L.1.a.Bylaw No. 11293 - To Close Portions of Spruce (114) Avenue and 19th (119) Street, located at the north side of 114 Avenue, east of 119 Street abutting Lot E, Block 21, Plan 772 2384, Prince Rupert.

PURPOSE

To consolidate the area with the abutting lot.

J. Brown was in attendance to speak in favour of the passing of Bylaw No. 11293.

L.1.b.Bylaw No. 11312 - To amend the Land Use Bylaw from IM (Medium Industrial) District to IB (Industrial Business) District; located at 12812 - 52 Street, Kennedale.

PURPOSE

To allow a range of industrial business uses on the site.

There were no persons present to speak to the passing of Bylaw No. 11312.

Mayor Smith asked whether there was any objection to Bylaw Nos. 11308 and 11303 being read together. No one objected.

L.1.c.Bylaw No. 11308 - To Amend Bylaw No. 5710, as amended, being the Riverbend Area Structure Plan, through an amendment to the Bulyea Heights Neighbourhood Structure Plan, located between the storm water dry pond and the Whitemud Creek Ravine, Bulyea Heights.

PURPOSE

To amend the Bulyea Heights Neighbourhood Structure Plan by redesignating a 1.8 ha site from row housing (Direct Control) to single-detached residential development.

L.1.d.Bylaw No. 11303 - To Amend the Land Use Bylaw from DC5 (Site Specific Development Control) District to RF1 (Single Detached Residential) District; located between the storm water dry pond and the Whitemud Creek Ravine, Bulyea Heights.

PURPOSE

To allow single detached residential development.

J. Stewart, D. Klippenstein and S. Harder were in attendance to answer questions in favour of the passing of Bylaw Nos. 11308 and 11303.

L.1.e.Bylaw No. 11315 - To Amend the Land Use Bylaw from RPL (Planned Lot Residential) District to RSL (Residential Small Lot) District; for a site located south of 151 Avenue and west of 128 Street, Cumberland.

PURPOSE

To allow the development of single detached residential dwellings on small lots.

M. Hundert, IBI Group, was in attendance to answer questions in support of the passing of Bylaw No. 11315.

L.1.f.Bylaw No. 11305 - To Amend the Land Use Bylaw from DC4 (Special Public Service) District to RF3 (Low Density Redevelopment) District; located at 13425-127 Street, Kensington.

PURPOSE

To allow single and semi-detached residential development, as well as small scale infill development to housing forms containing up to four dwelling units.

There were no persons present to speak to the passing of Bylaw No. 11305.

E.01.Adoption of an Amendment to the Castle Downs Outline Plan (Baranow Area) for Lot 11, Lot 12, and Lot 13, Block 35, Plan 792-2542, and Lots 13 and 14, Block 37, Plan 792-2542, located south of 140A Avenue and east of 123 Street, Baranow.

L.BYLAWS

L.1.g.Bylaw No. 11281 - To Amend the Land Use Bylaw from AGU (Urban Reserve) District to DC5 (Site Specific Development Control) District; located south of 140A Avenue and east of 123 Street, Baranow.

PURPOSE

To allow retail, general commercial and office uses on the site, with site specific development regulations to ensure compatibility with the adjacent low density residential development.

W. Jensen and A. Flesher were in attendance to speak to the passing of the proposed resolution to amend the Castle Downs Outline Plan (Baranow area) and Bylaw No.11281.

Councillor Cavanagh re-entered the meeting at 2:20 p.m.

Mayor Smith asked whether there was any objection to the request to postpone the proposed resolution to amend the Castle Downs Outline Plan (Baranow area) and associated bylaw.

L.1.i.Bylaw No. 11313 - To Amend the Land Use Bylaw and Appendix I, Schedule 820H, Statutory Plan Overlay for the Montrose Santa Rosa Area Redevelopment Plan from DC5 (Site Specific Development Control) District, US (Urban Services) District and IB (Industrial Business) District to DC5 (Site Specific Development Control) District; located north of 119 Avenue and west of 69 Street, Montrose.

PURPOSE

To allow further development of surface parking for Coliseum events with site specific development controls.

L.1.j.Bylaw No. 11314 - To amend Bylaw No. 6767, as amended, being the Montrose Santa Rosa Area Redevelopment Plan.

PURPOSE

To reflect the addition of lands for surface parking for Coliseum events.

There were no persons present to speak to the passing of Bylaw Nos. 11304, 11313 and 11314.

Mayor Smith asked whether there was any objection to Bylaw Nos. 11310 and 11311 being dealt with together. No one objected.

L.1.k.Bylaw No. 11310 - To Amend Bylaw No. 7209, as amended, being the Summerlea Neighbourhood Area Structure Plan, located north of 90 Avenue and west of 175 Street, Summerlea.

PURPOSE

To change the land use concept designation from a Church site to Neighbourhood Convenience Commercial to allow for limited commercial development on the site.

L.1.l.Bylaw No. 11311 - To Amend the Land Use Bylaw from US (Urban Services) District to CNC (Neighbourhood Convenience Commercial) District; located at 9004 - 175 Street, Summerlea.

PURPOSE

To allow low intensity convenience commercial and personal services uses on the site.

J. Andrew, G. Hanson and M. Huberman (in favour); and N. Ameyaw and C. Knight (in opposition) were in attendance to speak to the proposed postponement of Bylaw Nos. 11310 and 11311.

L.1.n.Bylaw No. 11318 - To Amend text of Bylaw No. 5996, as amended the Edmonton Land Use Bylaw, by adding new sections, Section 900 - Special Areas, General Provisions and Section 920 - Special Areas for Terwillegar Towne and by adding/amending other related Sections.

PURPOSE

To enable the implementation of land use provisions unique to Terwillegar Towne.

L.1.o.Bylaw No. 11319 - To Amend the Land Use Bylaw from AG (Agricultural) District to AP (Public Parks) District, TTSDR (Terwillegar Towne Single Detached Residential) District, TTSLR (Terwillegar Towne Small Lot Residential) District and RPL* (Planned Lot Residential) District; for an area located east of Terwillegar Drive and south of the old 23 Avenue road allowance, Rural South West, Terwillegar Towne.

PURPOSE

To allow the development of a public park and a range of low density residential dwellings.

D. Kelly was in attendance to speak in favour of the passing of Bylaw Nos. 11320, 11318 and 11319.
