Consolidated Plan & Adjacent Units of Local Government Survey

The following survey was prepared by the City of Newark, Community Development Department, in accordance with guidelines established by the U.S. Department of Housing and Urban Development. This information will be very useful to the City when making funding allocations for Community Development Block Grant funds.
The Consolidated Plan identifies Newark’s housing, homeless, and community development needs for very low, low and moderate-income citizens. It also establishes goals, priorities, strategies and an annual action plan for addressing those needs. Newark’s Consolidated Plan will address needs and set funding priorities for Federal Fiscal Years 2010 through 2015.
Please return the completed survey via e-mail to no later than September 4, 2009. Please add any comments that you feel are necessary at the bottom of each question.

The following definitions may help you better understand the survey questions:
Very low income: a household whose total annual household income does not exceed 30% of the area median income.
Low Income: a household whose total annual household income does not exceed 50% of the area median income.
Moderate income: a household whose total annual household income does not exceed 80% of the area median income.
The chart below shows the income limits for the Community Development Block Grant program in Newark as of March 19, 2009. The chart is divided into very low-income (30%), low-income (50%) and moderate-income (80%) households.
