JOB RESPONSIBILITIES:

Works under the direct supervision of the City Engineer. Work includes design and preparation of plans, specifications, cost estimates and contract documents for Public Works projects, reviews plans submitted for compliance with City regulations and makes recommendations to the City Engineer, field inspection of construction, and issues and approves permits. Represents the City Engineer during the engineers absence, supervises other engineering personnel and performs other related duties as required by the City Engineer.

QUALIFICATIONS

Must have a working knowledge of mathematics, surveying, drafting and design, and construction related to civil engineering and public works. Ability to explain engineering principles orally and in writing. Ability to direct others in the completions of projects. Ability to walk on uneven surface, work outside in inclement weather, bend and carry engineering equipment. Must be a high school graduate or equivalent with a college degree preferred and five years experience in civil engineering and construction basic knowledge of computers.

CHARACTERISTIC DUTIES

Under the direction of the City Engineer prepares plans and specifications with costs estimated for public bidding.

Reviews plans submitted to the City for compliance with City Regulations.

Makes oral and written commutations to citizens and public officials.

Review and issue permits.

Inspection of construction projects.

Assists the City Engineer in the daily operation of the department and represents the City Engineer in his absence.

Recommend Capital improvements projects, assists in budget preparation.

Performs related duties that may be required by the City Engineer.

Work safely without presenting a direct threat to self or others and to have knowledge of and compliance with OSHA regulations connected with job responsibilities.

KNOWLEDGE SKILLS AND ABILITIES

Knowledge of civil engineering principles and practices, design and construction methods and materials, cost projects methods, standard construction inspection procedures, supervisory principles and practices, principles of personnel management, budgetary development methods public works administrative policy and procedures, and office practices and procedures.

Aids the City Engineer in the development of engineering plans, specifications comprehensive plans and specifications for construction projects. Analyzes engineering plans, specifications, supervises engineering personnel, and maintains friendly working atmosphere. Ability to express oneself both orally and in writing. Identifies improvements needs and makes recommendations.
