at the meeting. Passed 5-0-0.

15-025 = Approving an Extension of the Service and Rental Agreement with Hasler for the City of Wanamingo Postage Meter: Berquam moved to approve, seconded by Kyllo. Passed 5-0-0.

15-026 = Approving City Riverside Park Screened Shelter Roof Replacement: Majerus moved to approve, seconded by Berquam. Administrator Boulton gave an explanation of the two quotes submitted. The quotes were within $129.16 (Gary Floan Quote cheaper) but had one significant difference – Jason Bauer Construction proposed placing 4’ x 8’ OSB sheet down on the roof while Gary Floan proposed to utilize 2” x 4” pieces of wood to fasten the steel to the ¾” wood roof currently in place. Administrator Boulton recommended the Jason Bauer Construction proposal for future sound reduction with overall better value. Passed 5-0-0.

OLD BUSINESS:

Public Hearing on Ordinance #168 – Mayor Holmes opened the public hearing at 7:30PM. Administrator Boulton explained that the proposed ordinance dealt with prohibiting the burning of certain materials, open burning without a permit, but not addressing any recreation fires. Administrator Boulton spoke with Marcstone Inc. and they had no objections to discontinuing commercial burning at their property through the language of the proposed ordinance changes. No other public opinion was offered. Mayor Holmes closed the public hearing at 7:35pm.

Ordinance #169 Authorizing and Regulating the Conduction of Open Burning within the City of Wanamingo – 2nd Reading – VanDeWalker moved to approve, seconded by Kyllo. Passed 5-0-0.

A discussion took place regarding the condition of Mingo View Drive. Administrator Boulton asked if the Council wanted estimates from the Cenex Addition 4th contractor for patching section on top of the hill that is failing. Council members agreed to have an estimate provided for May with the expectation of no money being spent on Mingo View Drive until the Council had consideration. The policy discussion that was discussed was continuing repairs to a road that was privately funded on a public right-of-way or exploring the construction of an engineered publicly funded road through the assessment process in the future.

Council Member Majerus requested Administrator Boulton to contact Wanamingo Township about the current washboard condition of 440th Street. The City and Wanamingo Township have a maintenance agreement in which the City can request maintenance be completed. The costs are divided equally and the City is billed on a yearly basis.

Adjourn: At 7:37 PM a motion to adjourn the meeting to tour the Wanamingo secondary well house and Wastewater Treatment Facility made by Majerus and seconded by Berquam. Passed 5-0-0.
