Council Meeting – February 19, 2015

Mayor Thomas L. Hardesty called the regular meeting to orderat 6:30 p.m. with the following council members present:Bobby Andriot, Mike Zoeller, Donna Eaton,Jon Swindler, and Frank Page. Absent: Shane Suttor

City Employees Present: Inez Harris, Kevin Baker, and Danny Goodwin.

City Attorney: Steven Gregory

Invocation: Geoffrey McGillen, Sr. Adult Pastor, First Baptist Church.

All present pledged allegiance to the flag.

Minutes/February 5, 2015

Councilmember Page moved to approve the minutes of the February 5, 2015 meeting as read by council members prior to the meeting. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Resolution – City of Shelbyville Support for City Center

Steven Gregory, City Attorney, read a resolution of the City of Shelbyville to partner with Shelby County Public Schools, Shelby County Fiscal Court, and Ohio Valley Educational Cooperative for the development of a conference center in Shelbyville.

The City of Shelbyville pledges $2,000,000 in financial support for the center subject to the participation of all parties listed above. Note: The Shelby County Industrial Foundation has not made a financial contribution.

Councilmember Andriot moved to approve the resolution. Seconded by Councilmember Eaton.

All voted “aye” and motion carried.

Bid Approval – Recommendation to accept bid for police cruisers – Police Chief Danny Goodwin

Police Chief Danny Goodwin recommended the City of Shelbyville accept the bid of $23,765 from Shelbyville Chrysler for the 2015 Dodge Charger Police Vehicles. It has a 3.6V6 engine.

Councilmember Zoeller moved to approve the recommendation. Seconded by Councilmember Eaton.

All voted “aye” and motion carried.

Department Reports

Eilene Collins, Executive Director, Shelby Development Corporation, reported their annual report is out. There will be a Seminar titled “Developing a Business Plan” held at 600 Main Street at 5:45 p.m. on February 24th. Toni Sears with the Small Development Business Center will facilitate.

The SDC Foundation will host a visioning section on “How to Plan for the Future” on Historic Preservation on March 4, 2015 from 8:00 – 10:00 a.m. at the Citizens Union Bank’s community room.

Fire Chief Kevin Baker reported 2 firemen will do a final inspection on the aerial truck. They are operating on “Operation Snow”. All fire departments will respond during inclement weather.

Police Chief Danny Goodwin reported Public Works has done a fantastic job with the streets. They have been looking for anyone that has nowhere to go during this weather. They have conducted lock down drills with the schools and Jewish Hospital. They have participated in Young Leaders, Latino Community on law enforcement, and attended a NAACP community meeting.

Mayor’s Report

Mayor Hardesty thanked all departments for the efforts in the inclement weather. Kentucky Transportation Cabinet helped the water company remove snow on Main Street. Property owners need to clean their sidewalks especially in the business district. Republic Services cancelled all residential trash pick-up until Monday due to the weather.

Councilmember Swindler moved to adjourn at 6:52 p.m. Seconded by Councilmember Eaton.
