Purpose of Housing Programs Supervisor

Under the supervision of the Director of Housing Assistance Programs, the Housing Programs Supervisor leads assigned staff; performs supervisory/team leader functions related to lease up activities, eligibility determinations, correct subsidy calculations and serious program violations; ensures good customer service; trains, monitors, guides, and evaluatesstaff; coaches, counsels and initiates and documents progressive disciplinary action as necessary to ensure the efficient and effective operation of the Housing Assistance Programs Department. Plays a key role in following and achieving Spokane Housing Authority’s mission, values, and vision.

Essential Duties and Responsibilities

  • Supervises Eligibility Specialists as “a hands-on floor supervisor” including: ensure timely, professional customer service; documents and directly handle team member’s poor performance in a straight forward, progressive fashion; ensure equitable work distribution among staff; and is readily available to employees to ensure program efficiency.
  • Monitors and ensures annual reexaminations, interims, rent calculations, and eligibility determinations are completed accurately and timely.
  • Plays a key role in achieving high SEMAP scores.
  • Supports the management team’s sense of collective ownership for overall organizational success by working as an active team member with SHA management.
  • Actively engages in a continuous improvement process and professional development efforts, including the leadership required for systems change to promote efficiencies.
  • Investigates serious program violations, program fraud complaints, reviews overpayments, issues determinations, issues repayment agreements and tracks payments.
  • Responds to property owner and participant questions and concerns in a timely fashion, including the facilitation of resolution with participant/staff and participant/property owner concerns and issues.
  • Conducts and documents staff training, individually and as a group.
  • Timely completes thoughtful, useful performance evaluations with specific, accurate feedback and mutually develops work plans with staff while clearly explaining performance expected to meet their job requirements.
  • Performs eligibility specialist duties as necessary and carries caseload as assigned which includes following detailed regulatory and agency procedures such as collecting documentation, interviewing, calculating financial information, assembling verified information for all participant files, including initial eligibility, moves, interim changes, recertification, and portability functions.
  • Prepares management/special reports as directed.
  • Timely apprises the Director of Housing Assistance Programs of issues and challenges.
  • Coordinates the intake processing of new admissions.
  • Facilitates the timely issuance and monitors holds on housing assistance payments.
  • Ensures proper utilization rates for Housing Assistance Programs.
  • Reviews client terminations for approval and completes dead file process as required.
  • Completes reasonable accommodation determinations within SHA and HUD standards.
  • Assists other staff with assignments as necessary, and performs other related duties as required or assigned.

Knowledge of:

  • Housing Choice Voucher Programs and other housing assistance programs.
  • Eligibility determination practices and procedures.
  • Fair Housing and the Landlord/Tenant Act.
  • Various computer systems and programs, including Microsoft Office products, and database programs.

Acceptable Experience and Training

High school diploma or GED equivalency is required with three years of experience in a related field and two years of supervisory experience.

Preference is given towards a bachelor’s degree in a relevant field.

Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of a Housing Programs Supervisor.

Must have an acceptable credit history, and have and maintain a valid driver's license, reliable transportation, satisfactory driving record, and adequate insurance coverage according the SHA’s policy and insurer.

Essential Physical Abilities

Physical demands include using hands to finger, handle or feel and talk or hear. The employee is frequently required to stand, walk or sit. The employee is occasionally required to reach, climb or balance, stoop, kneel, crouch, crawl or lift. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, and distance vision. The use of computer and adding machine is essential to job performance.

Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively in person and on a telephone.

Work is primarily sedentary in nature. The work environment noise level is usually moderate. The employee can be exposed to outside weather conditions.

Must be able to fully function in a drug-free environment: history free criminal/drug felony convictions.
