Monthly City Meeting

November 19, 2007

Mayor Holsclaw opened the meeting at 7:32 pm. The meeting was held at Springdale Presbyterian Church. Mayor Holsclaw, Commissioners Jay and Streit, City Clerk Albrecht, City Treasurer Alvey and City Engineer Trautwein were present. Commissioner Coomer arrived late. Commissioner Crockett and City Attorney Chauvin were not present.

MEETING MINUTES

Minutes of the September meeting were reviewed. Mayor Holsclaw made a motion to approve the minutes. Commissioner Jay seconded the motion. All were in favor.

TREASURER’S REPORT

Andy Alvey prepared the treasurer’s report and reviewed it with the Commission. Commissioner Jay made a motion to approve the treasurer’s report pending audit. Commissioner Streit seconded the motion. All were in favor.

ORDINANCES - BILLS FOR PAYMENT

Andy Alvey presented the bills for the month of November. Mayor Holsclaw made a motion to pass the ordinance to pay the bills. Commissioner Jay seconded the motion. All were in favor.

Linda & Mike Locke

Mayor Holsclaw invited Linda & Mike Locke to speak. They explained that they have purchased the property at 3509 Barbour Lane and presented the Commission with plans for their renovation of the property which among other things included the addition of an RV garage. After some discussion, including a recommendation of approval from City Engineer Trautwein, Commissioner Streit made a motion to approve the plans. Commissioner Coomer seconded the motion. All were in favor.

Brian Frederick

Mayor Holsclaw invited Brian Frederick to speak. Mr. Frederick presented the Commission with renovation plans which included the addition of a new RV garage on his property located at 3501 Foxglove Lane. After some discussion, including a recommendation of approval from City Engineer Trautwein, Commissioner Streit made a motion to approve the plans. Commissioner Coomer seconded the motion. All were in favor.

Sandi Sansbury

Mayor Holsclaw invited Sandi Sansbury to speak. Mrs. Sansbury introduced herself to the Commission and presented her resume for the position of City Treasurer.

Dr. Michael Bewley with Enalysis

Mayor Holsclaw invited Dr. Bewley to speak. He presented the Commission with his proposal for obtaining the information necessary to complete the City Directory. After some discussion, Mayor Holsclaw made a motion that the City accept his proposal at a cost of $200.00. Commissioner Jay seconded the motion. All were in favor.

MAYOR’S REPORT

Mayor Holsclaw reported that she had received a complaint from a resident at 3511 Coronado Drive regarding a loud car. There was a lengthy discussion regarding the issue and the Commission agreed to send a letter to the resident where the car is parking. Sgt. Nissen presented the Commission with a form that residents could fill out to report a crime in the City. After some discussion, it was decided that he would revise the form and send it to the City where it would be put on the City website. The Mayor reported that Springdale Presbyterian Church had contacted the City regarding holding a 5k run in the City on May 17th, 2008. They had also asked if the City could provide police protection for the race. After some discussion, Mayor Holsclaw made a motion that the City allow them to do the run within the City and the City would provide police protection at the City’s expense for approximately 2 hours for 4 people. The Commission agreed that this expense will be part of the City's yearly donation to the church for letting the City use their facilities for meetings. Commissioner Coomer seconded the motion. All were in favor.

SANITATION

Commissioner Crockett was not in attendance, but passed her report along to Mayor Holsclaw. Her reported stated that the sign replacement project should be completed this week and that Commissioner Crockett should be contacted if anyone notices any problems. Engineer Trautwein stated that according to the “Uniform Traffic Code Manual” stop signs should be posted at 7’ above the roadway, but if the City is considered suburban, the minimum height is 5’. It was reported that some of the new signs that Eagle had replaced were slightly lower than 5’, Commission Streit recommended that we have Eagle raise the signs that were below 5’. After some discussion, the Commission agreed that Commissioner Crockett needs to tell Eagle that the signs should be at least 5’ above the roadway. Commissioner Jay reported that she had received a complaint about yard waste that has been sitting at 3608 Breeland Avenue since before Halloween.

ROADS & MAINTENANCE

Commissioner Coomer discussed the issue of having the City re-striped, he thinks the City should consider waiting until after this snow season. After some discussion, the Commission agreed to wait until the spring to have the City re-striped. Commissioner Coomer also reported that he contacted Terry who would be handling snow removal for the City this year.

ANIMALS

Commissioner Coomer reported that he went to 3308 Morningview several times to try and speak with the residents there regarding their dogs, but they were never there. Commissioner Streit recommended that Commissioner Coomer contact Metro Animal control regarding the complaints about the dogs at that house.

BEAUTIFICATION

Commissioner Jay reported that all the fall landscaping tweaking has been completed, the irrigation system along the KY 22 access road has been installed. She reported that when LG&E was repairing a pole that was damaged in a traffic accident in that area, they damaged a portion of the new irrigation system. She would get an estimate on the repair work needed and contact LG&E. She reported that letter E is still not up on the City entryway sign at Barbourmeade Road and Barbour Lane. She reported that the holiday décor will be put up after Thanksgiving. There was a discussion involving the mailbox information that would be included in the December newsletter.

INSURANCE

Commissioner Streit reported that the City will be paying for bonds next month.

SAFETY

Commissioner Streit reported that he toured the City with a representative from the KLC. He stated that he thinks the City needs to add signs in 2 places. The first is a stop sign at Dinah Way & Dinah Court. City Engineer Trautwein disagreed stating that according to the “Uniform Traffic Control Manual” stop signs should not be used for speed control. He stated that stop signs should be used when they are needed to control who has the right of way at an intersection. He further stated that based on the number of homes in that area, it was unlikely that cars met at that intersection at the same time. After some discussion, the Commission decided to put a yield sign at that location. Commissioner Streit also thinks a yield sign needs to placed at Alpena Way & Brownsboro Vista. There was some discussion regarding whether or not the City needs an ordinance regarding bee bee guns and it was decided that if Metro has an ordinance, there is no need for the City to have one. He reported that Graymoor-Devondale had billed the City for 61 hours and issued 2 speeding warnings, 2 speeding citations, and some other misc. violations.

CITY ENGINEER

City Engineer Trautwein reported that the two drainage projects being done in the City had been completed. He stated that MSD did not do exactly what the City wanted regarding the drainage project on the New Life Church property; they did open V-ditches. He further stated that he would be in contact with Mike Marling with MSD to discuss the projects.

HOLIDAY BONUSES

There was some discussion regarding giving bonuses to the companies/workers who do work regularly in the City. After some discussion, Mayor Holsclaw made a motion that the City give Papa John’s gift cards to Greenscapes in the amount of $100, Papa John’s gift cards to Graymoor-Devondale in the amount of $75 and the same Rumpke bonuses that were given last year. Commissioner Coomer seconded the motion. All were in favor.

ORDINANCE ENFORCEMENT

Commissioner Jay and Sgt. Nissen had a brief discussion regarding a few properties that needed citations issues and they discussed a property on Coronado who was in violation of the maintenance of premise ordinance and they discussed fining them as is stated in the ordinance.

NEW BUSINESS

Sgt. Nissen discussed the issue of the City adopting a parking/traffic violations code so that Graymoor-Devondale could issue citations for parking in a fire lane or parking in handicapped space.

There being no further business to discuss, Mayor Holsclaw made a motion to adjourn and Commissioner Jay seconded the motion. All were in favor. Mayor Holsclaw adjourned the meeting at 10:31 p.m.
