Control Measure: 0: Administration of Stormwater Program

Description:Administration of Stormwater Program.

BMP: 0.1 - Overall administration of the Stormwater Program, including coordination between departments, evaluation of the program, preparation of the annual report and updates to the program.

Description/Strategy: The Stormwater Program for the City of Manassas Park includes this Registration Statement under the General Permit for Discharges for Small Municipal Separate Storm Sewer Systems (January 2009) and all documents, policies, ordinances and procedures specified in the Registration Statement and any documents, policies or procedures necessary to implement the programs listed in the Registration Statement.

The City of Manassas Park will update and implement the MS4 Program including BMP actions to achieve the goals described in the Program.In addition, the City of Manassas Park will evaluate the MS4 Program for weaknesses or limitations with regard to the WLA associated with sediment in Bull Run. Implementation of a Stormwater Ordinance will be pursued by December 2009.

Schedule:An Annual Report will be prepared and submitted to the Department of Conservation and Recreation by October 1 for the reporting period July 1 through June 30. An evaluation of the program will take place using the Annual Report as a base to develop additions or modifications for the following year.

Implementation of a Stormwater Ordinance will be achieved by December 2009.

The MS4 Program Plan shall be updated to reflect the Bull Run WLA for sediment by December 2009.

Measurable Goals:The Annual Report must be completed and submited by October 1. The Program Evaluation should be completed within 2 months following the completion of the Annual Report.

Evaluation Method:Evaluation will be based on the "MS4 Program Evaluation Guidance" document, prepared by EPA, as applicable to General Permit communities.

Responsible Party:The Stormwater Program is administered by the Department of Public Works. The City Manager is responsible for providing the appropriate certification for any required documents.

Description:Administration of Stormwater Program.

BMP: 0.2 - Implementation of Funding Source

Description/Strategy: The Stormwater Program for the City of Manassas Park will continue to implement a dedicated funding source for the program, based on a utility fee concept.

Schedule:Implementation of the utility fee is scheduled for July1, 2009.

Measurable Goals:Implementation of the utility fee: July 1, 2009

Evaluation Method:Evaluation will be based on the adequacy of the funding mechanism for funding the Stormwater Program.

Responsible Party:The Funding Implementation is the responsibility of the Department of Public Works, in conjunction with the Treasurer's Office, the Commissioner of the Revenue and the Department of Finance.

Control Measure: 1: Public Education and Outreach on Stormwater Impacts

Description:Implement a public education program to distribute educational materials to the community or conduct equivalent outreach activities about the impacts of stormwater discharges on water bodies and the steps that the public can take to reduce pollutants in stormwater runoff.

BMP: 1.1 - Stormwater education during after school programs run by the Parks and Recreation Department

Description/

Strategy:Use of "Keep America Clean" coloring book series for younger children. Every week an environmentally associated issue is discussed with the children. Stormwater issues are included. Special emphasis on sediment discharge will be carried throughout the program (Bull Run WLA).

Measurable Goals:Discuss at least one stormwater session for each child enrolled in program.

Evaluation Method:A knowledge check is conducted before and after each class to determine the increase in knowledge of the children in the class.

BMP: 1.2 - Distribute Stormwater related literature at Park and Recreation Department events (such as National Night Out and Fall Festival), at Building and Code Enforcement Office and at Public Works Department.

Description/

Strategy:Brochures such as "After the Storm" are used, as well as "Keep America Clean" coloring books. Stormwater related stickers are also distributed to children at events.

BMP: 1.3 - Participate in regional Clean Water Partners Program through the Northern Virginia Regional Commission.

Description/Strategy:Clean Water Partners produces print and radio/TV spots to educate Northern Virginias about stormwater pollution. Participation in the program will present the same message to the entire region.

Description:At a minimum, comply with applicable state, tribal and local public notice requirements when implementing the stormwater management program.

BMP: 2.1 - Storm Drain Marking Program

Description/Strategy: Storm drain markers are installed on all curb inlets in the City of Manassas Park by At-Risk-Teens (through the Department of Parks and Recreation Program) and by the Boy Scouts. Missing markers will be replaced.

Existing Ordinances, etc.:None

Schedule:All curb inlets have markers placed as of December, 2009.

Measurable Goals:All curb inlets shall have markers attached.

Evaluation Method:Spot checks throughout the city will be conducted to identify the longevity of the markers.

Responsible Party:The placement of markers is the responsibility of the Department of Public Works.

Description/Strategy: Public hearings will be conducted for all Stormwater Program Regulations and Ordinances, in accordance with local and state public notice requirements.

Description/Strategy: The Stormwater Management Program documents will be made available through various means:

i.Press releases

ii.Announcements in public meeting

iii.Availability on the City of Manassas Park web site

iv.Copies available upon request

These documents include the Registration Statement and the Annual Reports.

Description:At a minimum, comply with applicable state, tribal and local public notice requirements when implementing the stormwater management program.

BMP: 2.4 - Clean Up Days

Description/Strategy: The City of Manassas Park sponsors Clean Up Days and Hazardous Waste Disposal Days for citizens to properly dispose of bulky trash, debris and hazardous waste. Clean Up Days are scheduled in the spring. Residents may place debris or bulky trash at the curb for collection. Twice a year, Hazardous Waste Disposal Days are hosted, during which residents may take hazardous waste to designated sites for disposal.

Schedule: Hazardous Waste Disposal Days are scheduled twice a year. Clean Up Days are scheduled every spring.

Measurable Goals:The amount of waste collected is recorded.

Evaluation Method:Analyze trends in data.

Description:Develop, implement and enforce a program to detect and eliminate illicit discharges.

BMP: 3.1 - System Inventory

Description/Strategy: The City of Manassas Park maintains an inventory of storm sewers, stormwater facilities, sanitary sewers and water lines within the City of Manassas Park. This inventory will be kept up to date and will be modernized through the use of GIS systems and asset management systems, as appropriate.

Schedule: The current utility inventory is updated yearly.

Measurable Goals:Updates are completed within a year.

Evaluation Method:Information on new plans is included in data within a year.

Responsible Party:Inventory of utility systems is the responsibility of the Department of Public Works, in conjunction with the IT Department.

Description/Strategy: The City Code of Manassas Park contains codes prohibiting discharge of contaminants to the storm sewer system.

BMP: 3.3 - Sanitary Sewer Leaking and Overflows

Description/Strategy: The City of Manassas Park is proactively addressing the aging sanitary sewer system to minimize pipeline breaks and leaking.

City Code Chapter 25 - Water, Sewers and Sewage Disposal

Schedule: Over 26,000 linear feet of sanitary sewer was relined in 2006 and 2007. Additional relining of the sanitary sewer system will continue over the next 5 years.

Measurable Goals:15,000 LF relined in calendar year 2009

Remaining 10,000 LF relined in calendar year 2010.

Evaluation Method:Actual LF of sanitary sewer lines relined meets or exceeds planned

Responsible Party:Relining of sanitary sewer lines is the responsibility of the Department of Public Works.

Description:Develop, implement and enforce a program to detect and eliminate illicit discharges.

BMP: 3.4 - Illicit Discharge Investigation

Description/Strategy: Reported cases of illicit discharge are investigated by the Department of Building and Code Enforcement. Appropriate action is taken to alert proper authorities (such as Fire Department, DEQ, etc.) Follow up action is taken as appropriate.

Schedule: Continuous

Measurable Goals:All reports of illicit discharges are investigated within 24 hours.

Evaluation Method:Analysis of reported discharge to identify trends in location or frequency.

Description:Develop, implement and enforce a program to detect and eliminate illicit discharges.

BMP: 3.5 - Waste Oil Collection

Description/Strategy: Waste oil is collected at the City Garage. Residents may drop off used oil at the garage during normal working hours. Other departments also drop off waste oil at the City Garage (Parks and Recreation, School Board).

Schedule: Continuous

Measurable Goals:The amount of waste oil recycled increases as residents become aware of the service.

Evaluation Method:Amount of waste oil dropped off is recorded.

Responsible Party:Operation of the City Garage and recycling of waste oil is the responsibility of the Department of Public Works.

Control Measure: 3: Illicit Discharge Detection and Elimination

Description:Develop, implement and enforce a program to detect and eliminate illicit discharges.

BMP: 3.6 - Citywide Observation of Storm Drainage System to Detect Illicit Discharge

Description/Strategy: As part of general duties of staff of the City of Manassas Park, any evidence of discharge to the storm sewer system is identified and reported to the Department of Public Works or Building and Code Enforcement. This involves Police Department, Fire and Rescue Department, Parks and Recreation Department, Public Works Department, Planning Department and Building and Code Enforcement Department. Awareness of this job function is planned to be reiterated in the training component of Control Measure 6.

Schedule: Reporting suspected discharges is in place. Training program will reiterate the duties of this job function.

Measurable Goals:All staff receive information about and are aware of this job function.

Responsible Party:Information dissemination is the responsibility of the Department of Public Works. Report investigation is shared by the Department of Public Works and the Department of Building and Code Enforcement.
